Bank of Canada Governor Tiff Macklem takes part in a news conference after announcing an interest rate decision in Ottawa, Ontario, Canada April 12, 2023. The central bank hiked rates by a quarter point in both June and July in a bid to tame stubbornly high inflation, which has remained above the bank's 2% target for 27 months. "Governing Council remains concerned about the persistence of underlying inflationary pressures, and is prepared to increase the policy interest rate further if needed." Liberal Prime Minister Justin Trudeau's support has sagged amid high inflation as his Conservative rival, Pierre Poilievre, hammered him for fueling inflation with government spending and driving up rates during a housing crisis. Bank of Canada Governor Tiff Macklem will deliver a speech and hold a press conference to discuss the decision on Thursday.

Documented marijuana-related traffic accidents that required treatment in an emergency room rose 475% between 2010 and 2021, the study found. Just after Canadian legalization in 2018, when marijuana stores and products were limited, researchers found a 94% increase in emergency room visits, Myran said. Car crashes involving weed were serious. Another issue is the rising potency of cannabis, Myran said. Canada’s lower-risk cannabis guidelines recommend not driving for at least 6 hours after using cannabis and avoiding cannabis and alcohol together.

(The cruelty and neglect at these schools was real but the specific claims about graves at the B.C. school have outrun the so-far scanty evidence.) The first is a general tendency of provincial leaders to go overboard in establishing their solidarity and identification with the elites of the imperial core. The second point is the role of secularization and de-Christianization, which are further advanced in the British Isles and Canada than in the United States. Then the third point is that smaller countries with smaller elites can find it easier to enforce ideological conformity than countries that are more sprawling and diverse.

REUTERS/Blair Gable/File Photo Acquire Licensing RightsOTTAWA, Sept 6 (Reuters) - The Bank of Canada on Wednesday is expected to keep rates on hold at a 22-year high of 5% after the economy unexpectedly shrank in the second quarter, analysts said. While the economy turned negative in the second quarter, inflation has been stubborn, unexpectedly rising to 3.3% in July as core measures remained well above 3%. Canada's Liberal Prime Minister Justin Trudeau's support has sagged amid high inflation as his Conservative rival, Pierre Poilievre, hammered him for feeding inflation with government spending and driving up rates during a housing crisis. But core inflation measures are inching down slowly, and a wealth of data is due out before the bank next meets to discuss rates in October.

The difficulty of this achievement also shows the resilience of the country’s chip technological ability," TechInsights analyst Dan Hutcheson said. EUV refers to extreme ultraviolet lithography and is used to make 7 nm or more advanced chips. LIMITED ACHIEVEMENTThe most advanced chip SMIC had previously been known for making was 14nm, as it was barred by Washington in late 2020 from obtaining an EUV machine from Dutch firm ASML (ASML.AS). But TechInsights last year said it believed SMIC had managed to produce 7 nm chips by tweaking simpler DUV machines it could still purchase freely from ASML. Jefferies analysts reckon Huawei is preparing to ship ten million units of the Mate 60 Pro, though it may struggle to support that quantity with China-made 7 nm chips.

OTTAWA, Sept 5 (Reuters) - A unit of South Korea's Solus Advanced Materials (336370.KS) will build a copper foil facility in the Canadian province of Quebec, producing technology for electric vehicle (EV) batteries, Ottawa said on Tuesday. "Canada is a partner of choice when it comes to the future of the automotive sector," Champagne said in a statement. The Volta plant is expected to employ 260 people. Granby is close to Becancour, a small town to the east of Montreal seeking to become an EV supply chain hub. Last month a consortium of Ford Motor Co F.N and South Korean companies said they would build a C$1.2 billion plant to produce EV battery materials in Becancour.

The mechanism gives investors in CCS certainty about their future revenue by setting a minimum price for their carbon credits. Oil companies in the country's highest-emitting sector are counting on CCS to help dramatically cut emissions while continuing to pump oil and gas. Carbon credits represent reduced or avoided carbon emissions, and companies use them to mitigate greenhouse gases they generate. A criminal trial opened on Tuesday for two Canadians who were key organizers of the trucker convoy that paralyzed the country’s capital, Ottawa, for nearly a month in early 2022, upturning the lives of many residents and creating economic hardship for local businesses and workers. The 22-day protest, which began in response to mandatory vaccinations for cross-border truck drivers, blocked major roads around the Canadian Parliament and was among the longest and most costly anti-vaccine protests in the world. It prompted copycat demonstrations along Canada’s border with the United States, including a blockade that disrupted billions of dollars in trade, and inspired similar protests in France and around the world. The Canadian protests expanded to include a wide range of grievances, sharply dividing the country over whether it was permissible speech or unlawful assembly. In order to clear the streets, Prime Minister Justin Trudeau invoked federal emergency laws for the first time in over 50 years, a step his critics charged was excessive and unjustified.

The second-quarter reading was far lower than the Bank of Canada's (BoC's) forecast for a 1.5% annualized GDP growth as well as the 1.2% gain expected by analysts. The quarterly slowdown was largely due to declines in housing investment and smaller inventory accumulation as well as slower international exports and household spending, Statistics Canada said. The central bank hiked its benchmark overnight rate to a 22-year-high of 5.0% in July, the tenth increase since March of last year. The high interest rate environment has coincided with falling housing investment, which recorded its fifth consecutive quarterly decrease in the three months ended in June. The housing investment decline was led by a sharp drop in new construction as well as a fall in renovation activities, Statscan said.

REUTERS/Chris Helgren/File Photo Acquire Licensing RightsOTTAWA, Sept 1 (Reuters) - Canada on Friday unexpectedly said it had paused talks on a proposed trade treaty with India, just three months after the two nations said they aimed to seal an initial agreement this year. Canada and India have been talking off and on since 2010 about a comprehensive economic partnership agreement. India and Canada said in May they aimed to seal an initial agreement this year to increase trade and expand investment while setting out a mechanism to deal with disputes. Last month, a top Indian trade official said New Delhi planned to hold bilateral free trade talks with Canada and other nations on the sidelines of a G20 summit next week. The U.S. Commerce Department, which normally administers new licensing requirements on exports, did not immediately return a request for comment. Last September AMD said it had received new license requirements that would halt exports of its MI250 artificial-intelligence chips to China. Nvidia, AMD and Intel (INTC.O) have since then all disclosed plans to create less powerful AI chips that can be exported to the Chinese market. Nvidia this week did not specify which countries in the Middle East were affected. About 13.9% of sales came from all other countries combined, and Nvidia does not provide a revenue breakout from the Middle East.

REUTERS/Jennifer Gauthier/File Photo Acquire Licensing RightsOTTAWA, Aug 31 (Reuters) - Canada will change how it counts non-permanent residents, the main statistics agency said on Thursday, after an economist said the current methodology may have overlooked about a million foreign students, workers and others. Statistics Canada said it stood by its figures, but added that it will publish new, more detailed data on non-permanent residents next month using a revised methodology. Statscan's terminology for non-permanent residents covers people living in Canada with work or study permits and asylum seekers. Tal said Statscan's new approach would help to give a better sense of the actual numbers in the country. "A precondition for any policy in general, and housing policy in particular, is to know the size, the magnitude of the shortage," Tal said in a phone interview on Thursday.

Keith Spicer, who as a spirited government official pushed his fellow Canadians to define their national identity and reconcile their bilingual heritage more than two centuries after the British defeated the French to capture Quebec, died on Aug. 24 in Ottawa. His death, in a hospital, was confirmed to The Canadian Press by Nick Spicer, one of his three children. Raised by Protestant parents who were anti-Catholic and anti-French, Mr. Spicer began his professional career as a political science professor before being drafted by two prime ministers into ombudsman’s jobs that more risk-averse Canadians might have rejected. One task was to get all Canadians to accept their country as officially bilingual; the other was hear them out if they complained about language mandates and other irritants.

A sign is pictured outside the Bank of Canada building in Ottawa, Ontario, Canada, May 23, 2017. Interest rate futures are pricing in no change next week, but are nearly split over whether rates rise once more. In the latest poll, eight of 34 economists expect one more rate rise to 5.25% by the end of this year, compared with only one in a July poll. "We expect the Bank will hold the overnight rate steady at 5.00% through mid-2024 as the full impact of past rate hikes helps push the economy into a moderate recession. A scenario in which Canadian interest rates stay higher for longer could increase pressure on highly-indebted households, with almost 20% of Canadian mortgages due for renewal next year.

Generative AI could soon be trained on AI-generated content — and experts are raising the alarm. The new term comes as AI-generated content filled with errors continues to flood the internet. Other AI researchers have coined their own terms to describe the training method. Jathan Sadowski, a senior fellow at the Emerging Technologies Research Lab in Australia who researches AI, called this phenomenon "Habsburg AI," arguing that AI systems heavily trained on outputs of other generative AI tools can create "inbred mutant" responses that contain "exaggerated, grotesque features." These new terms come as AI-generated content has flooded the internet since OpenAI launched ChatGPT last November.
