CNN —The Maldives has announced it will ban Israeli passport holders from entering the country amid its war on Hamas in Gaza. The presidential office of the Indian Ocean island nation, known for its luxurious resorts and endless white sand beaches, made the announcement in a press release Sunday. Maldivian President Dr Mohamed Muizzu resolved to impose the ban following a recommendation from the cabinet, the release said. The country’s laws will be amended, and a cabinet subcommittee will be established to oversee the efforts, the president’s office said. “Together with the government and people of Maldives, I call for an immediate ceasefire, an end to violence and unhindered humanitarian access,” the president posted on X last week.

Displaced Palestinian children line up to receive food in Rafah on May 19. The World Food Programme (WFP) is currently serving only 27,000 people in Rafah, according to Matthew Hollingworth, the organization’s country director in Gaza. The sounds, the smells, the everyday life are horrific and apocalyptic,” Hollingworth told journalists Friday after returning from a trip to Gaza. “From the seventh of May to the 20th, not a single WFP truck crossed from the southern corridors of Egypt into Rafah,” he said. Rafah had previously been the central artery for aid to flow into Gaza, as the only border crossing not controlled by Israel.

President Biden on Friday outlined a road map put forward by Israel that would begin with an immediate, temporary cease-fire and work toward a permanent end to the war and the reconstruction of Gaza. Israel would withdraw from major population centers in Gaza, and a number of hostages would be released, including women, the elderly and the wounded. Hundreds of thousands of displaced Palestinian civilians would also be allowed to return to their homes in northern Gaza. During the first phase, Israel and Hamas would continue to negotiate to reach a permanent cease-fire. If the talks take more than six weeks, the first phase of the truce will continue until they reach a deal, Mr. Biden said.

Opinion: How is Netanyahu still in power?

View more opinion on CNNCNN —A recent visitor to Israel told me about a conversation in which he noted that Benjamin Netanyahu is the worst prime minister in modern Israel’s history. Benjamin Netanyahu and Israel are becoming increasingly isolated internationally, though experts say this could fortify the prime minister domestically. Israel’s longest-serving prime minister had been largely successful politically, but his personal style and alleged corruption turned many Israelis against him. Are there five courageous members of Likud willing to take the necessary action to move Israel beyond Netanyahu? That is unlikely to happen, however, as long as Netanyahu remains in power.

CNN —The Israeli military is in central Rafah, the Israel Defense Forces (IDF) confirmed in a statement Friday, despite international concern and anger over its military operation in Gaza’s southernmost city. The IDF statement confirms what eyewitnesses told CNN earlier this week, when tanks were spotted in central Rafah for the first time since it entered the city earlier this month. “IDF troops in central Rafah located Hamas rocket launchers, terror tunnel shafts, and weapons. The troops also dismantled a Hamas weapons storage facility in the area,” the IDF said in the statement. Access to cell phone services in Rafah was interrupted on Thursday due to the ongoing Israeli offensive, Palestinian telecommunications company Jawwal said in a statement.

I had two thoughts on Friday as I listened to the chief judge of the International Court of Justice tell Israel to halt its military offensive in Rafah, the city in southern Gaza to which more than a million displaced people fled earlier in the conflict. The first was that the court’s ruling was unusually forceful: the judge said Israel “must halt” its military offensive in Rafah “immediately.” Many observers had not expected the court to issue such a direct order because it has no jurisdiction to impose similar requirements on Hamas, Israel’s opponent in the war. My second thought was that the court’s use of punctuation was definitely going to provoke debate. Here’s the key part of the ruling:The State of Israel shall, in conformity with its obligations under the Convention on the Prevention and Punishment of the Crime of Genocide, and in view of the worsening conditions of life faced by civilians in the Rafah Governorate: Immediately halt its military offensive, and any other action in the Rafah Governorate, which may inflict on the Palestinian group in Gaza conditions of life that could bring about its physical destruction in whole or in part. Sure enough, for several days some legal scholars have been arguing about whether the clause that begins “which may inflict” might put conditions on the order to “immediately halt.”Has Israel been told to halt its offensive, or to do so only if that offensive is about to partly or completely destroy Palestinians as a group?

The war in Gaza has produced a blatant disregard for the mission of the United Nations, including outrageous attacks on the employees, facilities and operations of the United Nations Relief and Works Agency for Palestine Refugees. As I write this, our agency has verified that at least 192 UNRWA employees have been killed in Gaza. UNRWA-run schools have been demolished; some 450 displaced people have been killed while sheltered inside UNRWA schools and other structures. Since Oct. 7, Israeli security forces have rounded up UNRWA personnel in Gaza, who have alleged torture and mistreatment while in detention in the Strip and in Israel. In April, gunfire hit World Food Program and UNICEF vehicles, apparently inadvertently but despite coordination with the Israeli authorities.

Eyes being on Rafah has not stopped the violence, wrote scientist Ayesha Khan on Instagram. The phrase “All Eyes on Rafah” has been appearing in various graphics and images associated with the war in Gaza for months and is not necessarily tied to this specific viral image. “Because you’re directing everyone’s gaze to an image that doesn’t really show the horror of what happens in conflict zones.”What does ‘All Eyes on Rafah’ mean? Others have pointed out that the image does not actually include the words “Palestine” or “Gaza” — names that have been widely politicized even before October 7. “Rafah does not have the immediate name recognition for people who haven’t been paying attention,” said writer Heben Nigatu on X.

CNN —The war in Gaza will likely continue through at least the end of the year, an Israeli official warned Wednesday, seeming to dismiss the idea that fighting would end after the military offensive against Hamas in Rafah. Israel’s national security adviser, Tzachi Hanegbi, said the year 2024 has been “defined as a year of combat” by Israel’s war cabinet. The Israeli government had previously signaled that entering Rafah would be the final stage of its war against Hamas, which attacked Israel on October 7, killing about 1,200 people and taking some 250 people hostage. In response, Israel launched a devastating offensive in Gaza which has killed more than 36,000 people, according to Palestinian officials. This resilience is what has allowed this nation to survive for 75 years, and even for 3,000 years before that.

The bombs used in the Israeli strike that killed dozens of Palestinians in a camp for displaced people near Rafah on Sunday were made in the United States, according to weapons experts and visual evidence reviewed by The New York Times. Munition debris filmed at the strike location the next day was remnants from a GBU-39, a bomb designed and manufactured in the United States, The Times found. U.S. officials have been pushing Israel to use more of this type of bomb, which they say can reduce civilian casualties. The key detail in the weapon debris was the tail actuation system, which controls the fins that guide the GBU-39 to a target, according to Trevor Ball, a former U.S. Army explosive ordnance disposal technician, who earlier identified the weapon on X. The weapon’s unique bolt pattern and slot where the folding fins are stowed were clearly visible in the debris, Mr. Ball said.

The slogan “All Eyes on Rafah” has ricocheted across social media this week following an Israeli strike in the Gazan city that killed dozens of civilians and provoked international outrage. It has periodically trended on social media, particularly as Israeli military attacks in the city — located in the southern Gaza Strip, along the Egyptian border — have escalated. Mr. Peeperkorn was speaking at a news conference as the Israeli military intensified its campaign in the southern Gaza strip. “All eyes are on Rafah,” Mr. Peeperkorn said at the time. The bombs used in the Israeli strike that killed dozens of Palestinians in a camp for displaced people near Rafah on Sunday were made in the United States, according to weapons experts and visual evidence reviewed by The New York Times. U.S. officials have been encouraging the Israeli military for months to increase the use of GBU-39 bombs in Gaza because they are generally more precise and better suited to urban environments than larger bombs, including U.S.-made 2,000-pound bombs that Israel routinely uses. “This is the smallest munition that our jets can use.”In response to questions from The Times, the Israeli military declined to specify the munition used. U.S. officials said on Tuesday that the Israeli strike that killed dozens of Palestinians in southern Gaza was a tragedy but that it did not violate President Biden’s red line for withholding weapons shipments to Israel. The United States is by far the biggest supplier of weapons to Israel, which raises questions about American responsibility as the death toll mounts. She did not answer a follow-up question about whether the strike crossed a red line for Mr. Biden. A State Department spokesman, Matthew Miller, said the United States was watching Israel’s investigation of the incident closely. Israel’s retaliatory offensive has killed more than 36,000 people, many of them women and children, according to health officials in Gaza.

Three European nations formally recognized an independent Palestinian state on Tuesday, drawing the ire of Israel as it continued to press its military offensive in Gaza. The previously announced moves by Spain, Norway and Ireland are largely symbolic, but serve as a rebuke to Israel in the face of mounting international frustration over the country’s military offensive in Gaza and its occupation of Palestinian territories over the years. Growing concern over the civilian death toll could prompt more nations to follow suit, analysts say. Israel’s foreign minister, Israel Katz, on Tuesday accused Spain’s prime minister, Pedro Sánchez, of complicity in incitement against Jews for his role in recognizing a Palestinian state. “Furthermore, our decision reflects our absolute rejection of Hamas, a terrorist organization that is against a two-state solution.”

The strike was conducted using two munitions with small warheads suited for this targeted strike. Rear Adm. Daniel Hagari, the Israeli military’s spokesman, insisted that their munitions alone, used in a strike in Rafah, could not have ignited the deadly fire that killed dozens of people at a camp. Those statements, however, did little to quell a chorus of voices demanding accountability and a halt to the fighting, which came amid reports of another deadly strike in nearby Al-Mawasi on Tuesday. Israel’s military said it was pressing on with its ground assault in the southern Gaza Strip on Tuesday despite mounting international outrage over its operations there, including an airstrike over the weekend that killed dozens of civilians. The military said its troops were engaging in close-quarters combat with Hamas fighters and that it had deployed an additional “combat team” to Rafah, without specifying how many more soldiers were sent to the southern city. The military has said that its strike on Rafah on Sunday — which ignited a deadly fire that killed at least 45 people — targeted a Hamas compound. On Monday, Prime Minister Benjamin Netanyahu of Israel said it was a “tragic accident” that civilians in the camp, many of them displaced from other parts of Gaza, had been killed.
