Russian President Vladimir Putin at a National Unity Day ceremony in Moscow, Nov. 4. Almost two years after Russia’s invasion of Ukraine, Putin has reason to believe time is on his side. As Russian President Vladimir Putin looks toward the second anniversary of his all-out assault on Ukraine, his self-confidence is hard to miss. Putin has reason to believe that time is on his side. "This super pre-emptive right will work only in specific cases, with specific companies," Chebeskov said on the sidelines of a financial forum in Moscow on Nov. 14. "The idea was that this concerns only those strategic companies in which the state already has a share," Chebeskov said. The lack of clarity and uncertain timeline highlights the unpredictable nature of regulatory changes facing investors and businesses seeking to adjust their exposure to Russia. This compares with net outflows of around $48 million in March 2022 and $69 million in February this year. Western investors have already struggled to get assets out of Russia.

“You know what they call that car?” Mr. Biden asked Mr. Xi. Mr. Biden wished Mr. Xi’s wife a happy birthday. Mr. Xi replied with embarrassment that he had forgotten her birthday was approaching because he had been working so much. After Russia invaded Ukraine in 2022, Germany went through a period of uncomfortable soul-searching about the close ties that some of its political and business leaders had to Moscow. That self-examination spilled into the country’s journalistic establishment this week after published reports revealed that an award-winning television broadcaster and author who has extensively covered Russia’s president, Vladimir V. Putin, had received hundreds of thousands of euros in undisclosed payments from businesses linked to a billionaire ally of Mr. Putin. The reports, by a consortium of publishing outlets including Germany’s Der Spiegel and The Guardian of Britain, were based on what the consortium said was a leaked cache of offshore financial records. They said that the broadcaster, Hubert Seipel, had been paid about 600,000 euros (about $651,000) in installments from accounts connected to Alexei A. Mordashov, a prominent Russian businessman, who was placed under sanctions by the United States last year as a way to punish Mr. Putin for his war in Ukraine. The payments were to support Mr. Seipel’s books about Mr. Putin, the reports said.

President Vladimir V. Putin has pardoned one of the convicted organizers of the murder of the journalist Anna Politkovskaya in return for his service in Ukraine, his lawyer said on Tuesday, the latest in a series of such reprieves for high-profile criminals in Russia. Her murder caused shock waves in Russia and abroad as it highlighted the growing dangers of anti-Kremlin reporting in the country. The news of Mr. Khadzhikurbanov’s pardon was first reported by Baza, a Russian news outlet, and RBC, a Russian business daily. Mr. Mikhalchik said that he did not know when the decree had been signed. Activists said this year that the Russian government had started a mass campaign to pardon convicts in return for fighting in Ukraine.

The West could live with a frozen Ukraine conflict
  + stars: | 2023-11-13 | by ( Hugo Dixon | ) www.reuters.com   time to read: +7 min
Ukraine may be heading for a similarly frozen conflict with Russia. So a frozen conflict would help the West achieve – at least partly – its key geostrategic aim: to show hostile powers that it doesn’t pay to invade one of its friends. In a frozen conflict, Ukraine would still need to invest heavily in massive fortifications, anti-missile defence systems and technology to deter Russian attacks. ECONOMIC WARIn a frozen conflict, sanctions against Russia would probably remain more or less in place. REBUILDING UKRAINEIt will be harder to rebuild Ukraine’s infrastructure in a frozen conflict than if there was peace.

After some small talk, Bisslinger made a pitch to Thiel: Thiel should travel to Russia to attend the St. Petersburg International Economic Forum. If Thiel chose to attend, Bisslinger said, Bisslinger would arrange for him to meet privately with Putin. Four former Russian inmates who fought with Wagner in eastern Ukraine said they had received calls and messages offering new military contracts in recent weeks, confirming recent reports by Russian military bloggers. Three former fighters said they were specifically urged to join Rosgvardia, Russia’s militarized national guard. Originally envisioned as a rear-guard force, Rosgvardia has gained prominence since the invasion of Ukraine under the leadership of Victor Zolotov, a former bodyguard of President Vladimir V. Putin. “Wagner is officially becoming a unit of Rosgvardia,” read a recruitment text received by a former Wagner fighter last week and seen by The New York Times. “The entire structure, methods of work and commanders remain the same.”

MOSCOW, Nov 8 (Reuters) - The Kremlin said on Wednesday that strategic dialogue with the United States over nuclear weapons was "definitely necessary" but that such talks could not happen while Washington was "lecturing" Moscow. Russia and the United States, by far the biggest nuclear powers, have both expressed regret about the steady disintegration of arms control treaties which sought to slow the Cold War arms race and reduce the risk of nuclear war. When asked about the prospect of strategic dialogue on nuclear weapons with the United States and the West, Kremlin spokesman Dmitry Peskov said:"Dialogue is unequivocally necessary. When asked about the remarks, the Kremlin's Peskov said: "Patrushev is the secretary of the Security Council. "As for the Russian Federation, we have a (nuclear) doctrine where everything is clearly spelled out.

After four weeks of terror and retaliation in Israel and Gaza, and 20 months of war in Ukraine, President Biden is confronting the limits of his leverage in the two international conflicts defining his presidency. Mr. Netanyahu rebuffed Mr. Biden’s push for greater efforts to avoid civilian casualties in a phone call on Monday. Many of Mr. Biden’s aides agree that Ukraine and Russia are dug in, unable to move the front lines of the battle in any significant way. In both cases, Mr. Biden’s influence over how his allies prosecute those wars seems far more constrained than expected, given his central role as the supplier of arms and intelligence. “Hamas and Putin represent different threats,” he said that evening, “but they share this in common: They both want to completely annihilate a neighboring democracy — completely annihilate it.”

But it leaves only one significant nuclear weapons pact between Russia and the United States in place: the New START treaty. The Comprehensive Nuclear-Test-Ban Treaty, or CTBT, was an attempt under the umbrella of the United Nations to ban all nuclear tests. Adopted in 1996, it never came into effect because not enough key countries, including the United States, have ratified it. The New START is now the only nuclear weapons deal between the United States and Russia. Although Mr. Putin announced last February that Russia was suspending its participation, Russia has thus far stuck to the treaty limits.

President Volodymyr Zelensky of Ukraine has expressed frustration over what he has labeled unrealistic expectations for rapid success on the battlefield amid concerns that slow progress against entrenched Russian forces will discourage Kyiv’s allies from sustaining military aid. “The modern world quickly gets accustomed to success,” Mr. Zelensky said in his nightly address on Tuesday, complaining that Ukrainian troops’ achievements “are perceived as a given.”Mr. Zelensky’s comments came as the Biden administration seeks congressional approval for a $105 billion aid package that includes assistance for both Israel and Ukraine. But some Republicans oppose sending more aid to Ukraine — and have moved to separate the funding request from aid for Israel. Defense Secretary Lloyd J. Austin III warned American senators on Tuesday that if they cut off funding to Ukraine, as some Republicans have vowed to do, President Vladimir V. Putin of Russia would win the war.

“Threats to exterminate the Jews are the result of the work of Russian state propaganda, which for decades cultivated feelings of hatred towards other peoples among Russians,” he noted. Kadyrov has also provided footsoldiers for Russia’s war in Ukraine. The Gaza war adds one more match to the fire. Additionally, Russia’s war in Ukraine has impacted Dagestan heavily, with significant casualties. But an anti-Jewish riot in the southern region of Dagestan shows how quickly that model can backfire, particularly for those trapped inside the echo of Russian state propaganda.

Speaking in Parliament to lawmakers from his Justice and Development Party, Mr. Erdogan accused Israel of deliberately attacking civilians in Gaza and killing large numbers of children, women and older people. WASHINGTON (AP) — The White House on Thursday said Russia is executing soldiers who have failed to follow orders and threatening entire units with death if they retreat from Ukrainian artillery fire. It's a development that U.S. national security officials believe reflects Russia's morale problems 20 months into its grinding invasion of Ukraine, said White House National Security Council spokesman John Kirby. Putin ”basically said that if Western weapons to Ukraine stop, Ukraine would have a week to live. The contract soldiers were pulled out of Ukraine after their leader, Yevgeny Prigozhin, mounted an armed rebellion in June. Russian war economy is overheating on a powder keg

LONDON, Oct 25 (Reuters Breakingviews) - His war on Ukraine may not be unfolding according to plan, but President Vladimir Putin can still claim that the Russian economy is performing, as he says, “better than previously expected”. This kind of understatement is unusual for the Kremlin leader: with a tight labour market and inflation showing no signs of abating, the Russian economy is in fact overheating. And these are conservative numbers, because other types of war spending – such as new construction in the occupied territories – are hidden in other sections of the budget. The Russian currency is down 30% since its January high. Russia has issued carefully calibrated criticism of both sides in the war between Israel and Hamas. It also expects the Israel-Hamas war to distract attention from the fighting in Ukraine and erode support for Kyiv. Russian President Vladimir Putin has condemned the Oct. 7 attack by Hamas militants on towns in southern Israel. Unlike Putin, who carefully balanced his statements, other Russian officials were more blunt in their criticism of Israeli strikes on Gaza. But this position also threatens Russia's friendly ties with Israel, which hasn’t joined Western sanctions against Moscow or given weapons to Ukraine.
