It's simply a matter of time before the current bull rally broadens beyond technology stocks, according to John Stoltzfus, chief market strategist at Oppenheimer. The technology sector has dominated the market runup this year, with the S & P 500 tech group outpacing all others by soaring 28% in 2024. But as the Federal Reserve begins to eventually cut interest rates, Stoltzfus said in an interview with CNBC that the tide will turn. The Supreme Court’s decision on Friday to limit the broad regulatory authority of federal agencies could lead to the elimination or weakening of thousands of rules on the environment, health care, worker protection, food and drug safety, telecommunications, the financial sector and more. The decision is a major victory in a decades-long campaign by conservative activists to shrink the power of the federal government, limiting the reach and authority of what those activists call “the administrative state.”The court’s opinion could make it easier for opponents of federal regulations to challenge them in court, prompting a rush of new litigation, while also injecting uncertainty into businesses and industries. “If Americans are worried about their drinking water, their health, their retirement account, discrimination on the job, if they fly on a plane, drive a car, if they go outside and breathe the air — all of these day-to-day activities are run through a massive universe of federal agency regulations,” said Lisa Heinzerling, an expert in administrative law at Georgetown University. “And this decision now means that more of those regulations could be struck down by the courts.”

It's tough to find growth stocks selling at a reasonable valuation, but searching for companies whose bottom lines are still expanding but not too richly priced could give investors a leg up entering the second half of the year. The Biden administration denied permission on Friday for an Alaska agency to build a 211-mile industrial road that would have cut through Gates of the Arctic National Park and Preserve to reach copper and zinc deposits beneath untouched wilderness. Separately, the administration said it planned to retain protections for 28 million acres of land scattered across Alaska that the Trump administration had tried to open up to mining and oil and gas drilling. The lands include unique habitat for three major caribou herds, migratory birds and Pacific salmon. Climate activists have pressured the administration to act more aggressively to protect public lands from new oil and gas projects. “Today, my administration is stopping a 211-mile road from carving up a pristine area that Alaska Native communities rely on, in addition to steps we are taking to maintain protections on 28 million acres in Alaska from mining and drilling,” Mr. Biden said in a statement.

There could be some pretty good inflation news on the way from the Commerce Department when it releases a key economic report Friday. If that date rings a bell, it's when core PCE first passed the Fed's coveted 2% inflation target during this cycle. Should the core PCE price forecasts transpire, it will serve as a milestone of sorts.
