A midsummer City Council meeting in New York can often be a sleepy event, but the gathering on Thursday was a clear exception. Everyone, after all, was still talking about the Bite. A day earlier, Susan Zhuang, a first-year Democratic councilwoman from Brooklyn who ran on a law-and-order message, was charged with assault after the police said she had bitten an officer at a protest over a proposed homeless shelter. So, as the Council convened its so-called stated meeting, the formal gathering during which bills are introduced or passed, Ms. Zhuang drew much of the attention — and she wasn’t even there. She held her own news conference near the scene of her alleged crime in Brooklyn, although a police photo of the bloody circular gash on the officer’s arm put Ms. Zhuang more in the position of explaining the confrontation than denying it.

FRANKFURT — The European Central Bank is set to keep interest rates steady this week after cutting in June for the first time since September 2019. The hold would come amid uncertainty about underlying inflation dynamics, especially stemming from the labor market, which have weighed on the central bank's resolve to embark on a rapid path of cuts. Michail Chkhikvishvili, a 21-year-old man from the Republic of Georgia, was indicted on four charges, including soliciting hate crimes and acts of mass violence, according to a statement from the US Department of Justice. In November 2023, Chkhikvishvili began planning a “mass casualty event” for New York City on New Year’s Eve, prosecutors said. “The scheme involved an individual dressing up as Santa Claus and handing out candy laced with poison to racial minorities and children at Jewish schools in Brooklyn,” the Department of Justice statement said. He “drafted step-by-step instructions to carry out the scheme” and shared with the undercover officer “detailed manuals on creating and mixing lethal poisons and gases,” the statement said. “For example, and among other things, the handbook encourages its readers to commit school shootings and to use children to perpetrate suicide bombings and other mass killings targeting racial minorities,” the Justice Department statement said.

Americans hope the awful events in Butler, Pa., will inspire the reversal of our ever-coarsening political culture, as Mr. Biden called for on Sunday night. Nonetheless, politics will march forward — and have no doubt, Mr. Biden is losing this race. The total war between Mr. Trump and Mr. Biden has now raged for eight years and exhausted our nation. ceased to be a normal political party in 2016 and became a cult of personality, less interested in winning elections than in burnishing the savior-victim myth of its charismatic leader. As a cult, the party could never realistically allow any other Republican to successfully challenge Trump for the nomination. And as a nominee, Trump would only gain strength once the extent of President Biden’s mental decline became obvious. It fails to reckon with the Biden administration’s political blunders. And it reduces the Democrats’ problem to a Biden problem.

If you were to build a member of the American elite from scratch, she might look something like Usha Vance. The wife of Senator J.D. Vance of Ohio, Donald J. Trump’s newly announced running mate, certainly has the credentials. A corporate litigator at a prestigious San Francisco law firm, Ms. Vance has clerked for Supreme Court Chief Justice John G. Roberts Jr. and Supreme Court Justice Brett Kavanaugh when he was an appeals court judge, and earned degrees from Yale and Cambridge. It’s a conspicuous résumé for a woman whose husband gave a speech in 2021 titled “The Universities are the Enemy,” and rarely missed a chance to bash the establishment as he campaigned for the Senate in 2022, as The New York Times previously reported.

As the Republican convention opens on Monday, Democrats find themselves in a state of suspended animation and dread that the election could be tilting further away from President Biden. While there have been no new public calls from congressional Democrats for Mr. Biden to drop out since the assassination attempt on former President Donald J. Trump on Saturday, many in the party maintain grave concerns about the president’s ability to win. The last three weeks have been a cascade of fast-moving and damaging events for Mr. Biden. The bombshell ruling by Judge Aileen Cannon in the U.S. District Court for the Southern District of Florida — who was appointed to that position by Trump — ruling comes two days after a would-be assassin narrowly missed killing Trump during a campaign rally in western Pennsylvania. A federal judge in Florida on Monday dismissed the criminal classified documents case against former President Donald Trump and two co-defendants, ruling that the appointment of special counsel Jack Smith as prosecutor for the case violated the appointments clause of the U.S. Constitution. The ruling is just the latest in a series of controversial rulings and decisions by Cannon that have been seen as favoring Trump. Trump still faces three other pending criminal prosecutions, all of which he had referenced in his Truth Social post. It is not clear yet how that ruling will affect the election case against him.

Gerontocracy transcends government as a full-scale social phenomenon, in which older people accumulate power of different kinds, and then retain it. This form of power is both old and new. The term “gerontocracy” was popularized a century ago by the Scottish anthropologist J.G. Frazer to refer to a very early form of government, in which power reposed in councils of elders.
