They found over this period, as the world’s settlements grew by 85%, urbanization happened much more rapidly in high-hazard flood zones than in areas with low flood risk. In 2015, more than 11% of built-up areas globally faced high or very high flood risk, meaning areas at risk of flooding depths of at least 50 cm (17 inches) during 1-in-100-year flooding events, according to the report. Upper-middle income countries had the largest proportion of new human settlements in the highest flood risk zones, the report found. “This is concerning as development patterns are enhancing risk without climate change – climate change will further exacerbate these risks in the future.”

NEW DELHI (AP) — South Asia is expected to grow by 5.8% this year, making it the fastest-growing region in the world even as the pace remains below pre-pandemic levels, the World Bank said on Tuesday. At almost 6% this year, the region is growing faster than all other emerging markets, said Franziska Ohnsorge, the organization's chief economist for South Asia. “While high inflation and interest rates have bogged down many emerging markets, South Asia seems to be forging ahead,” the World Bank noted in its report. Per capita incomes in South Asia are around $2,000 — one-fifth of the level in East Asia and the Pacific region. Ohnsorge said that governments in South Asia could improve fiscal conditions by seizing on opportunities for energy transition, which could create jobs, reduce reliance on energy imports and cut pollution levels.

"Armed conflict in the Taiwan Strait is not going to be good for the world and New Zealand should use all of its diplomatic might – whatever that might be – to try and avoid that situation," Hipkins said. In recent months, however, Hipkins' Labour government has become more vocal, raising concerns about the impact China’s assertiveness is having on the Pacific region. Luxon agreed with Hipkins that talk of hypothetical scenarios such as China and Taiwan was not helpful, however.

By Lucy CraymerWELLINGTON (Reuters) - New Zealand's foreign minister will attend the United Nations General Assembly before heading onto Washington for meetings on Pacific regional issues, leaving Prime Minister Chris Hipkins at home to campaign ahead of the Oct. 14 election. Foreign Minister Nanaia Mahuta said in a statement that she would participate in the United Nations leaders’ meetings starting this week on behalf at Hipkins and undertake a number of bilateral and multilateral meetings. "I’m looking forward to delivering the National Statement on behalf of New Zealand and reaffirming our close relationships with friends and key partners while in the United States," Mahuta said. Pacific Island countries are expected to meet with President Joe Biden next week for a second summit with the United States. "I am looking forward to having productive discussions in Washington DC to consider how the United States can help advance Pacific priorities," said Mahuta.
