India's export ban on rice is reverberating through global rice markets, threatening food security if developing nations cannot afford or access rice. But neither Iran nor Hezbollah seems to have had a plan for what to do following Hamas’s massacres last month in Israel. On Friday, Hassan Nasrallah, the leader of Hezbollah in Lebanon, spoke publicly for the first time about the war in Gaza. For the moment, both Hezbollah and Israel are exchanging tit-for-tat fire along Israel’s northern border that falls short of anything close to a full-blown war. The Iranians, in short, have enough problems of their own not to start a shooting war with Israel backed by its American ally.

It was a beautiful Friday afternoon in the Hudson Valley, 70 degrees in October and not a cloud in the sky: perfect weather for apple picking. A small crowd awaited a pig race, some of them clutching little checkered flags they had purchased for a dollar. “That’ll be eight weekends in a row,” Mr. Barton said. “It’s absolutely, absolutely unheard-of.”According to Mr. Barton, this has been, without question, the most miserable fall tourism season since he converted the family apple orchard to a pick-your-own outfit in the 1990s. In recent years, he said, the property has drawn more than 10,000 visitors on peak weekends.

Stock futures were slightly lower Tuesday evening as Wall Street geared up for the Federal Reserve's latest policy decision on interest rates after closing out a terrible month. Futures tied to the Dow Jones Industrial Average were 50 points lower, or down 0.15%. S&P 500 futures and Nasdaq 100 futures each shed about 0.2%. The Dow and the S&P 500 ended the month lower by 1.4% and 2.2%, respectively, marking the first three-month losing streak for both indexes since March 2020. Although November is a historically strong month for markets, investors are keeping an eye on a peak in bond yields.

As recently as the summer, respondents had forecast rate cuts in the beginning of next year. The change can also be seen in the outlook for the fed funds rate, the central bank's benchmark for short-term lending costs. It's now forecast on average to end 2024 at 4.6%, assuming about 75 basis points of rate cuts. In June, the year-end 2024 funds rate was forecast at 3.8%, which assumed 125 basis points of cuts. Some 60% of respondents see the Fed hitting its inflation target in 2025 or sometime after that, and 19% don't believe the Fed will ever get there.

A perverse byproduct of the rise in mass shootings is that it’s given investigators more and more useful information with which to draw a portrait of the typical killer. Gibson firmly believes some mass shootings can be prevented because mass shooters often follow a predictable pattern. While most mass shooters do not suffer from serious psychiatric illness, they can be troubled or distressed in some way. Ultimately, what makes the US so exceptional when it comes to mass shootings is how pervasive guns are.

An Electron rocket launches the Baby Come Back mission from New Zealand on July 17, 2023. Rocket Lab expects to resume launches of its Electron vehicle before the end of the year, the company announced Wednesday. The Federal Aviation Administration, which is overseeing Rocket Lab's failure investigation, authorized the company to resume Electron launches from its facility in New Zealand. Rocket Lab stock rose about 5% in after-hours trading from its close at $4.09 a share. Rocket Lab is scheduled to report third-quarter results after markets close Nov. 8.

NEW DELHI, Oct 20 (Reuters) - The International Monetary Fund (IMF) is looking for a strong budget and narrower deficit from Sri Lanka as it seeks funding to bridge the gap between government revenue and expenditure, the IMF mission chief for the country said on Friday. But the country has struggled to increase public revenue, with the IMF projecting a 15% shortfall this year. An improved performance for next year is necessary for Sri Lanka to get past the first review of its programme with the global lender. Sri Lanka reached a staff level agreement with the IMF late on Thursday to release the second tranche of about $330 million but still needs approval from the IMF management and Executive Board. Sri Lanka typically uses borrowings from state banks, taxes and government securities to fund its budget.
