Amid what it sees as deteriorating regional security, Japan this month will announce a military build up plan that is expected to double defence spending to about 2% of gross domestic product over five years. Britain also want Japan to improve how it provides security clearances to contractors who will work on the aircraft, sources with knowledge of the discussion told Reuters. The United States, which has pledged to defend all three countries through its membership of NATO and a separate security pact with Japan, also welcomed the joint Europe-Japan agreement. "The United States supports Japan's security and defence cooperation with likeminded allies and partners, including with the United Kingdom and Italy," the U.S. Department of Defense said in a joint statement with Japan's Ministry of Defense.

OTTAWA, Dec 8 (Reuters) - The Bank of Canada will study the most recent economic data to gauge whether to raise interest rates further, a deputy governor said on Thursday, adding it would still move forcefully if necessary. "We expect our decisions will be more data-dependent," Deputy Governor Sharon Kozicki said in a speech in Montreal, adding the bank was still prepared to be "forceful" with rates if necessary. "We are moving from how much to raise interest rates to whether to raise interest rates." Asked to clarify if being prepared to be "forceful" meant the bank was still prepared to make oversized rate moves, Kozicki said it was a hypothetical. Deliberations ahead of Wednesday's rate hike centered on how supply challenges are resolving, how higher rates are slowing demand, and how inflation and inflation expectations are evolving, Kozicki said.
The bank cited still-strong growth and tight labor markets as the reason for the latest increase. But it eliminated the forward guidance it has used since it began cranking rates higher in March, dropping language that said they would have to rise further. Money markets had bet on a 25-basis-point increase, but a slim majority of economists in a Reuters poll expected a 50-bps move. Overall, however, the central bank said that data supported its October forecast that growth would stall through the middle of next year. "It's a close call but we're expecting a 50-basis-point rate hike from the Bank of Canada," Benjamin Reitzes, Canadian rates and macro strategist at BMO Capital Markets, said in a note. In October, the Bank of Canada forecast that economic growth would stall from the fourth quarter this year through the middle of next year. "Whether or not the Bank of Canada raises rates 25 or 50 basis points, there's a separate question about whether the Bank of Canada can or should really be committing to raise rates further in 2023," said Royce Mendes, head of macro strategy at Desjardins Group. The bank has been providing forward guidance that it "expects that the policy interest rate will need to rise further" since it began this tightening cycle. "At some point, the Bank of Canada is going to be in a position where it's appropriate to just let rates be for a while," Mendes said.
Canada added 10,100 jobs in November, broadly in line with the forecast gain of 5,000, while the jobless rate fell to 5.1%, Statistics Canada said. Analysts had forecast the jobless rate would tick up to 5.3%. The November report follows a monster gain of 108,300 jobs in October and comes just days ahead of a Bank of Canada policy-setting meeting on Wednesday. The central bank has raised rates by 350 basis points since March, one of its steepest tightening cycles ever. Airbus has started developing a fuel-cell engine, it said on Wednesday, sticking with plans to introduce a hydrogen-powered commercial aircraft by 2035. The system is one of several options being considered for a potential zero-emission aircaft based on hydrogen, Airbus said. Jet engine makers Rolls-Royce , General Electric , Safran and Pratt & Whitney are among its biggest suppliers. An alternative approach based on combusting liquid hydrogen in more conventional jet engines depends on heavy cooling in larger and heavier tanks. Airbus will start ground and flight testing fuel-cell architecture towards the middle of the decade, the company said during a two-day sustainability event.

The ground test, using a converted Rolls-Royce AE 2100-A regional aircraft engine, used green hydrogen created by wind and tidal power, the British company said on Monday. They said they were already planning a second set of tests, with a longer-term ambition to carry out flight tests. Planemaker Airbus is working with French-U.S. engine maker CFM International to test hydrogen propulsion technology. Other technologies backed by companies such as Rolls-Royce include electric engines, which would be initially suitable for short flights, and sustainable aviation fuel (SAF).
