Costa Rican police have attributed rising violence to an uptick in international criminal groups trafficking drugs to the United States. Specifically, Costa Ricans seeking to enter Honduras will need a certificate showing their criminal records, while Hondurans seeking to enter Costa Rica will need a certificate detailing any police record. CNN —Bobi, the world’s oldest dog ever, has died after reaching the almost inconceivable age of 31 years and 165 days, said Guinness World Records (GWR) on Monday. PANAMA CITY (AP) — Protesters blocked streets across Panama on Monday, demanding the government rescind a contract to continue copper mining in a biodiverse region. Across Panama City, peaceful protesters handed out fliers, but in some areas on the outskirts of the capital police met protesters with tear gas. The government used social media to highlight the “enormous contribution” the mine — Panama's largest private investment ever — makes to the country's economy. Minera Panama says the mine will employ thousands of Panamanians and that its shipments make 80% of the country's total exports. The new contract, initially slowed by labor disagreements, secures Panama at least $375 million a year from Minera Panama, over 10 times more than the previous deal.

LISBON, Portugal (AP) — A 31-year-old dog in Portugal that had been ranked as the world’s oldest dog ever has died, his owner said Monday. The guard dog, called Bobi, died over the weekend in a veterinary hospital, Leonel Costa told The Associated Press. Bobi lived on a farm in the village of Conqueiros in Portugal with Costa and four cats. That made Bobi more than 217 years old in dog years when he died. In an interview earlier this year, Costa told the Associated Press that Bobi's secret to a long life was good food, fresh air and lots of love.

He was declared the world's oldest dog in February this year. Guinness World Records previously described Bobi's story as "miraculous" and said on Monday that "he will be sorely missed".

Rite Aid filed plans to close 154 stores on Monday as part of its Chapter 11 bankruptcy. Rite Aid is the smallest of the three major drugstore chains, well behind CVS and Walgreens. Rite Aid was expected to close stores as part of its bankruptcy. Rite Aid told Insider that it considers a variety of factors when deciding to close a store, "including business strategy, lease and rent considerations, local business conditions and viability, and store performance." "We will also strive to transfer associates to other Rite Aid locations where possible," the company said.

AUSTIN, Texas (AP) — A woman awaiting trial in the killing of professional cyclist Anna Moriah Wilson tried to run from officers escorting her to a doctor appointment Wednesday, authorities said. Two corrections officers had taken Kaitlin Armstrong to the appointment and were escorting her back to a patrol vehicle “when she ran," Travis County Sheriff spokeswoman Kristen Dark said. Armstrong ran more than a block into a neighborhood, but she could be seen by deputies the entire time before she was caught, Dark said. Armstrong and the two officers were taken to a hospital for a brief examination after the incident, and Armstrong was later returned to jail. Authorities have said Armstrong tried to change her appearance and used several aliases as she moved around Costa Rica while attempting to establish herself up as a yoga instructor in that country.

MEXICO CITY (AP) — Mexico’s president said Tuesday that he rejected a U.S. request to set up migrant transit centers in Mexico. Neighboring Guatemala has set up one such center, where migrants can apply for U.S. work and refugee visas. “We have been looking at setting up sites in Mexico, because they (the United States) have asked for it,” López Obrador said. The centers are part of a larger migratory strategy aimed at reducing the large number of migrants from Latin American and the Caribbean to the United States. The influx of migrants has caused tension between the United States and Mexico.

More cuts are expected in the coming months, though Costa didn't provide any details on future decisions. Costa said the bank has already incorporated high interest rates from the U.S. Fed and other central banks from developed economies in its September report. "But we have to keep looking closely at U.S. rates," Costa said. Costa added the bank has also factored in weaker demand from China, one of Chile's largest copper consumers, but the impact was larger than expected. "The Chinese economy is going to develop with less force than expected, but there are other factors that hold up copper prices," Costa said.

MANAUS, Brazil (AP) — Communities dependent on the Amazon rainforest's waterways are stranded without supply of fuel, food or filtered water. These are just the first grim visions of extreme drought sweeping across Brazil’s Amazon. Raimundo Silva do Carmo, 67, makes his living as a fisherman, but these days has been struggling to simply find water. Like most rural residents in Brazil's Amazon, do Carmo typically retrieves water untreated from the biome's abundant waterways. The drought has affected most of the main rivers in the Amazon, the world’s largest basin, which accounts for 20% of the planet’s fresh water.

On Thursday, the U.S. said it was restarting deportations of Venezuelans who cross the U.S.-Mexico border unlawfully. Mexico, on Friday, said it was seeking to return migrants to Brazil, Colombia, Cuba, Nicaragua and Venezuela. A record of 417,000 migrants have crossed the Darien Gap this year, more than double the number in all of last year. "Crossing the Darien is hell," said Panama President Laurentino Crotizo in a statement, after touring the area via plane with Costa Rica counterpart Rodrigo Chaves. In the last three weeks, more than 27,000 migrants have been "persuaded to get down from trains," INM said.
