CNN —The Justice Department said on Thursday that it has made “substantial progress” in finalizing an agreement with Boeing to plead guilty to defrauding the US government, but more time is needed to work out the remaining details. The Justice Department and the plane maker had planned to file the final terms of the agreement with a federal court in Texas on Friday. But, prosecutors said Thursday in a status report that they “will not be able to finalize the agreement by tomorrow” and that the earliest it will happen is next week. The agreement stipulates that Boeing will have to operate under the oversight of an independent monitor, a person to be chosen by the government, for a period of three years. But that oversight and the fine did not satisfy the families of victims, according to one of their attorneys.

The Astoria US Equal Weight Quality Kings ETF (ROE) , which launched in 2023, is up 17.6% year to date through Tuesday's close, according to FactSet. Traders are now 100% certain the Federal Reserve will cut interest rates by September. That put the annual inflation rate at 3%, the lowest in three years. Odds that rates would be cut in September were about 70% a month ago. The CME FedWatch Tool computes the probabilities based on trading in fed funds futures contracts at the exchange, where traders are placing their bets on the level of the effective fed funds rate in 30-day increments. Fed Chairman Jerome Powell's recent hints have also cemented traders' belief that the central bank will act by September.

Deutsche Bank incorrectly disclosed deferred tax assets in its 2019 financial statement which did not meet international accounting standards, the German regulator BaFin said on Tuesday. "The declarations on deferred tax assets in the consolidated financial statement were not complete," the regulator, known formally as the Federal Financial Supervisory Authority, said in a statement translated by CNBC. It said that 2.076 billion euros ($2.26 billion) worth of deferred tax assets had not been disclosed separately in the notes for Deutsche Bank's U.S. business. The bank should have made the disclosure because it recorded several years of losses, it said. The disclosure error was against rules laid out by the International Accounting Standards, BaFin said in a second statement.

The pandemic signified a “historic backslide,” according to Dr. Katherine O’Brien, director of the Department of Immunization, Vaccines and Biological at WHO. WHO and UNICEF’s 2023 immunization coverage report, released Sunday, is the world’s largest dataset on immunization trends for vaccinations against 14 diseases. It analyzed estimates from 185 countries and used a third dose of the diphtheria, tetanus and pertussis (DTP3) vaccine — which is recommended for 1-year-olds — as the global marker for immunization coverage. The 2023 report also found HPV vaccine coverage in girls increased 7%, returning to near pre-pandemic levels. Analyzing immunization coverage in other areas of conflict is “a mixed picture,” O’Brien said.

The IMF said in the report that emerging markets have seen a decline in the more volatile net portfolio inflows, but net inflows of foreign direct investment (FDI) has been more stable. At the same time, the report said that China saw net capital outflows over the 2022-2023 period, including net negative FDI inflows. Overall, global gross capital inflows declined to 4.4% of global GDP, or $4.2 trillion, in the 2022-2023 period, from 5.8 percent of global GDP, or $4.5 trillion, in 2017-2019. But the U.S. benefited strongly from the shifts, accounting for 41% of global gross inflows during the 2022-2023 period, nearly double its 23% share in 2017-2019. The U.S. share of global gross outflows also increased, to 21% from 14% during the same periods.

Citi has identified several undervalued global stocks exposed to artificial intelligence that present substantial investment opportunities. AI has driven approximately half the 11% return in the MSCI All Country World Index so far, according to Citi. Tesla’s once-commanding share of the market for electric vehicles in the United States slipped below 50 percent in the second quarter of the year even as sales of battery-powered cars surged to a record, according to new estimates published Tuesday by a research firm. It was the first time the company’s market share fell below 50 percent in a quarter, according to Cox. Hackers more than doubled their cryptocurrency spoils in the first half of 2024 compared with a year ago, a report from blockchain research firm TRM Labs showed. The report said $1.38 billion worth of crypto was looted between Jan. 1 and June 24, more than twice as much as the $657 million stolen in the same period a year ago. The largest heist so far this year swiped more than $300 million worth of bitcoin from Japanese crypto exchange DMM Bitcoin. TRM Labs said there have not been fundamental changes in the crypto ecosystem's security that could have contributed to the increase in amount stolen. But the firm noted that crypto prices have been higher on average in the first half of this year, which could have contributed to the higher value of stolen crypto.
