Doctors had advised Prince Mohammed, 37, to avoid long-haul flights that might affect his middle ear, said the royal court. It has not previously stated that the Crown Prince, Saudi Arabia's de facto ruler, had ear problems. Foreign Minister Prince Faisal bin Farhan Al Saud will head the kingdom's delegation to the summit instead. The Algerian presidency said late on Saturday that Prince Mohammed would not attend the event to be held on Nov. 1 in Algiers in compliance with a medical recommendation to avoid travel.

Amid resistance from France, Spain and Italy had previously broached the idea of building an underwater pipeline between the two countries. MILAN, Oct 13 (Reuters) - Carmaker Stellantis said on Thursday it had signed a framework agreement with Algeria to develop activities of its Fiat brand in the county, including for local production of vehicles. The deal covers a project for the development in Algeria of industrial, after-sales and spare parts activities for Fiat, as well as the development of the automotive sector in the country, Stellantis said in a statement, after signing the agreement with the director of cooperation of Algeria's industry ministry. The world's fourth-largest carmaker, which houses brands including Peugeot, Citroen, Alfa Romeo, Jeep and Opel, did not provide further details about the activities it will start under the agreement. "The quality of the ongoing discussions makes us confident about the development prospects of the Fiat brand, which will be keen to meet the expectations of Algerian customers," Stellantis CEO Carlos Tavares said. BRUSSELS, Oct 12 (Reuters) - Germany and the Netherlands have proposed a package of 10 measures that the European Union could use to curb gas prices and avoid fuel rationing, including looking into setting a new benchmark price for liquefied natural gas. The plan, seen by Reuters and shared with other EU countries before the bloc's energy ministers meet on Wednesday, calls for the EU to kickstart joint gas buying, to avoid one country outbidding another and driving prices higher. They said a broad gas price cap on imports was a less preferable option. A price cap on Russian gas could also be considered, but only if workable for the countries it would affect most, the document said. Brussels proposed a Russian gas price cap last month, but shelved the idea after resistance from central and eastern countries that feared Moscow would retaliate by cutting off the limited supplies it still sends to Europe.
