Risks of a recession are "extremely elevated" JPMorgan strategist Gabriela Santos said, warning a downturn could come mid-2023. The odds of a recession are at 50% today, compared to normal levels of 15%, she told CNBC. Santos added those risks needed to be priced into the market before a sustainable rally could take place. Though a soft landing is still possible, she put the odds of a recession at 50% today, compared to normal levels of 15%. "We would still put the odds at over the next 12 months as extremely elevated versus what's normal," Santos said on Tuesday in an interview with CNBC.

DUBAI, Oct 18 (Reuters) - The Abu Dhabi Investment Authority (ADIA), the largest sovereign wealth fund in the United Arab Emirates (UAE), plans to open an advanced data research centre, an independent entity within the fund with goals not linked to investment applications. ADIA Lab will formally launch on Dec. 2 and is part of moves across the government to promote digitalisation and advanced technological applications. It will be headed by Simon Horst as director, who was previously at Berkeley Lab and at the U.S. Department of Energy. The UAE is trying to diversify its economy away from hydrocarbons and investing in increasing the contribution of digital innovation and advanced technology to overall economic growth. It is also seeking to attract high skilled professionals globally in these and other data science-led sectors.

Climate tech startup Climatiq has raised 6 million euros (around $5.8 million) in a seed round. VC firm Singular led the round into the carbon API startup with Cherry Ventures also participating. The guidelines, which the Biden administration described as a “blueprint for an AI bill of rights,” are nonbinding and don’t include enforcement measures. They also fall short of the European Union’s landmark privacy regulation that has forced global technology companies to change how they collect data, among other things. Still, some technology leaders said the White House blueprint could lead to heavy-handed regulation that might risk putting U.S. businesses at a disadvantage. “If implemented properly, the bill could reduce AI misuse and yet support beneficial uses of AI in medicine, driving, enterprise productivity, and more,” Mr. Etzioni said.

Dismissing on-the-ground commanders' pleas for soldiers to retreat, Putin has decided to remain in Kherson, a major Southern city in Ukraine, the last in Russian control, The New York Times reported Saturday. As such, the Russian president has immersed himself further into the strategic planning of the war, countering some of the wishes of Russian forces on the ground. Earlier this month, Ukrainian forces retook most of Kharkiv, forcing Russian troops to flee or attempt to disguise themselves as locals. The move marked a major victory for Ukraine as the numbers of Russian troops are dwindling as their morale fades.

Drag entertainer and “RuPaul’s Drag Race” alumnus Shangela made history Monday night on the hit competition show “Dancing With the Stars.”On the show’s 31st season premiere, Shangela, whose real name is D.J. Pierce, became the first drag queen to compete in the U.S. version of the international franchise. “We’ve never had anyone like Shangela,” Savchenko, who has been part of the show since season 16, said in an interview with E!
