Cut diamonds are seen at the diamond exchange in Antwerp, as the G7 weighs a ban on Russian diamond imports to reduce revenues for Moscow's war in Ukraine, Antwerp, Belgium, October 30, 2023. REUTERS/Johanna Geron/File Photo Acquire Licensing RightsBRUSSELS, Nov 15 (Reuters) - The European Commission proposed late on Tuesday to ban imports of diamonds and liquid petroleum gas from Russia and to tighten the implementation of a price cap on Russian oil as part of a new sanctions package against Moscow, EU diplomats said on Wednesday. To tighten the implementation of the oil price cap, set by G7 countries at $60 per barrel of crude, the package calls for shipping companies to detail shipping and insurance costs for the Russian oil cargoes they carry. The price cap is now widely bypassed by Russia's shadow fleet of tankers by falsified documents, according to shipping analysts. "The logic of imposing more transparency is to prevent shipping companies from hiding the real price of the oil carried by the tanker by merging it with shipping and insurance costs," one EU diplomat said.

Russia will pay heavy price for Avdiivka, says Ukraine

Moscow's forces have focused on eastern Ukraine since failing to advance on Kyiv in the first days of the February 2022 invasion. Zelenskiy, in his nightly video address, said Russian assaults in the eastern Donetsk region including Avdiivka had been "very intense". "Russia is already losing men and equipment near Avdiivka faster and on a larger scale than, for example, near Bakhmut," he said, referring to months of heavy fighting that culminated in Russian forces capturing the eastern town of Bakhmut in May. The more Russian forces that are destroyed near Avdiivka, the worse the overall situation will be for the enemy and the overall course of this war." Ukrainian forces, he said, had repelled 18 Russian attacks over the past 24 hours.

They have since shelled Kherson and other towns from new positions on the east bank. Former President Donald Trump can appear on the primary ballot in Minnesota next year, a court ruled Wednesday, batting back a legal attempt to have him removed from voter consideration on the grounds that he is an insurrectionist constitutionally barred from holding office. "Winning the presidential nomination primary does not place the person on the general election ballot as a candidate for President of the United States," Hudson wrote. Aside from Minnesota, lawsuits have been filed in Colorado, Michigan, Arizona, New Hampshire and New Jersey to deny Trump a place on the ballot pursuant to a clause in the 14th Amendment of the Constitution. But even if the Constitution indeed prevents Trump from serving, it cannot stop Minnesota Republicans from engaging in their own, internal nominating process, Hudson wrote. A judge in Colorado held a hearing on the insurrection clause case last week, and a Michigan judge is hearing arguments Thursday.

CNN —The Minnesota Supreme Court on Wednesday rejected an attempt to block Donald Trump from the state’s GOP primary ballot next year based on the 14th Amendment’s “insurrectionist ban” but said the challengers can try again to block him from the general election ballot if the former president wins the Republican nomination. The ruling is a victory for Trump, in terms of keeping his name on Minnesota’s ballot for the 2024 GOP primary, where recent polling shows he has a commanding lead. However, the Minnesota justices didn’t go as far as Trump’s lawyers wanted, which was to shut down the case altogether and keep the former president on the ballot for both the primary and general election. “But the general election is a different matter. So, the court is essentially inviting a new challenge later, ahead of the general election.”This story has been updated with additional information.

Biden touts billions for northeast US rail corridor

REUTERS/Erin Scott/File Photo Acquire Licensing RightsNov 6 (Reuters) - U.S. President Joe Biden on Monday will announce the latest tranche of federal dollars to modernize key portions of the nation's busiest rail corridor that stretches from Boston to Washington DC. Biden is highlighting $16.4 billion in funding from the 2021 bipartisan infrastructure law for 25 passenger rail projects on Amtrak’s Northeast Corridor, which supports some 800,000 trips per day in a region that represents 20% of the nation's gross domestic product. "The bottom line is that for the over 200 million passengers who ride this rail corridor every year, these improvements are going to shorten travel times and improve reliability," U.S. Transportation Secretary Pete Buttigieg said in a statement. Monday's event marks at least the third time Biden has held an event to highlight funding the Northeast Corridor line, underscoring the president's personal connection with the corridor. He believes strongly in improving America's passenger rail and he knows the Northeast Corridor like no one else," White House infrastructure czar Mitch Landrieu said.
