Accelerating earnings growth should drive shares of Futu Holdings higher, according to Morgan Stanley. The investment bank upgraded the fintech stock to overweight from equal weight and raised its price target by $45 to $115. Specifically, the analyst pointed to substantial client asset growth in the company's third-quarter results, forecasting a year-over-year increase of 38%. CNN —“Impoundment” is another word that Americans may need to learn in the vernacular of President-elect Donald Trump’s second term. Trump took the time to record a video about impoundment during the Republican primary season, and he promised seizing control over spending from Congress would be a top priority if he was elected. Impoundment occurs when Congress appropriates money that the president then declines to spend. As a result of these standoffs, Congress passed a law to curtail a president’s use of impoundment, particularly for policy reasons. The Impoundment Control Act of 1974 did a lot more than that, however.

Tesla shares jumped on Monday following a report that President-elect Donald Trump's transition team are planning to make a federal framework to regulate self-driving vehicles a top priority for the U.S. Transport Department. ET, Tesla stock was up 7.98% in U.S. premarket trading after the release of the Bloomberg News report, which cited unnamed sources familiar with the matter. CNBC could not independently verify the report and has requested comment from the Trump team and from the National Highway Traffic Safety Administration, a Transportation Department unit tasked to oversee self-driving technologies. Full Self-Driving, or FSD, is Tesla's premium driver assistance system, currently available in a "supervised" version for Tesla electric vehicles. Trump's transition team is reportedly looking for policy leaders for the Transportation Department to develop a federal regulatory framework for self-driving vehicles, according to Bloomberg.

Top Morningstar strategist David Sekera says there's one sector that "deserves a place in everybody's portfolio" right now — the energy sector. Stocks Sekara is betting on within the energy theme include Exxon Mobil and Devon Energy . Morningstar has a four-star rating on Devon Energy and says it is trading at a 22% discount to fair value. The investment research company gives stocks a rating of between one and five stars, with a top rating indicating that the shares are undervalued. Sekera says that U.S. stocks are now trading around 6% higher than their fair value.

Robinhood is slated for more gains under a second Trump term, according to Needham. His $40 price target implies nearly 24% upside from Friday's close. Piper Sandler analyst Patrick Moley has also grown more bullish on the stock amid bitcoin's price surge, upping his price target by $6 to $36. Eight of 17 covering the stock have a buy or strong buy rating on the name, while the remaining ones have hold or underperform ratings. The average price target also points to 17% downside.

Shares of Samsung Electronics jumped on Monday after the company unveiled a surprise plan to buy back about 10 trillion South Korean won ($7.19 billion) worth of its own stock over the next 12 months. Samsung last bought back shares in November 2017, according to data maintained by LSEG. In a regulatory filing, the company said that 3 trillion won of shares will be bought back in the next three months and canceled. While the repurchase of the remaining 7 trillion won worth of shares will be "authorized accordingly by the Board, which will decide on ways to enhance shareholder value, including when and how to use the treasury shares," it added. According to South Korean media, SK Hynix is the first chipmaker in the world to supply fifth-generation HBM3E chips in March to Nvidia.
