HONG KONG, Oct 18 (Reuters) - Born into a peasant family in rural China, Yeung Kwok Keung's rags-to-riches tale inspired millions across the country until his Country Garden (2007.HK) empire spiralled into crisis this year. On his home turf, Yeung and his company had many nicknames, among them "The most grassroots tycoon" and the "Universe's No.1 property developer". Born in 1955, Yeung founded Country Garden along with four others in 1992, quickly building its scale across China and transforming it into a household name by the early 2000s. Focusing on less popular, smaller cities in the world's second-largest economy was what made Country Garden successful, as the world's second-largest economy urbanised. In a company statement in August, Yeung spelt out a number of attributes that he said make "The Country Garden that I dream of", some of which will be key amid the crippling cash crisis.

That adds to tech-related tensions between the West and China, which is one of Europe’s biggest trading partners and the world’s biggest auto market. Chinese EV makers are drawn to Europe because auto import tariffs are just 10% versus 27.5% in the U.S., independent auto analyst Matthias Schmidt said. MG — owned by SAIC Motor, China’s biggest automaker — is the largest Chinese EV player in Europe. One reason Chinese companies can offer high-quality cars at affordable prices stems from the rules to enter the Chinese market. Chinese EV makers, meanwhile, are trying to stand out in a crowded field.

REUTERS/Victoria Klesty/File Photo Acquire Licensing RightsWASHINGTON, Oct 17 (Reuters) - Electric vehicle manufacturer Tesla (TSLA.O) on Tuesday urged the Biden administration to finalize much tougher fuel economy standards through 2032 than U.S. regulators have proposed. The National Highway Traffic Safety Administration (NHTSA) in July proposed raising Corporate Average Fuel Economy (CAFE) car requirements by 2% and by 4% for trucks and SUVs annually between 2027 and 2032. The NHTSA's proposal would result in a fleet-wide average fuel efficiency of 58 miles (93 km) per gallon by 2032. On Monday a group representing General Motors (GM.N), Toyota Motor (7203.T), Volkswagen (VOWG_p.DE) and nearly all other major automakers sharply criticized NHTSA's proposal, saying it is unreasonable and requested significant revisions. U.S. automakers separately have warned the fines would cost GM $6.5 billion, Stellantis $3.1 billion and Ford $1 billion, citing NHTSA's projections.

Companies Umicore SA FollowVolkswagen AG FollowOct 17 (Reuters) - Belgium's Umicore (UMI.BR) said on Tuesday it had lowered its net capital expenditure target for 2026 after expanding its battery materials production facilities to North America, with plans to build a new plant in Canada. Umicore expects total net capital expenditure between 2022 and 2026 to reach 3.8 billion euros ($4.01 billion). The group had previously said it planned to carry out phased investments of around 5 billion euros between 2022-2026. Analysts at brokerage Jefferies said that the difference between both figures does not necessarily mean a drop in overall gross capex spending. Umicore also announced a new target for earnings before interest, taxes, depreciation and amortisation (EBITDA) margins, which they expect to be above 25% from 2026.

The Alliance for Automotive Innovation said the National Highway Traffic Safety Administration's (NHTSA) Corporate Average Fuel Economy (CAFE) proposal was unreasonable and requested significant revisions. The auto alliance said last month automakers would face more than $14 billion in non-compliance penalties between 2027 and 2032. Automakers also raised alarm at the Energy Department's proposal to significantly revise how it calculates the petroleum-equivalent fuel economy rating for EVs in NHTSA's CAFE program, saying it would "devalue the fuel economy of electric vehicles by 72%." GM said on Monday it could support NHTSA's proposal if the Energy Department rescinded its petroleum-equivalent proposal. Automakers and the United Auto Workers union have previously also complained parallel rules proposed by the Environmental Protection Agency are not feasible and should be significantly softened.

Volkswagen has said that cost-cutting plans would include focusing on fewer high-volume models as well as streamlining production of VW passenger cars, SEAT/CUPRA and Skoda. The Volkswagen brand has the company's highest sales volume by far, but margins traditionally lag behind luxury Audi and Porsche vehicles. A Volkswagen brand spokesperson confirmed that talks began with workers in early October and that it would not comment further on the timeline or content of discussions. Labour representatives, including the head of Volkswagen works council Daniela Cavallo, make up half of the company's supervisory board per German corporate governance law for large firms. A works council spokesperson confirmed a first meeting had taken place but declined to comment further on the timeline.

The Volkswagen group delivered 2.34 million vehicles in total in July-September. In China, deliveries fell 5.8% to 837,200, the company said, joining rival German carmakers in reporting a quarterly decline there. Mercedes-Benz (MBGn.DE) and BMW (BMWG.DE) earlier this week said their third-quarter sales in China fell, with the former hit by supply chain issues and model changes. Still, car sales in China continued a recovery in September, rising for the second consecutive month, benefiting from stronger demand and new models ahead of key holidays. Volkswagen recorded a 40.5% increase in deliveries of all-electric vehicles to 209,900 in the third quarter, accounting for 9% of group deliveries.

REUTERS/Annegret Hilse/File Photo Acquire Licensing RightsBERLIN, Oct 12 (Reuters) - Tesla (TSLA.O) said on Thursday it will offer a pay rise to workers at its German plant, where unions have said they earn below the industry average. The U.S. electric vehicle maker said it will inform staff in November of the level of the pay rise, adding it raised wages by 6% last year. Under last year's agreement, workers at Volkswagen (VOWG_p.DE), Mercedes-Benz (MBGn.DE) and BMW (BMWG.DE) were offered a 5.2% pay rise in June 2023 and a 3.3% pay rise in 2024 as well as an inflation premium for full-time workers of 3,000 euros ($3,160). German union IG Metall has previously said that Tesla wages were around 20% below those offered under the collective bargaining agreement. IG Metall said Tesla told workers of the upcoming raise at a series of meetings held at the plant this week.

The Barclays study focuses on consumers purchasing Tesla EVs rather than other makes. "[I]n previous years, consumers who bought EVs were spending more on gas prior to their purchase than consumers in recent years," Zhu said. "This suggests that new EV buyers are willing to buy an EV even at lower levels of gas expenditure, and that EV demand will stay higher than before even if gas prices decline." "Our U.S. Barclays credit card data show consumers with lower gas expenditures are now more willing to buy EVs than previously," Zhu said. CNN —People shopping for electric vehicles starting next year will be able to get a $7,500 federal tax credit off the sticker price while at the dealership, rather than having to wait months to receive their tax returns. The changes to how car buyers can get the federal tax break on EVs — part of the Inflation Reduction Act — were announced by the Biden administration on Friday, and are being rolled out to car dealerships before they take effect starting January 1. More foreign companies are building EV factories in the US in order to take advantage of the tax credits in the future. The Biden administration is currently contacting dealers with information on how they register with a new federal website to eventually offer consumers up-front tax credits. Car dealers will then be reimbursed by the government within 72 hours of selling the car, according to a Treasury news release.

"The backlash, like a boomerang, can be bigger than what one imagined," he said, referring to potential retaliation by China on European carmakers. While 90% of BMW cars sold in China are produced locally, some materials are shipped from Europe to China, Mertl said. China has condemned the EU investigation, which formally began on Thursday, as out of line with World Trade Organization rules and detrimental to the global growth of EV sales. Asked whether the premium carmaker was seeing dampened demand for EVs reported by Volkswagen (VOWG_p.DE) in recent weeks, Mertl said EV sales were rising and the company was on track to hit its goal of 15% fully-electric sales for the year. Some supply chain problems in logistics and transport persisted and could carry on for the next six months, he added.

In a few cases, according to NHTSA, ARC air bag inflators could be blocked by small pieces of debris, stopping the gases from escaping as they should. In May 2023, General Motors recalled 1 million GM vehicles with the air bags. NHTSA estimated the risk of one of these inflators rupturing at one in every 370,000 air bag deployments. But officials said the only way to know if an air bag has the defect is for it to actually rupture. NHTSA and various automakers are still working to get vehicle owners to replace all the air bags involved in that recall.

The unit and Siemens’ Airport Logistics unit, which press reports say could be another divestment candidate, may only be worth 4 billion euros combined. Moreover, Kaeser already tried to boost Siemens’ valuation by partially spinning off subsidiaries.
