"It is time to start a conversation about using the windfall profits of frozen Russian assets to jointly purchase military equipment for Ukraine," she said in a speech before the European Parliament. "There could be no stronger symbol and no greater use for that money than to make Ukraine and all of Europe a safer place to live," von der Leyen noted. Crucially, frozen assets are, by definition, temporarily retained rather than fully seized with the ability for reallocation.

CNN —US women’s cycling team Cynisca has been suspended by the International Cycling Union (UCI), the sport’s global governing body, for perpetrating a “fraud” and dressing a mechanic as a rider in order to avoid disqualification from a race. “The above-mentioned members of the team were therefore all found to have participated in a fraud under article 12.4.008 of the UCI Regulations, with different levels of implication,” the UCI statement read. Van Haute, Barrett and Hicks no longer appear on Cynisca’s website as part of the 2024 roster and it is unclear if they have left the team. CNN has reached out to Cynisca Cycling for comment on the ruling and whether those individuals have left the team. The UCI said Van Haute “was found to be the main perpetrator” and suspended from all cycling activity until December 31, 2025, as well as being fined.

To succeed, proponents will need to convince those traditionally sceptical of EU joint borrowing such as Germany, the Netherlands and Nordic nations. European defence spending has been on an upward curve since Russia first invaded Ukraine and seized Crimea in 2014. NATO said on Wednesday it expected defence spending by its European members would grow by $33 billion this year to $380 billion. Last year, NATO estimated Belgium would spend 1.13 % of GDP on defence in 2023, second lowest among NATO members.

By Martin CoulterLONDON (Reuters) - Google is preparing to launch an anti-misinformation campaign across five countries in the European Union (EU), the company told Reuters ahead of the bloc's parliamentary elections and tougher new rules tackling online content. France, Poland and Germany accused Russia on Monday of putting together an elaborate network of websites to spread pro-Russian propaganda. Jigsaw's ads will be translated into all 24 official EU languages, the company said. The campaign will run for at least one month, with a view to extend it based on reach and performance. Results from the campaign, including survey responses and the number of people reached, are expected to be published in summer 2024.
