CNN —President Joe Biden on Tuesday decried sexual assaults committed by Hamas during its October 7 terror attack on Israel and called on “all of us” to condemn the acts. “Over the past few weeks, survivors and witnesses of the attacks have shared the horrific accounts of unimaginable cruelty. Biden on Tuesday also accused Hamas of refusing to release additional female hostages and ending the pause in fighting that the US helped broker last week. “Let me be crystal clear: Hamas’ refusal to release the remaining young women is what broke this deal and end the pause in the fighting. Everyone still being held hostage by Hamas need to be returned to their families immediately.

Biden is widely expected to face a November 2024 rematch with former President Donald Trump, the frontrunner for the Republican nomination. The poll showed that Americans see the economy, crime and immigration as the biggest problems facing the country - all issues on which Trump and other Republicans have criticized Biden. Nineteen percent of poll respondents rated the economy as the top issue, while 11% pointed to immigration and 10% signaled out crime. Biden's public approval rating has held below 50% since August 2021, and this month's rating remained close to the lowest levels of his presidency - 36% - seen in mid-2022. The Reuters/Ipsos poll gathered responses online from 1,017 adults, using a nationally representative sample.

Harris said the US would pledge another $3 billion to the Green Climate Fund – the main finance vehicle to help developing nations adapt to the climate crisis and cut fossil fuel pollution. “Today we are demonstrating through action how the world can and must meet this crisis,” Harris said. Harris’ attendance at the summit in Dubai is in line with her recent steps to ramp up public messaging on climate change. We must treat the climate crisis as the existential threat it truly is. In what represented an early success, several countries pledged millions of dollars to help nations hit hardest by the climate crisis.

The Biden administration on Friday issued long-awaited guidance that will limit Chinese content in batteries eligible for electric vehicle tax credits starting next year. The FEOC rules come into effect in 2024 for completed batteries and 2025 for critical minerals used to produce them. Treasury said the few materials being exempted each account for less than 2% of the value of battery critical minerals. The rules are expected to further reduce the number of electric vehicles eligible for EV tax credits. Earlier this year, new battery and mineral sourcing requirements took effect with price and buyer income eligibility caps from Jan. 1.

Despite weak poll numbers and questions, including from some Democrats, about his age, Biden has stuck to his plan to seek a second term after clearing the field of serious Democratic primary challengers when he announced in April that he was running again. Biden loyalists, citing his record in office, argue that the party does not need a backup plan to defeat probable Republican nominee Donald Trump, who Biden beat in the 2020 election. To the chagrin of the White House, Biden's age has become a defining part of the 2024 campaign. "If he continues to run, he will be the nominee of the Democratic Party. In 1972, then Senator George Eagleton withdrew as Democratic presidential candidate George McGovern's vice presidential running mate after revelations of his treatment for depression forced him out of the race.

For an incumbent president, primary races -- the state-by-state competitions that nominate a political party's official presidential candidate -- are normally a perfunctory affair. Pro-Biden Democrats' volunteer-focused effort, with just a $100,000 budget, will encourage primary voters to put Biden's name on the New Hampshire ballot. Lyndon B. Johnson, then the Democratic incumbent, shunned the New Hampshire primary in 1968 due to over-confidence, only to see an insurgent campaign from Minnesota, U.S. Biden write-in organizers have largely settled on asking voters to write in "Joe Biden," but believe that other names like "President Biden" and "President Biden and Vice President Harris" satisfy a state law that says to count the vote if the reasonable intent of the voter is clear. "They're gonna use this as a way to say, look, we are good Democrats and organized this to protect President Biden," Smith said.

Biden, who blamed Trump at a fundraising event in Denver on Tuesday for taking away women's right to an abortion, will visit a wind tower manufacturer in Pueblo, part of Boebert's congressional district. Biden, a Democrat running for reelection next year, has presided over a stronger-than-expected U.S. economy and big federal investments in infrastructure and clean energy, but the clean energy industry is now struggling with high costs. At the wind tower manufacturer, Biden will speak about clean energy investments and "highlight how self-described MAGA Republicans like Representative Lauren Boebert are threatening those investments, jobs, and opportunities," the White House said.

President Joe Biden took aim at corporations Monday for charging prices he said were artificially high even though the rate of inflation has slowed and some shipping costs have fallen. "We understand that people are still not feeling it, we get that," White House Press Secretary Karine Jean-Pierre said Monday, ahead of the president's supply chain event. The price hikes were driven by a combination of pent-up consumer demand, pandemic-era ecomonic stimulus and ongoing supply chain snarls. Biden's new Supply Chain Resilience Council, launched Monday, will aim to help keep the momentum of that recovery going. As part of the council's creation, Biden also announced 30 different initiatives to help ease supply chain pressures and and prevent future shortages for products like drugs and semiconductors.

Asked whether the truce could be extended, Biden said: "I think the chances are real." Israel says the truce could be extended if more hostages are released at a rate of 10 per day. "I've encouraged the prime minister to focus on trying to reduce the number of casualties while he is attempting to eliminate Hamas, which is a legitimate objective," Biden told reporters.
