Vietnam's long wait for emerging market status could soon be over. The Southeast Asian nation is currently classified as a frontier market and has been on the FTSE emerging market watchlist since 2018. An upgrade to emerging market status could see global funds pouring billions into Vietnam's financial market which currently has a market value just north of $200 billion. Speaking to CNBC's "Street Signs Asia" before the confirmation, Maybank Investment Bank Vietnam's Head of Equity Research Thanh Quan Trong said that the FTSE upgrade for Vietnam to emerging market status could come as early as September 2025. "We are seeing good progress in Vietnam fixing the regulatory bottlenecks to get the market upgraded to emerging market status," Trong told CNBC.

CNN —Bolivia’s former president Evo Morales said his car was fired on in what he claimed was an “assassination attempt” amid simmering political tensions in the South American country. Morales posted to his Instagram profile a statement from his party, Movement Towards Socialism (MAS), blaming the attack on current Bolivian President Luis Arce and two of his government ministers. CNN —NASA Administrator Bill Nelson on Friday called for an investigation into a Wall Street Journal report that SpaceX founder and Donald Trump ally Elon Musk and Russian President Vladimir Putin have been in “regular contact” since late 2022. Musk also held his own town halls last week in Pennsylvania, where he urged voters to support Trump and promoted several debunked conspiracy theories about the 2020 election. The two have publicly discussed a potential government role for Musk. In recent days, Musk also offered splashy, $1 million daily sweepstakes for swing-state voters that has drawn scrutiny from the US Justice Department. Despite a warning from the Justice Department that the payments might be illegal, Musk’s super PAC awarded two $1 million prizes to registered voters in Michigan and Wisconsin on Thursday.

CNN —A panel of three Donald Trump-appointed judges said Friday that Mississippi was violating federal law by counting mail ballots that arrive after Election Day, but stopped short of blocking the policy before the election, in a ruling that could nevertheless impact voting-related lawsuits this fall. The ruling from the 5th US Circuit Court of Appeals is a victory for the Republican National Committee and others who brought the case in Mississippi, a non-battleground state with very little mail-in voting, seeking a ruling by a far-right circuit court friendly to their arguments. “Voters deserve nothing less than a fair and transparent election which ends on November 5th. “Congress statutorily designated a singular ‘day for the election’ of members of Congress and the appointment of presidential electors,” the 5th Circuit panel said. “That is not to say all the ballots must be counted on Election Day,” the opinion states.

The Nasdaq Composite index finally made a new all-time high on Friday, its first since July. But history shows there may be more than 10% upside ahead as stocks enter the third year of a bull market, according to DataTrek statistics. DataTrek co-founders Nicholas Colas and Jessica Rabe said they "remain bullish" on U.S. large-cap tech stocks because the average third year of a bull market has brought an increase of just 4.4% for the tech-heavy Nasdaq, the firm's data shows. The data, too, shows that another positive year for Nasdaq is no sure-fire bet. A two-year bull market after a losing year, the pattern we are currently in since the 2022 debacle, has continued into a third year just 60% of the time since 1971.

After a months-long negotiated rulemaking process, President Joe Biden and his administration have unveiled a new proposed regulation to provide debt relief to student loan borrowers facing financial hardship. It goes on to list 17 non-exclusive factors that could substantiate hardship. The other pathway will likely be primarily application-based and will see the department considering individual cases for debt relief using these factors or other evidence of hardship. The proposal will soon be entered into the Federal Register where it will undergo a 30-day public comment period. This debt relief action stems from the Supreme Court's ruling against President Biden's plan to enact broad student loan forgiveness in June 2023.

That's according to Abdul Rasheed Ghaffour, the governor of the central bank of Malaysia, who believes the southeast Asian country must avoid a "boom-bust cycle that has happened before." But it may be a case of better late than never, thanks to better-than-expected economic growth this year. Ghaffour said Malaysia is moving into producing logic chips — more advanced chips often know as the brains of electronic devices.

CNN —Elon Musk’s super PAC awarded two $1 million prizes to registered voters in Michigan and Wisconsin on Thursday, after being warned by the Justice Department that the payments might be illegal. Musk, the CEO of Tesla and the richest man in the world, launched the sweepstakes on Saturday and his super PAC had named a winner each day – until Wednesday. The group has not provided any public explanation for the apparent one-day pause, and a spokesperson for the super PAC declined to comment. Federal filings show Musk has given nearly $119 million – including about $44 million in October – to America PAC, the super PAC he helped form to reelect Trump. He has said he hopes the sweepstakes will boost registration among Trump voters.

“Taiwan's membership at the IMF would help boost financial resilience,” the Taipei Economic and Cultural Representative Office in Washington said during this week's IMF and World Bank annual meetings. Taiwan also is seeking to participate in the U.N. World Health Organization's annual World Health Assembly and join Interpol. But China, which sees Taiwan as a breakaway province and threatens to annex it by force, has blocked such efforts and insists it represent Taiwan in international forums.
