WASHINGTON (AP) — An Iranian man who federal prosecutors say operates a criminal network that targets dissidents and activists abroad has been charged alongside a pair of Canadians with plotting to kill two people, including a defector from Iran, who had fled to the United States. In this case, prosecutors say, Naji Sharifi Zindashti conspired with two Canadian men between December 2020 and March 2021 to kill two Maryland residents. The intended victims of the murder-for-hire plot were not identified in an indictment, but prosecutors described them as having fled to the United States after one of them had defected from Iran. The plot was ultimately disrupted, the Justice Department said. Prosecutors say Ryan and Pearson are currently imprisoned in Canada on unrelated charges.

BEIRUT (AP) — The United States and Iraq held a first session of formal talks Saturday in Baghdad aimed at winding down the mission of a U.S.-led military coalition formed to fight the Islamic State group in Iraq. Washington has had a continuous presence in Iraq since its 2003 invasion. Although all U.S. combat forces left in 2011, thousands of troops returned in 2014 to help the government of Iraq defeat IS. Those estimated 2,500 U.S. troops and the bases they serve on have drawn more than 150 missile and drone attacks fired by the militias. Iraqi officials have complained that the U.S. strikes are a violation of Iraq's sovereignty.

The Peace Palace building of the International Court of Justice a few hours before the court delivers its ruling in the case brought by South Africa against Israel. It comes as Israeli forces continue a military campaign in the Gaza Strip that has claimed tens of thousands of Palestinian lives. The World Court lacks the means to directly enforce its pronouncements, but its rulings can often deal heavy reputational blows to the accused. The World Court called for the immediate release of the captives. They say that Hamas forces have intentionally entrenched themselves in non-combatant facilities in the Gaza Strip, such as schools and hospitals, and are using civilians as human shields.
