CNN —Louisiana lawmakers on Friday approved a new congressional map that gives the state a second Black-majority US House district and likely puts at risk a Republican-controlled seat. The new map creates a second majority-Black district, slicing through the middle of the state, in a district currently held by Republican Rep. Garret Graves. And, in drawing the new lines, Louisiana’s GOP lawmakers rebuffed a public entreaty from House Speaker Mike Johnson, a fellow Louisiana Republican, to continue fighting the court order. Republican state lawmakers and Landry this week warned that if legislators failed to draw the map themselves, they would hand over the power to a federal judge. Louisiana lawmakers on Friday approved a new congressional map that would create a second district with a majority of Black voters, after a federal court found that the existing map appeared to illegally undercut the power of Black voters in the state. Given that Black voters often back Democratic candidates in the state, the new map also increases the possibility of Democrats’ taking control of a second congressional seat in Louisiana. “It’s a powerful moment for Black voters in this state and it’s a powerful moment for history,” said Ashley K. Police responding to the Uvalde, Texas, shooting showed "no urgency," a DOJ report found. Uvalde school district officers arrived within three minutes of Ramos' arrival at the school and ran toward the classroom, but as they approached, Ramos fired from inside the classroom. (AP) — Montana's Supreme Court has rejected an attempt by the state's Republican governor to block a landmark climate ruling that said regulators must consider the effects of greenhouse gas emissions when issuing permits for fossil fuel development. Greg Gianforte and three state agencies to block the August ruling from District Court Judge Kathy Seeley while an appeal by the state is pending before the high court. The state high court ruling means Montana officials must “immediately comply” with Seeley's order pending the appeal, said Mark Bellinger, an attorney for Our Children's Trust, which represented the 16 young plaintiffs who brought the case. The Department of Environmental Quality has created a work group to discuss potential changes to how it uses the Montana Environmental Policy Act, which requires public input in fossil fuel and mining development. Some of those states have some of the highest poverty rates in the country, including Mississippi, with the highest rate, and Louisiana, where I grew up, with the second highest. When Louisiana rejected the lunch program, a Democrat was still the governor; on Jan. 8, a Republican took over. According to KFF, a nonprofit organization focused on health policy, seven of those states — Alabama, Florida, Georgia, Mississippi, South Carolina, Texas and Wyoming — are among those that have not fully extended Medicaid to the poor under the Affordable Care Act. Imagine withholding funding for food that would keep children healthy, while denying people medical care when they get sick. The cruelty of it is almost incomprehensible, but I’m convinced that this is all part of the punitive posture of so many of today’s Republicans — which in this case is meant to punish poverty, to intensify hardships: their version of an economic “scared straight” program.

CNN —Former President Donald Trump’s easy win in Iowa on Monday confirms that there really is no race for the Republican nomination this year. Iowa is a solid red state that gives a good sense of where the Republican Party as a whole stands today. The DeSantis campaign and its outside allies spent $35 million in the state between January 1, 2023, and January 12 of this year. Even with an almost 2:1 spending advantage over Trump, DeSantis couldn’t mount an effective challenge — not even with the backing of Reynolds and Vander Plaats. DeSantis and Haley were not weak opponents — but as Iowa shows, even strong rivals can’t touch Trump.

COLUMBUS, Ohio (AP) — Ohio’s former top utility regulator surrendered Monday in connection with a $60 million bribery scheme related to a legislative bailout for two Ohio nuclear power plants that has already resulted in a 20-year prison sentence for a former state House speaker. Sam Randazzo, former chair of the Public Utilities Commission of Ohio, self-surrendered at U.S. District Court in Cincinnati after being charged in an 11-count indictment that was returned on Nov. 29, the U.S. Attorney's office said. Randazzo, 74, resigned in November 2020 after FBI agents searched his Columbus townhome and FirstEnergy revealed in security filings that it had paid him $4.3 million for his future help at the commission a month before Republican Gov. Mike DeWine nominated him as Ohio’s top utility regulator. The long-awaited indictment marks the latest development in what has been labeled the largest corruption case in Ohio history.
