More importantly Tuesday’s political regicide showed that the majority in the House is inoperable and that the Republican Party is unmanageable. But far from ejecting Biden from office, McCarthy himself was gone in less than a month of launching that inquiry. But a Republican speaker who needs Democratic votes is on borrowed time, although no one could have know that the end would come so soon. For the transgression of trying to fashion some, albeit erratic, governance, McCarthy joined predecessors such as GOP Speaker John Boehner and Paul Ryan in being driven out of office. McCarthy bitterly criticized Democrats for allowing eight GOP rebels to drive him out of office by not providing sufficient votes to save him.

Lawmakers this week were buzzing about a secret Ukraine side deal between Biden and Kevin McCarthy. Billions of dollars in funding for Ukraine were left out of a last-minute spending bill. But any deal the two struck was likely rendered moot after McCarthy was ousted from his speaker role Tuesday. "We just made one about Ukraine," Biden said. But without additional funding, the Pentagon has only a few months of funding left to maintain current spending rates in Ukraine, Kirby said.

Representative Garret Graves, a longtime McCarthy ally, called the current rule structure "completely dysfunctional". The motion to vacate rule is enshrined in the U.S. House's governing manual, but the specifics of it are left to each Congress to decide. Before 2019, the motion to vacate was considered a privileged motion, which any one member could bring to the House floor. But after two Republican speakers were threatened with and ultimately left office over the move, Democratic Speaker Nancy Pelosi pushed a rule change that required a majority of the conference to support a motion to vacate. Representative Jim Jordan, who is running for speaker, said he would leave any rule change up to the conference.

Much of the furor is directed at Florida Rep. CNN —Matt Gaetz is a product of America’s broken information environment. But as the media landscape has dramatically shifted, particularly in the right-wing information space, so have the power dynamics in Washington. The gravity actually rests in the hands of high-profile media personalities — many of whom are not incentivized by unity and compromise, but feed off conflict and division. And these media personalities have birthed and empowered people like Gaetz. The right-wing media machine — comprised of Fox News, talk radio, social media personalities, and a constellation of blusterous websites — have made stars out of attention-hungry politicians.

WASHINGTON (AP) — Facing a likely roadblock from House Republicans on aid for Ukraine, President Joe Biden said Wednesday he’s planning to give a major speech on the issue and suggested there may be “another means” to provide support for Kyiv if Congress continues to balk. White House officials declined to say when Biden planned to give his speech. The president did not elaborate on the alternate method he was looking at to get additional military aid to Ukraine in its ongoing war with Russia. After Biden spoke, White House press secretary Karine Jean-Pierre said during the Wednesday news briefing that Biden was “confident” Ukraine aid would approved because there is broad bipartisan support. But she noted the objections by some House Republicans were an obstacle to the United States' work with allies to support Ukraine, which Russia invaded in February 2022.

WASHINGTON, Oct 3 (Reuters) - U.S. House Speaker Kevin McCarthy's grip on power was in question on Tuesday as the House of Representatives, driven by Republican infighting, was holding a historic vote that could remove him from his job. If the rebellion by right-wing fellow Republicans against McCarthy is successful, it would be the first time in U.S. history that House lawmakers voted their leader out. "We need a speaker who will fight for something - anything - other than staying on as speaker," said Republican Representative Bob Good. "Think long and hard before you plunge us into chaos, because that's where we're headed," said Republican Representative Tom Cole. "This country does not need more drama," said Republican Representative Steve Womack.

WASHINGTON, Oct 3 (Reuters) - Embattled U.S. House Speaker Kevin McCarthy on Tuesday teed up a vote on a challenge to his leadership by a fellow Republican, in an intra-party dispute that could plunge Congress into chaos. McCarthy said the House of Representatives will vote later in the day on a motion by Representative Matt Gaetz, a McCarthy antagonist, that could potentially remove him from his post. The chamber could hold a straight up or down vote, or could hold a vote to sideline it. House Democratic Leader Hakeem Jeffries declined to say how his members would vote, or whether they would vote as a unit. I think that that's pretty telling," said Republican Representative Tim Burchett, who said he would vote to oust McCarthy.

No U.S. House speaker has ever been removed from the position that puts the holder second in line in succession for the presidency after the vice president. "What we're seeing with House Republicans is pure chaos," White House Press Secretary Karine Jean-Pierre said. WASHINGTON — House Speaker Kevin McCarthy told his Republican caucus members he will bring a motion that seeks to oust him to a vote Tuesday afternoon, two GOP lawmakers told NBC News. Rep. Matt Gaetz, R-Fla., a longtime foe of McCarthy's, on Monday night filed a motion to vacate targeting the speaker's position. Gaetz has been threatening McCarthy with a motion to vacate since he worked with Democrats on a debt ceiling deal in the spring. McCarthy told CNBC's "Squawk Box" on Tuesday morning that Gaetz has "personal things in his life that he has challenges with." In January, as a condition to secure enough votes to become speaker, McCarthy agreed to change the rules to lower the threshold needed to bring a motion to oust a speaker from five votes to just one.

WASHINGTON (AP) — Lawmakers who had been sitting in stunned silence gasped at the declaration: The office of speaker “is hereby declared vacant. ”For the first time ever, a House speaker had been voted out of the position, plunging Congress into a new degree of turmoil. “Chaos is Speaker McCarthy,” Gaetz said on the floor, suggesting a series of reforms could make Washington work better. “Shocking … just the finality of it," said Rep. Michael McCaul, a Texas Republican who chairs the House Foreign Relations Committee. Republicans will try to coalesce around a new leader after McCarthy ruled out another bid to become speaker.

To become speaker of the House, Kevin McCarthy was forced to make several concessions. He agreed to change House rules to allow any member to bring a motion to vacate the speakership. In January, just a few short months after an election where Republicans just barely gained majority control of the House of Representatives, McCarthy had emerged as the frontrunner to become the next House speaker. Traditionally, it only takes one ballot and less than one day to elect a speaker, and the victor only needs a simple majority vote to ascend to the speakership. If a simple majority of House members vote in favor, McCarthy will be removed from the post and replaced with a temporary, unknown speaker to preside over the chamber until a new speaker is formally elected.

House Speaker Kevin McCarthy on Tuesday lashed out at Rep. Matt Gaetz, saying that the fellow Republican lawmaker who is seeking to oust him has "personal things in his life that he has challenges with." In February, the Department of Justice ended a two-year criminal sex trafficking investigation of Gaetz without filing charges against the Florida congressman. McCarthy on Tuesday accused Gaetz of targeting him because of a House ethics investigation into Gaetz's conduct that was also the subject of the criminal probe. "For some people, policy failures are recast as personal because their own failures are personally embarrassing to them," Gaetz had said. Gaetz on Monday night filed a resolution that seeks to remove McCarthy as speaker.
