Professional fund managers have been increasing their bets on stocks since the fourth quarter got underway earlier this month, according to Bank of America. "Watching mutual fund cash levels is typically like watching paint dry, but not this month. That shift is notable ahead of the election and suggests that some fund managers are unconcerned about short-term volatility as votes roll in. Fund managers are underweight that area relative to history, and could rotate into those stocks if they gain more confidence, according to Subramanian.

Inflation in the 20-nation euro zone rose to 2% in October, preliminary figures released by statistics agency Eurostat showed Thursday. The fresh Thursday inflation print is seen as crucial in judging whether the European Central Bank could consider implementing a jumbo half-percentage-point cut in interest rates at its next meeting in December. The central bank has so far trimmed rates three times this year, making quarter-point increments that altogether took the central bank's key rate from 4% to 3.25%. Traders are also considering the latest growth figures for the euro area, which showed better-than-expected 0.4% expansion in the third quarter, even as analysts predicted further weakness ahead. The ECB said during its October meeting that sluggishness in the euro zone's economic activity had added to its confidence that inflation will not resurge dramatically.

The number of E. coli cases linked to McDonald’s Quarter Pounders has risen to 90, the Centers for Disease Control and Prevention said Wednesday, up from 75 reported cases last Friday. The slivered onions used on the burgers are the “likely source” of the outbreak, the CDC said. The true number of cases linked to the Quarter Pounders is likely much higher than the 90 reported so far. Thirteen states have reported cases: Colorado, Iowa, Kansas, Michigan, Missouri, Nebraska, New Mexico, Montana, Oregon, Utah, Washington, Wisconsin and Wyoming. According to McDonald’s, 900 restaurants across 12 states received the onions from Taylor Farms.

U.S. officials expect that in the coming weeks, Iran is likely to contact individual Americans directly to try to influence how they vote, stir societal divide or incite violence, according to three sources with knowledge of U.S. intelligence reporting on the issue. The U.S. intelligence community noted this month that Iranian hackers appear to have gained access to some Americans’ voting records, as they did in 2020. Last week, U.S. intelligence officials told reporters that both Iran and Russia were continuing propaganda operations to influence American voters and society. A spokesperson for Iran’s mission to the United Nations didn’t respond to a request for comment, but officials for Tehran have routinely denied American accusations of election influence campaigns. OTTAWA, Ontario — A Canadian official alleged Tuesday that Indian Home Minister Amit Shah ordered a campaign of violence, intimidation and intelligence-gathering targeting Sikh separatists inside Canada. Indian government officials have repeatedly denied that Canada has provided evidence and have called the allegations absurd. Nathalie Drouin, Trudeau’s national security adviser, told the committee Tuesday that Canada has evidence the Indian government first gathered information on Indian nationals and Canadian citizens in Canada through diplomatic channels and proxies. Drouin said a meeting was held with Indian Prime Minister Narendra Modi’s national security adviser, Ajit Doval, in Singapore two days earlier. Four Indian nationals living in Canada were charged with Niijar’s murder and are awaiting trial.

The "phased rollout" of the new Free Application for Federal Student Aid is on track for the upcoming academic year, the U.S. Department of Education says. So far, the 2025-26 FAFSA has been available to limited groups of students in a series of beta tests that began on Oct. 1. It will become available to all students and contributors on or before Dec. 1, the Education Department said. As of Oct. 29, the government's FAFSA Issues page lists 22 unresolved issues, down from 25 a few weeks ago, he said. "We've made a lot of progress resolving those issues and we are now seeing more students able to complete their form."

CNN —Up to 35 ISIS operatives were killed in US strikes against multiple ISIS camps in Syria on Monday evening, the US military announced on Wednesday. “US Central Command forces conducted a series of strikes against several known ISIS camps in Syria, in the early evening of Oct. 28, resulting in up to 35 ISIS operatives killed,” the release, posted on X, said. “The strikes targeted multiple ISIS locations in the Syrian desert, targeting multiple ISIS senior leaders.”It is unclear if the targeted senior leaders were included in the 35 operatives killed. Monday’s strikes are the latest in what appears to be an uptick of operations against ISIS in the Middle East, which have now resulted in dozens of operatives being killed. Earlier this month, Iraqi Security Forces killed four ISIS members, including a senior leader.

The EU and China have reportedly agreed to start talks on the planned imposition of tariffs on Chinese-made EVs. China's commerce ministry said it "does not accept" tariffs imposed by the European Union on Chinese electric vehicles, after the bloc increased tariffs on Chinese EVs to as high as 45.3% on Wednesday. The commerce ministry said "China will continue to take all necessary measures to resolutely safeguard the legitimate rights and interests of Chinese companies." China's commerce ministry also highlighted the EU has indicated it will continue to negotiate with China, adding that both sides are conducting a new round of consultations. On Oct. 25, Reuters reported the two sides were looking at possible minimum price commitments from Chinese producers or investments in Europe as an alternative to tariffs.

Oil prices stabilized on Wednesday on industry data showing a surprise drop in U.S. crude and gasoline inventories, following two previous sessions of losses on the prospect of hostilities easing in the Middle East. U.S. crude oil and fuel stocks fell last week, market sources said on Tuesday, citing American Petroleum Institute figures. Crude stocks dipped by 573,000 barrels in the week ended Oct. 25, the sources said on condition of anonymity. Gasoline inventories lost 282,000 barrels, and distillate stocks fell by 1.46 million barrels, the sources said. On Monday, prices lost about 6% after Israel's retaliatory strike on Iran over the weekend missed Tehran's oil infrastructure.
