Patrol cars used by the New York Police Department will soon bear a new motto, news that made me raise an eyebrow. Three important words — “Courtesy, Professionalism, Respect” — have been on the side of patrol cars since 1996, when this New York City kid was just 9 years old. And the N.Y.P.D.’s decision to drop the old motto — born in an era when the department was at least attempting to solicit the good will of a skeptical public — feels notable. It reminded me of a weird episode at the Police Department earlier this year when the department and several members of the top brass began using their official N.Y.P.D. social media accounts to attack a city councilwoman, a political activist and journalists.

A Manhattan street erupted in anger on Monday when a man in a wheelchair was taken into custody in the killing of a young woman, whose body had been found wrapped in a blue sleeping bag days before. Some got close enough to punch him in the face, grab his jeans and rip the back of his blue-and-yellow striped shirt. Officers and emergency service workers held out their arms to keep the crowd at bay. Some of the loudest screams were from Ms. Williams’s mother, Nicole Williams. Neighbors said he and Yazmeen Williams were a couple, but the family said they were not familiar with him.

Andrea Robin Skinner, a daughter of the Canadian Nobel laureate Alice Munro, said that her stepfather sexually abused her as a child — and that her mother knew about it, and chose to stay with him anyway. Skinner, who is now an adult, detailed these accusations in an essay in the Toronto Star on Sunday. According to a separate article in the Toronto Star, Skinner went to the Ontario police, and in 2005, her stepfather, Gerald Fremlin, was charged with indecent assault against her. Because of her mother’s fame, Skinner wrote, “the silence continued.” Munro died on May 13 at 92. “What I wanted was some record of the truth, some public proof that I hadn’t deserved what had happened to me,” Skinner wrote of going to the police in 2005, about 30 years after the abuse began.

Prime Minister Gabriel Attal has said French voters now have a "moral duty" to halt the party's advance. The officer — a father of three who's in his 40s, and a right-leaning voter — said the polarization in French society was "very worrying, but unfortunately normal with the 'diversity' of our society." The police officer said he expected civil unrest after the vote, whichever party gained the most votes. "There will be civil unrest whoever is elected, this is France and the people speak their mind." Civil unrest possiblePolitical experts agree that the current febrile atmosphere of French politics, and antagonism between the main bodies of voters, are the ingredients for further civil unrest.

Two teenagers drowned while swimming off Coney Island in Brooklyn as a thunderstorm rolled into the area Friday evening, the second such fatal episode at a New York City beach in less than a month. Two girls, ages 17 and 18, were reported missing after going into the water near Stillwell Avenue shortly after 8 p.m., according to the New York City Police Department. Both were later pronounced dead at the hospital, according to the police. Two people were killed and at least nine others were injured after an apparently impaired driver plowed a pickup truck into a crowd of people celebrating July 4 in a park on Manhattan’s Lower East Side, the authorities said. Several of the injured were transported to hospitals, two of them in critical condition, the authorities said at a news conference on Thursday night. A police spokesman confirmed by phone that one person had been taken into custody. Speaking at the news conference, Mayor Eric Adams of New York said that though investigations were preliminary, the incident did not appear to be “terrorist related.” Officers responding to the scene smelled alcohol on the driver, and the police were conducting tests to confirm, officials said. Police said that just before 9 p.m., a Ford F-150 driving eastbound at high speed down Water Street sped through a stop sign, up onto the sidewalk and into Corlears Hook Park, where a crowd of people were celebrating the holiday.

A young woman killed after the police said a 22-year-old woman stabbed her in an unprovoked attack near the Port Authority bus terminal. A carpenter waiting for a co-worker in the bus station stabbed nine times as he sat and read. Times Square, the gaudy icon of Manhattan, and the surrounding streets have seen a string of attacks since April — sometimes in broad daylight — that have led to blaring headlines. They came just months after a winter spate of violence fed fears, inflamed by accusations from Republican politicians, that New York was sliding toward chaos and violence. But despite the conspicuous incidents, most major crimes in Times Square have actually fallen, the police said, as officers, city officials and community groups work to improve conditions.

Here are a handful of them:1) CampaignsBy the time a presidential election takes place in the United States, the electorate will have already endured months of seemingly endless electioneering — with the entire election campaign process from candidacies and the campaign trail to the actual presidential election and inauguration taking up to two years. In the U.K., the time frame between a prime minister calling a general election to the actual vote is just six weeks. It sounds simple, and usually is, unless there's a "hung parliament" in which no political party wins a majority of seats. In the U.K., political advertising on TV and radio is not allowed, so U.K. voters are subjected to the somewhat quaint "party political broadcasts" during election campaigns. 6) 'Absurd' diversionsBritish political experts note that, unlike in the U.S., where broad political debates tend to remain the key focus, U.K. election campaigns can see more minor or fringe issues dominate the short election campaign.

When a young British man disappeared while vacationing on the Spanish island of Tenerife in mid-June, a familiar routine unfolded: search and rescue workers combing through the landscape, regular updates from tearful family members, a steady drumbeat of unconfirmed reports that he had been spotted. This weekend, the Spanish authorities called off their search for Jay Slater, a 19-year-old apprentice bricklayer from England who was visiting Tenerife, a popular vacation destination. But even after the 14-day search officially ended, conspiracies and other theories have continued to spread online. “There’s a small minority that believes and engages with these things,” said Aleksandra Cichocka, a professor of political psychology at the University of Kent. “But they can be really disturbing to the family and the whole process of the investigation.”

In January 2020, Robert Williams spent 30 hours in a Detroit jail because facial recognition technology suggested he was a criminal. On Friday, as part of a legal settlement over his wrongful arrest, Mr. Williams got a commitment from the Detroit Police Department to do better. The city adopted new rules for police use of facial recognition technology that the American Civil Liberties Union, which represented Mr. Williams, says should be the new national standard. Mr. Williams was the first person known to be wrongfully arrested based on faulty facial recognition. Law enforcement agencies across the country use facial recognition technology to try to identify criminals whose misdeeds are caught on camera.
