Under North Dakota’s law, health care providers can be charged with a felony for performing gender affirmation surgeries on minors, punishable by up to 10 years’ imprisonment and/or a $20,000 fine. Opponents said such surgeries are not performed on minors in North Dakota, and that the ban on gender-affirming care would harm transgender youth, who are at increased risk for depression, suicide and self-harm. The law exempts minors who were already receiving gender-affirming care, and allows for the treatment of “a minor born with a medically verifiable genetic disorder of sex development." At least 22 states have adopted bans on some or all gender-affirming care for minors since 2021. Kristi Noem has requested guidance from the state’s Supreme Court about conflict-of-interest rules for lawmakers, several weeks after a South Dakota state lawmaker resigned and agreed to repay $500,000 in federal COVID-19 relief that she received for her day care business. Doing so violated a state Supreme Court advisory warning state lawmakers that it is unconstitutional for them to accept federal pandemic funding. Noem, Attorney General Marty Jackley and two Republican lawmakers have sent letters to the court seeking clarity on what else is illegal, the Sioux Falls Argus Leader reported Thursday. BEIJING (Reuters) - Temperatures in northern China are set to plunge as much as 20 degrees Celsius (68 Fahrenheit) after summer-like conditions in the final days of autumn, state forecasters said on Friday, extending a year-long trend of unusual swings in the weather. Parts of northern China posted record high temperatures of more than 30C earlier this week, while also suffering widespread smog. Extreme weather has become more pronounced in China this year, destroying urban infrastructure as well as farmland, leading to hefty economic losses. In the summer, typhoons dumped historic rainfall in parts of inland China less used to tropical storms. Earlier in spring, northern China basked in unseasonal heat with temperatures reaching summer-levels.

The UK Government are hosting the AI Safety Summit bringing together international governments, leading AI companies, civil society groups and experts in research to consider the risks of AI, especially at the frontier of development, and discuss how they can be mitigated through internationally coordinated action. AGOA is U.S. legislation that allows sub-Saharan African countries duty-free access to the U.S. market provided they meet certain conditions, including adherence to the rule of law and the protection of human rights. In May, Biden threatened to remove Uganda from AGOA and impose sanctions following the passing of a controversial anti-gay law. They also called on the forum to be held in a different country to send a message to South Africa about the impact of its close ties to Moscow. An inquiry appointed by President Cyril Ramaphosa has since cleared South Africa of supplying Russia with arms.

The Interior Department on Tuesday approved a plan to install up to 176 giant wind turbines off the coast of Virginia, clearing the way for what would be the nation’s largest offshore wind farm yet. The Coastal Virginia Offshore Wind project, to be built by Dominion Energy, is the fifth commercial-scale offshore wind project approved by the Biden administration. The decision comes at a perilous time for the offshore wind industry. To fight climate change, the Biden administration wants to install 30 gigawatts of offshore wind power in the United States by 2030. CNN —There has been “significant progress” on negotiations to release hostages held by Hamas but there are issues still remaining, diplomatic sources familiar with the negotiations told CNN. “There are issues still remaining, but talks are ongoing, and we remain hopeful,” the source added. Qatar and Egypt have been mediating between Israel, the US and Hamas to release the hostages held by the militant group.
