During the 2018 presidential elections, 401 polling stations operated abroad and more than 475,000 people voted, according to the Central Election Commission as quoted by RIA Novosti. But this year, many overseas polling stations that operated in 2018 have been closed. But that glosses over the deeper TikTok security problem, which the legislation does not fully address. Those algorithms, which guide how TikTok watches its users and feeds them more of what they want, are the magic sauce of an app that 170 million Americans now have on their phones. But TikTok doesn’t own those algorithms; they are developed by engineers who work for its Chinese parent company, ByteDance, which assembles the code in great secrecy in its software labs. But China has issued regulations that appear designed to require government review before any of ByteDance’s algorithms could to be licensed to outsiders. Few expect those licenses to be issued — meaning that selling TikTok to an American owner without the underlying code might be like selling a Ferrari without its famed engine.

The House on Wednesday passed a bill with broad bipartisan support that would force TikTok’s Chinese owner to either sell the hugely popular video app or be banned in the United States. The move escalates a showdown between Beijing and Washington over the control of technologies that could affect national security, free speech and the social media industry. Republican leaders fast-tracked the bill through the House with limited debate, and it passed on a lopsided vote of 352-65, reflecting widespread backing for legislation that would take direct aim at China in an election year. The action came despite TikTok’s efforts to mobilize its 170 million U.S. users against the measure, and amid the Biden administration’s push to persuade lawmakers that Chinese ownership of the platform poses grave national security risks to the United States.

With enemies like Hamas, Hezbollah, the Houthis and Iran, Israel should be enjoying the sympathy of much of the world. No fair-minded person could deny Israel the right of self-defense after the Hamas attack on Oct. 7 killed some 1,200 Israelis in one day. Women were sexually abused, and children were killed in front of their parents and parents in front of their children. Scores of abducted Israeli men, women, children and elderly people are still being held hostage in terrible conditions, now for more than 150 days. Urban warfare brings out the absolute worst in people, and that is certainly true for Israel in Gaza.

Yass' investment is under threat today, and the typically press-shy billionaire is taking fire from both the left and the right. "This would be a nightmare for Yass, given the major investment in TikTok, if a forced ban hit the company under the Biden administration," Ives said. Today, at least 150 million Americans use TikTok regularly, according to company data. The company has said it stores U.S. users' data securely and rejects the idea that it poses a threat to national security.

“Even though Alexey Navalny is dead, there is always hope,” she said, “I think there are always people who do not support Vladimir Putin,” she added. But as this election approaches, you can’t discount what so many ordinary Russians tell you, face to face. Asked about the war in Ukraine and if he held Putin responsible for Russia’s involvement, he replied: “No, we support him in it. What is unclear now, though, is how much longer that support will last, especially if Russian war casualties mount, crackdowns on dissent gather pace and economic hardships dig in. Even before the public mourning of Navalny, thousands of Russians came out to support the nomination of an anti-war presidential hopeful, Boris Nadezhdin, whose candidature was ultimately rejected by the Russian election authorities.

US stocks are priced for perfection in an "imperfect and dangerous" world, Jeremy Grantham said. The top investor said AI could be bigger than the internet but the initial bubble would likely pop. AdvertisementStocks are dangerously overvalued and poised to disappoint, the AI bubble is bound to burst, and a recession appears likely, Jeremy Grantham has warned. Yet he said the rollout of ChatGPT "rudely interrupted" that process by inflating a whole new bubble around AI. "So it is likely to be with the current AI bubble," Grantham said, predicting it would "at least temporarily deflate and probably facilitate a more normal ending to the original bubble."

CNN —A Moscow court has sentenced a Russian university student to 10 days in jail for naming his Wi-Fi router with a pro-Ukrainian slogan, Russian media reported. The student was found guilty of propaganda and the “public display of Nazi symbols” by the Nikulinsky District Court of Moscow on Thursday, and authorities confiscated his router, state-run RIA reported. Dissent has been effectively outlawed in Russia since Russian President Vladimir Putin launched his full-scale invasion of Ukraine. Expressing support for the Russian opposition figure, whose movement authorities outlawed as extremist, can be perilous. Russian state media largely ignored his death, while hundreds of people were reportedly detained for turning out at makeshift memorials in the largest wave of arrests at political events in the country in two years.

When President Biden weighs American policy toward Gaza, may he think of a gentle scholar named Mohammed Alshannat. Alshannat is a Palestinian in Gaza who at the start of the war was working remotely on his Ph.D. dissertation in linguistics for Rhodes University in South Africa. He is the opposite of Hamas, for in his writing he has criticized suicide bombings and rocket firings. CNN —Archaeologists say they have discovered what may be the largest mass grave ever excavated in Europe at a site in southern Germany. The remains are thought to date from the 1632-1633 plague epidemic. This evidence led the team to conclude that the older group of remains probably dates from the 1632-1633 epidemic. “I personally expect the number to be at 2,000 or even above, making it the biggest mass grave in Europe,” he said. Next up is work to complete the excavation, as well as cleaning and analyzing bone material, Langbein told CNN.

Toward the end of his life, when his memory was in pieces, Gabriel García Márquez struggled to finish a novel about the secret sex life of a married middle-age woman. “He told me directly that the novel had to be destroyed,” said Gonzalo García Barcha, the author’s younger son. When García Márquez died in 2014, multiple drafts, notes and chapter fragments of the novel were stashed away in his archives at the Harry Ransom Center at the University of Texas at Austin. The story remained there, spread over 769 pages, largely unread and forgotten — until García Márquez’s sons decided to defy their father’s wishes. Now, a decade after his death, his last novel, titled “Until August,” will be published this month, with a global release in nearly 30 countries.

SLOW PRODUCTIVITY: The Lost Art of Accomplishment Without Burnout, by Cal NewportAbout halfway through his new book, “Slow Productivity: The Lost Art of Accomplishment Without Burnout,” Cal Newport presents the example of Galileo, whose summertime visits to a villa near Padua gave him a chance to rest and reflect between scientific pursuits. “Once there,” Newport writes, “he would take long walks in the hills and enjoy sleeping in a room ingeniously air-conditioned by a series of ducts that carried in cool air from a nearby cave system.”But that “ingeniously air-conditioned” room also happened to be deadly. The glancing footnote about Galileo’s ailment gestures at something profoundly connected to Newport’s subject: the tension between contingency and control, and the specter of mortality that looms over our preoccupation with productivity and time. But Newport, who writes that the idea for this book came to him during the pandemic, isn’t inclined to explore anything so complicated. For his purposes, Galileo is just another input — an exemplar like any other.

RICHMOND, Va. (AP) — A top Democratic Virginia lawmaker vowed Wednesday to keep language enabling a proposed relocation by the NBA’s Washington Wizards and NHL’s Washington Capitals to Alexandria out of the state budget lawmakers will take up later this week. Glenn Youngkin's plan to lure the teams across the Potomac River with a $2 billion development district featuring a new arena. Moving forward, if the arena is excluded from the budget, Youngkin has a few options. Virginia governors have the ability to seek amendments to legislation, so he could attempt to put the arena language back in the budget. Democrats, who control both General Assembly chambers, could lose Youngkin’s support for some of their own priorities if they kill the arena deal.
