LONDON — The U.K.'s business minister said Monday that securing trade deals with India and Gulf nations remains "the priority" for the Labour government, with talks between Britain and the Gulf Corporation Council expected to resume as soon as next week. U.K. Business and Trade Minister Jonathan Reynolds told CNBC that negotiations with a six-strong group of Gulf countries would reconvene "very soon — maybe as soon as next week," while talks with India also remain a priority. U.K. free trade deals were touted as a key benefit of Brexit, with former Prime Minister and Brexiteer Boris Johnson vowing to secure one with India "by Diwali" 2022. The trade minister has also previously said that the government was pursuing trade talks with Israel, South Korea, Switzerland and Turkey. "It's important to recognize, whilst we don't do foreign policy through trade deals, British engagement commercially – country to country, business to business – is in itself a good thing," he said.

According to Clearview Energy Partners, Russian crude prices over the last four weeks have averaged about six cents below the Brent crude price. Record volumes of sanctioned Russian oil were carried by the "dark fleet" and known sanctioned tankers without known insurance over September, according to a recent report from Lloyd's List. The Price Cap Coalition continues to engage with industry to ensure compliance with the price cap and to increase Putin's costs of going outside it." The increased use of dark fleet vessels comes with greater maritime safety and environmental risks. Insurance giant Allianz said in May that dark fleet tankers had been linked to more than 50 accidents.

Phnom Penh, Cambodia AP —Thirteen pregnant Philippine women accused of illegally acting as surrogate mothers in Cambodia after being recruited online may face prison terms after they give birth, a senior Interior Ministry official said Saturday. The law was updated in 2016 to ban commercial surrogacy after Cambodia became a popular destination for foreigners seeking women to give birth to their children. The surrogacy business boomed in Cambodia after it was put under tight restrictions in neighboring Thailand, as well as in India and Nepal. She said the seven Philippine women and four Vietnamese women who were caught in the raid but who were not pregnant would be deported soon. The 13 pregnant women have been placed under care at a hospital in Phnom Penh, said Chou Bun Eng.

The Federal Aviation Administration approved a license on Saturday for the launch of SpaceX's Starship 5 set for Sunday after earlier saying it did not expect to make a decision until late November. SpaceX is targeting Sunday for the launch and said a 30-minute launch window opens at 7:00 a.m. CT. The FAA said on Saturday SpaceX had "met all safety, environmental and other licensing requirements for the suborbital test flight" for the fifth test of the Starship and has also approved the Starship 6 mission profile. The Starship spacecraft and Super Heavy rocket are a fully reusable system designed to carry crew and cargo to Earth orbit, the Moon and beyond. On Friday, the FAA approved the return to flight of the SpaceX Falcon 9 vehicle after it reviewed and accepted the SpaceX-led investigation findings and corrective actions for the mishap that occurred Sept. 28.

CNN —Australian Prime Minister Anthony Albanese has apologized after using an ableist slur to taunt political opponents in parliament. You know, you just sit there, babble, babble, babble,” he said, before immediately adding: “I withdraw and apologize.”Albanese later returned to the chamber to make a more formal apology. Mandy Maysey, president of the Tourette Syndrome Association of Australia, told CNN affiliate 7News that she was “absolutely livid” at the comments. “I’m incredibly disappointed and just gobsmacked somebody that has the national stage would use that platform and Tourette syndrome to make an insult,” she said. “This shows we have a very long way to go until Tourette syndrome is taken seriously as a condition,” she added.

☆ Helicopter pilot who crashed into a hotel had drunk a ‘significant amount of alcohol,’ report finds

Brisbane, Australia CNN —A pilot who died when he crashed a helicopter into a hotel in Australia had “significant blood alcohol content” during the unauthorized flight, according to an official report into the incident. The pilot had been out with friends at various venues around Cairns and was seen consuming alcohol, according to witnesses and security camera footage, the report said. Cameras also caught the moment he positioned one of Nautilus Aviation’s Robinson R44 Raven II helicopters onto a helipad at Cairns Airport at around 1:30 a.m. local time. The report found they wouldn’t have seen a helicopter that was operating at night with no lights. It found the helicopter wasn’t upright when it hit the hotel, but there was also no sign of mechanical failure.
