Two new listings stumbled in their Hong Kong trading debuts after raising a total of $1.5 billion in tumultuous market conditions, casting a cloud over a growing pipeline of companies preparing to go public in the Asian financial hub. Shares of Zhejiang Leapmotor Technology Co., a Chinese electric-vehicle maker, fell as much as 42% below their initial public offering price within their first few hours of trading on Thursday. The seven-year-old company raised $800 million in its IPO—significantly less than the $1.5 billion it had previously aimed for—after pricing its shares at the bottom of a guided range.

China Vanke's subsidiary Onewo and EV maker Zhejiang Leapmotor Technology began trading on the Hong Kong market on Thursday. Chinese electric vehicle maker Leapmotor's shares tumbled as much as 32% from its offer price of 48 Hong Kong dollars ($6.11) per share. Shares of Onewo fell 7.9% from its offer price of 49.35 Hong Kong dollars ($6.29) per share in early trade, and was last 4.76% lower. Onewo, a subsidiary of property developer China Vanke, raised 5.6 billion Hong Kong dollars ($713.5 million), while Leapmotor raised 6.06 billion Hong Kong dollars ($771.7 million). Data from the Hong Kong Exchange (HKEX) show there were 48 new listings in Hong Kong from January to August in 2022, raising a total of 56 billion Hong Kong dollars ($7.1 billion) – a steep drop from the same period in 2021, in which there were 69 new listings that raised 271.4 billion Hong Kong dollars ($34.6 billion).

Such a move would signal a reversal in China's oil products export policy, add to global supplies and depress fuel prices. After a recent slide in benchmark Brent crude prices to below $100 a barrel, Chinese refiners have taken arbitrage opportunities to boost stockpiles, traders said, booking supertankers to haul crude oil to China from the Americas and Middle East. A second official with another state refinery said his plant is also planning about an 8% hike in throughput next month, but added that the plan had been driven by firmer domestic margins. A third state refinery expects to restart a 60,000-bpd crude unit next month after maintenance, one of the sources said.
But despite the decline in oil imports, China has actually been building up inventories, as crude imports and domestic production has been exceeding the volume of refinery processing. But an estimate can be made by deducting the amount of crude processed from the total of crude available from imports and domestic output. Crude imports were 9.5 million bpd in August, based on official data, up 8.1% from July's 8.79 million bpd in July, but they were still down 9.4% from August 2021. Domestic oil output was 3.99 million bpd in August, down a touch from July's 4.03 million bpd. Refinery throughput was 12.64 million bpd in August, up slightly from July's 12.53 million bpd, which was the lowest daily rate since March 2020.

The designations are under a 2019 law aimed at protecting U.S. communications networks. The FCC said the companies are subject to the Chinese government's exploitation, influence and control, along with the associated national security risks. Earlier this year, the U.S. regulator voted to revoke China Unicom's U.S. unit, Pacific Networks and ComNet's authorization to operate in the United States, citing national security concerns. In March, the FCC added Russia's AO Kaspersky Lab, China Telecom (Americas) Corp (0728.HK) and China Mobile International USA (0941.HK) to the covered list.
