It is unclear how Petrovsky was able to enter Finland while under European Union sanctions. On Telegram, Rusich published part of what it said was the Ukrainian request for Petrovsky's arrest. Earlier on Friday, Russian state news agency RIA cited the Russian embassy in Helsinki as saying it was aware of the detention of a Russian citizen in Finland on Ukraine's request and was taking steps to offer consular assistance. The former principal of an ultra-Orthodox Jewish girls’ school in Australia was sentenced Thursday to 15 years in jail for sexually abusing two students more than a decade ago. In April, a jury found the principal, Malka Leifer, guilty of 18 counts of sexual abuse, including rape, and sexual penetration and indecent assault of a 16- or 17-year-old. She was acquitted on nine charges, including rape and indecent assault. The charges, to which Ms. Leifer pleaded not guilty, spanned from 2003 to 2007, when she was principal of the Adass Israel School in Melbourne. Prosecutors said that the sexual abuse, which occurred at the school, on school camping trips and at Ms. Leifer’s house, began when the girls were students and continued when they became student teachers.

"At this point there is confusion and, as long as there is confusion, then there's lack of credibility and that means investors are more likely to stay away," said Seema Shah, chief global strategist at Principal Global Investors in London. Prominent examples are heavy Chinese government spending during the 2008 Global Financial Crisis and its swift intervention during the 2015 market crash. But the subsidies need to come from local governments, many of which are cash-strapped or even drowning in debt and unable to pay their civil servants. The lack of concrete stimulus measures now is prompting many China watchers to downgrade their growth estimates for the next few years.

Climate change, driven by the burning of fossil fuels, also made the fires as much as 50% more intense, according to the analysis by World Weather Attribution group, a global team of scientists that examines the role played by climate change in extreme weather. "Climate change is greatly increasing the flammability of the fuel available for wildfires – this means that a single spark, regardless of its source, can rapidly turn into a blazing inferno," said Yan Boulanger, a research scientist at Natural Resources Canada. Scientists reviewed weather data, including temperature, windspeed, humidity, and precipitation, and used computer models to assess how climate change had altered fire weather this year, comparing it to preindustrial climate. The Quebec fires are just one sliver of what has been the country's worst wildfire season on record.

Brian Houston, the founder and former leader of the global megachurch Hillsong, was acquitted Thursday in Sydney, Australia, of a charge connected to failing to report his father’s sexual abuse of a child. Mr. Houston had faced one count of concealing a serious indictable offense for another person. Mr. Houston pleaded not guilty and told a court in Sydney that he did not report the assault because the victim did not want it reported. When Mr. Houston learned of his father’s offense, which had occurred in the 1970s, he alerted church leadership but did not report the assault to the police. His father, Frank Houston, who also was a pastor, died in 2004.

The overall package also includes a debt-for-equity swap of HK$20.89 billion ($2.67 billion) involving China Evergrande, its founder Hui Ka Yan, and his unit Xin Xin (BVI) Ltd, among others converting loans to shares, NEV said. After the deal is completed, China Evergrande's stake in the unit will be diluted to 46.86%. Shares in NEV jumped as much as 47% before paring down its gain to 16%.

JI YUE 01, the flagship model under the new brand will be produced by Geely and is expected to debut in the last quarter of this year, the company said. Baidu will provide its know-how in smart cockpits, autonomous driving and artificial intelligence technologies, which will be applied in JI YUE cars, Geely added. Also on Monday, China's industry ministry website showed three electric vehicles under the JI YUE brand were seeking regulatory approvals. Geely had co-funded an electric vehicle venture Jidu with Baidu.

On Friday, Yang could receive $28 million in dividends from her personal stake in Country Garden's services unit, according to Bloomberg calculations. Nitiana Mann, the F.B.I. legal attaché for Australia, stressed the global nature of the battle against child abuse. At a joint news conference between the two countries’ law enforcement agencies in Australia, Ms. Mann said that the F.B.I. had made 79 arrests in the United States, resulting in 65 indictments and 43 convictions. She added that the bureau had sent information and evidence related to the pedophile ring to law enforcement agencies in scores of countries.

Arthur AI, an artificial intelligence company in New York, received a message in April last year from a start-up called OneOneThree. Yan Fung, OneOneThree’s head of technology, said he was interested in buying Arthur AI’s technology and wanted a demonstration. An Arthur AI employee recognized the name as belonging to a founder of Arize AI, a rival start-up. “That’s so strange — I don’t know how they could have possibly gotten the link,” the Arthur AI employee said. The new attendee quickly logged off, and Mr. Fung said he did not know Ms. Dhinakaran.

A few years ago, China cracked down on video games. Then, it imposed limits on livestreaming by children. Now China wants them to spend less time on their smartphones. The country’s internet regulator this week proposed regulations that if adopted as written would require smartphones, apps and app stores to build a “minor mode” into their products. The aim is to restrict how long children can spend on their phones and what content they can read or watch.

Sales of Tesla's (TSLA.O) China-made vehicles fell 31% in July from June, data from China Passenger Car Association (CPCA) showed on Thursday, marking its first month-on-month decline since December, when it struggled with rising inventories. Tesla sold 64,285 China-made EVs in July, up 128% from 28,217 a year earlier when a scheduled upgrade to its Shanghai factory curbed production. Meanwhile BYD (002594.SZ), with its Dynasty and Ocean series of EVs and petrol-electric hybrid vehicles, said it posted a 61% year-on-year rise in July sales to 261,105 passenger vehicles, including 18,169 which were exported. CPCA is set to publish full data for July later this month, with sales of new energy passenger vehicles in China estimated to reach 750,000. Still, BYD outsold Tesla China by 29% in EV sales in the first half while its lower-priced Dolphin EV outsold Tesla's Model 3, which is expected to be revamped in September.
