LONDON, Nov 16 (Reuters) - A planned G20 meeting between British Prime Minister Rishi Sunak and President Xi Jinping of China has been cancelled due to "scheduling issues", a Downing Street spokesperson said on Wednesday. Sunak and Xi had been due to hold the first meeting between British and Chinese leaders for almost five years, with Sunak's office saying beforehand that the prime minister would seek to establish a "frank and constructive relationship". In a statement released before the planned meeting, Downing Street said the challenges posed by China were "systemic" and "long-term". BRUSSELS, Nov 11 (Reuters) - Leaders of the world's 20 biggest economies will next week denounce the use of, or any threat to use, nuclear weapons, according to an early draft of a G20 statement seen by Reuters. G20 leaders are meeting in Indonesia on Nov 15-16 and the Russian invasion of Ukraine will top their agenda. "The use, or threat of the use, of nuclear weapons is inadmissible." Concern about possible nuclear escalation during Russia's war in Ukraine surged after two speeches by President Vladimir Putin in which he indicated he would, if needed, use such weapons to defend Russia. The leaders are also to say they would support all efforts conducive to a "just" peace.

KABUL, Nov 11 (Reuters) - Afghan women will no longer be allowed in parks, a spokesperson for the Taliban's morality ministry said, in part because they had not been meeting its interpretation of Islamic attire during their visits. "Unfortunately, the owners of parks didn't co-operate with us very well, and also the women didn't observe hijab as was suggested. However, the Taliban have said women should wear long flowing clothes that cover their bodies and also cover their faces, such as the all-enveloping burqa. Some women in Kabul and other urban centres do not cover their faces in public and others wear a surgical face mask. The Taliban say they respect women's rights in accordance with their interpretation of Islamic law.

DUBAI, Nov 10 (Reuters) - Iran has built a hypersonic ballistic missile, the semi-official Tasnim news agency quoted the Revolutionary Guards' aerospace commander as saying, in remarks likely to heighten concerns about Iranian missile capabilities. "This missile has a high speed and can manoeuvre in and out of the atmosphere. Hypersonic missiles can fly at least five times faster than the speed of sound and on a complex trajectory, which makes them difficult to intercept. The United States has called such actions "destabilising" as it believes space launch vehicles could be used to transport a nuclear warhead. LONDON, Nov 7 (Reuters) - Six in ten Britons believe they will have less money to spend over the Christmas period than last year, according to a survey published on Monday, adding to evidence that a thrifty festive season beckons. The survey from Deloitte found 38% plan to switch to cheaper brands or stores to seek out gifts, and for Christmas Day dinner 35% plan to do at least part of their shop at a discount supermarket. "Consumers are entering the festive season with budgets under more pressure this year, and it is not surprising that almost all are considering affordability and adapting their typical Christmas spending habits in one way or another," Oliver Vernon-Harcourt, head of retail at Deloitte, said. With inflation at a 40-year high of 10.1%, interest rates rising and consumer confidence close to the gloomiest on record, Britons have cut their spending. Deloitte's findings chimed with surveys last month from Kantar and Accenture, which both showed Britons planning to cut festive spending this year.

ROME, Nov 4 (Reuters) - Italian environmental protesters threw pea soup over a Vincent Van Gogh painting on display in Rome on Friday before gluing themselves to the wall of the gallery. Italian Culture Minister Gennaro Sangiuliano condemned the attack on the painting, which comes after another Van Gogh work was targeted in London by climate change protesters. Representatives from nearly 200 countries will gather in Egypt next week for the COP27 climate change conference, as pressure for tougher action to tackle global warming grows. Climate change protesters threw soup over Van Gogh's painting "Sunflowers" at London's National Gallery last month, causing minor damage to the frame. AWALI, Bahrain, Nov 4 (Reuters) - Pope Francis on Friday appealed to religious leaders to help bring the world back from "the brink of a delicate precipice" and oppose a new race to rearm that he said was redesigning Cold War-era spheres of influence. The visit continues the pope's policy of improving ties with the Islamic world following a historic visit to Abu Dhabi in 2019, the first by any pope to the Arabian peninsula. Apparently referring to Ukraine, Francis condemned a situation where "a few potentates are caught up in a resolute struggle for partisan interests, reviving obsolete rhetoric, redesigning spheres of influence and opposing blocs". The cathedral was built on land donated by the king and one of the monarch's sons welcomed him to the church. On Saturday, the pope was due to say Mass for an estimated 30,000 people at Bahrain's National Stadium.
Germany aims to become carbon-neutral by 2045 and cut 65% of emissions by 2030 compared with 1990, but current reduction rates are falling short, the first biennial report by the council showed. The energy sector contributed almost half of Germany's 27% CO2 reduction between 2000 and 2021, while the construction, transport and industry sectors, after a good start, have been sluggish to cut emissions in the past decade. The council said the transport and construction sector needed to be restructured to reverse the trend. A change in consumer behaviour was also necessary and the government should impose strict limits on emissions volumes for all sectors, it added. Nearly 200 countries will gather in Egypt next week for climate talks, as pressure for tougher action to tackle global warming grows.
Now, Southgate is going further and further down his list just to fill seats on the plane. "The Chelsea medical staff have not given me a percentage of my chance of being back for the World Cup. Maguire has been a regular throughout Southgate's tenure, but has been demoted at United, starting only three league games this season. Rooney later suggested that going to the 2002 World Cup injured and playing through the pain was a mistake. Southgate's dilemma is does he risk defenders who have served him so well but aren't at 100%, or give others a chance.

BRUSSELS, Nov 3 (Reuters) - The European Commission will propose light-touch rules for Airbnb (ABNB.O) and other short-term home rental companies, people familiar with the matter said. Under the draft rules, short-term home rental companies will have to provide data on numbers using their services and how many nights they stay to national authorities, they said. The data will be stored at a single digital entry point available to all public authorities, one of the people said. Airbnb did not immediately respond on Thursday to a request for comment on the draft plans. The proposed legislation will need to be thrashed out with EU member states and the European Parliament next year before it can become law.
VIENNA, Nov 3 (Reuters) - The U.N. nuclear watchdog said on Thursday it had found no sign of undeclared nuclear activity at three sites in Ukraine that it inspected at Kyiv's request in response to Russian allegations that work was being done on a "dirty bomb". Some Ukrainian and Western officials have accused Moscow of making the allegation to give itself cover to detonate its own dirty bomb and pin the blame on Kyiv. The International Atomic Energy Agency said last month it would inspect two locations in Ukraine following a request by Kyiv. The IAEA named the locations as the Institute for Nuclear Research in Kyiv, Eastern Mining and Processing Plant in Zhovti Kody, and Production Association Pivdennyi Machine-Building Plant in Dnipro. Inspectors also took environmental samples that will be sent off for lab analysis and the IAEA will report back on the results, the statement added.
