Here is what we know so far about the explosion at the Ahli Arab Hospital in Gaza City. The Israeli military said Wednesday morning that the number of casualties was inflated. On Wednesday, Archbishop Naoum said that the Israeli military had called and texted the hospital managers at least three times in recent days, asking its patients and staff to leave the hospital compound. Archbishop Naoum said the warnings were particular to the hospital, and not part of Israel’s wider push to encourage civilians to leave northern Gaza for the territory’s south. Lt. Col. Amnon Shefler, an Israeli military spokesman, said the calls to the hospital were part of a wider campaign to urge civilians to leave northern Gaza ahead of an expected Israeli invasion.

The CTBT is a 1996 treaty that bans "any nuclear weapon test explosion or any other nuclear explosion" anywhere in the world. It says that the test ban, "by constraining the development and qualitative improvement of nuclear weapons and ending the development of advanced new types of nuclear weapons, constitutes an effective measure of nuclear disarmament and non-proliferation in all its aspects". But the move would provide it with legal cover to test if it wanted to, and some security analysts see a Russian test now as more likely.

To the Editor:Re “The Work of Moral Rebuilding Must Begin Now,” by Peter Beinart (Opinion guest essay, Oct. 15):Mr. Beinart expresses outrage at the savagery of Hamas terrorists against Israeli civilians. At the same time, he outrageously proposes that what set the stage for the horrific displays of Hamas savagery was the failure of the international community over the years to support Palestinian nonviolent resistance, such as the Boycott, Divestment and Sanctions movement. This conveniently whitewashes the fact that many supporters of B.D.S. and other forms of Palestinian resistance reject Israel’s very legitimacy and recognition of the Jewish right to nationhood. What is needed now is a true commitment to nonviolence, one that speaks to viable peace, a recognition of Israel’s right to exist and ultimately two peoples living side by side with security.

India's Infosys cuts top end of FY revenue outlook

The No.2 Indian software-services exporter said it now sees full-year revenue growth at 1%-2.5% on a constant currency basis, versus a prior view of 1%-3.5%. Consolidated net profit at Infosys rose to 62.12 billion rupees ($746.46 million) in the quarter ended Sept. 30, from 60.21 billion rupees a year ago. Analysts had expected a profit of 62.95 billion rupees, as per LSEG IBES data. There are rescue operations, typically by special operations forces. US special operations forces are offering their expertise and support to Israel, but are not part of a ground mission to rescue hostages. In 2010, the Taliban kidnapped British aid worker Linda Norgrove, and US Navy SEAL Team Six launched a rescue operation. Subsequent investigations revealed that Norgrove was killed by a fragmentation grenade thrown by a SEAL team member during the operation. In 2014, during a SEAL Team Six rescue operation in Yemen, American journalist Luke Somers was killed by his al Qaeda captors.

New York CNN —Retail pharmacists and technicians around the country say they’re overworked, underpaid and fed up. Pharmacy staff at Walgreens locations across the country called out of work on Monday to protest harsh working conditions, leaving some stores closed or critically understaffed. Organizers told CNN that hundreds of workers participated in the organized action, which is expected to last through Wednesday. The walkouts come just two weeks after dozens of pharmacy employees at CVS, America’s largest retail pharmacy chain, walked off the job in Kansas City. Walgreens on Monday said it understands “the immense pressures felt across the US in retail pharmacy right now,” according to Fraser Engerman, senior director of external relations at Walgreens.

Hamas’s attacks are also being ascribed to an intelligence failure, just as 9/11 was. But this is a fundamental misunderstanding of the 9/11 attacks, which were not so much an intelligence failure as a policy failure. Intelligence distributed to officials in the George W. Bush administration included warnings entitled, “Bin Ladin Planning High Profile Attacks,” “Bin Ladin Attacks May Be Imminent,” and “Planning for Bin Ladin Attacks Continues, Despite Delay.” (“Bin Ladin” was the spelling used by the US government at the time.) Certainly, the Hamas attacks in Israel were a surprise, just as 9/11 was, but it is premature to label it an intelligence failure. Right now, we have no idea if there were signals amid the “noise” coming into Israeli intelligence about a likely Hamas attack.
