Xi is under the spotlight as economic pain has sparked growing frustration within China. Xi has also overseen a political shakeup in his own ranks, further marring the start of the new term. Those challenges may not pose a threat to Xi, who is China’s most powerful and authoritative leader in decades. But the two sessions provide an important platform for China’s notoriously opaque government to broadcast its strategy for economic, social and foreign policies and announce key indicators including China’s economic growth target, its budget deficit limit and military spending for the coming year. Analysts widely expect Li to reveal a relatively ambitious growth target of “around 5%,” showing that policymakers are still focused on economic growth, even as challenges pile up.

United Nations CNN —A United Nations team has found “clear and convincing” information that hostages in Gaza were sexually abused, Pramila Patten, the UN special envoy on sexual violence in conflict told reporters on Monday. There are “reasonable grounds” to believe the sexual violence is ongoing, she added. The UN team, which was led by Patten, visited Israel between January 29 to February 14 for a mission “aimed at gathering, analyzing, and verifying information on conflict-related sexual violence” during October 7 and its aftermath, according to a 24-page report. The mission was not able to meet with any victims of sexual violence on October 7 “despite our efforts,” Patten said. But we received information that a handful of them were receiving very specialized trauma treatment and were not prepared to come forward,” she said.

Gangs attacked two prisons in Haiti, including the country’s largest penitentiary, and allowed prisoners to escape on Saturday night, according to Haitian officials, the latest instance of escalating violence and disorder in the country’s capital, which has been ravaged by gang violence for more than two years. While details of the attack remained murky, the government of Haiti released a statement Sunday saying that police officers were unable to prevent gang members from releasing “a large number of prisoners,” adding that several inmates and prison staff were injured. Haiti’s national penitentiary held nearly 4,000 inmates at the time of the attack and the other facility, the Croix-des-Bouquets Civil Prison, held roughly 1,400, according to local human rights groups. At least two of the country’s police unions went on social media on Saturday requesting that all police officers report to the national prison in Port-au-Prince, the capital, to help control the situation and prevent the inmates from fleeing.

It took authorities more than 30 years to hunt down one of Germany’s most wanted fugitives. For Michael Colborne, an investigative journalist running old photographs through a facial recognition service, it took about 30 minutes. Instead, the facial recognition software he used lighted upon a woman called Claudia Ivone. Another showed her in a white headdress, tossing flower petals with an Afro-Brazilian society at a local street festival. Reuters —Daniela Klette, a member of Germany’s notorious Red Army Faction (RAF) militant group, has been arrested in Berlin after decades on the run from armed robbery and attempted murder charges, prosecutors said on Tuesday. The arrest comes after a broadcast two weeks ago on the cold case show Aktenzeichen XY, in which a police appeal for information about three members of the group who are still at large, yielded 250 tips. Markus Heusler, the prosecutor on the case, confirmed that the woman detained on Monday, now aged 65, was Klette. She, along with the two other remaining fugitives from the gang, Burkhard Garweg and Ernst-Volker Staub, belong to the group’s so-called third generation. The charges facing Klette, along with Garweg and Staub, relate to millions of euros’ worth of armed robberies and at least one attempted murder committed between 1999 and 2016.

One of Germany’s most wanted fugitives was arrested on Monday after living in plain sight in Berlin, just miles from the seat of government that the police say she fought to overthrow in the 1990s. The woman, Daniela Klette, who had evaded the police for decades, was wanted in connection with the bombing of a prison in 1993. The police say they believe she was a guerrilla with the Red Army Faction, originally know as the Baader-Meinhof gang, Germany’s most infamous postwar terrorist group. During her time in hiding, the police say, Ms. Klette and two accomplices, Ernst-Volker Staub and Burkhard Garweg, who are also wanted in connection with Red Army Faction activities, committed at least 13 violent robberies, netting them about two million euros (a little more than $2.1 million). The police also said they found two ammunition magazines and bullets in the apartment, but no gun.

A California prison inmate locked up on a gang-related murder conviction led a scheme that defrauded the U.S. government out of more than $550 million in Covid-era federal tax credits, prosecutors said. Five other people were charged with Thomas in the alleged drug trafficking scheme. The employee retention credits became a refundable federal tax credit for employers during the Covid-19 pandemic to encourage businesses to retain workers. "But that apparently was not enough: he also conspired to pursue over half a billion dollars in federal tax credits that were meant to help struggling businesses during the COVID-19 pandemic," Talbert said. DEA agents intercepted those calls and also intercepted text messages showing Thomas communicating about the tax fraud scheme, prosecutors said.

Ecuador’s military was sent in to seize control of the country’s prisons last month after two major gang leaders escaped and criminal groups quickly set off a nationwide revolt that paralyzed the country. In Brazil last week, two inmates with connections to a major gang became the first to escape from one of the nation’s five maximum-security federal prisons, officials said. Officials in Colombia have declared an emergency in its prisons after two guards were killed and several more targeted in what the government said was retaliation for its crackdown on major criminal groups. Inside prisons across Latin America, criminal groups exercise unchallenged authority over prisoners, extracting money from them to buy protection or basic necessities, like food.

An Israeli organization that supports survivors of sexual abuse released a report on Wednesday that concluded that acts of sexual violence against Israelis during and after the Hamas-led attack on Oct. 7 were “systematic and widespread.”“The report finds that the Hamas attack included brutal acts of violent rape, often involving threats with weapons, specifically directed towards injured women,” said the group, The Association of Rape Crisis Centers in Israel, an umbrella organization of nine such organizations in Israel. The report added that many incidents involved gang rape. “Often, the rape was perpetrated in front of an audience — partners, family or friends — in a manner intended to increase the pain and humiliation of all present,” the report said. The attackers “cut and mutilated sexual organs and other body parts with knives,” the report said. The report asserted that its information and analysis “clearly demonstrates that sexual abuse was not an isolated incident or sporadic cases but rather a clear operational strategy.”
