CNN —All eyes will be on Vladimir Putin this week, with the Russian president expected to make his first appearance on the world stage since the Wagner insurrection threatened his steel grip on power. In the brief, chaotic insurrection, Wagner – a private mercenary group led by warlord Yevgeny Prigozhin – took control of key military facilities in two Russian cities. Hong Kong CNN —Hong Kong police on Monday placed bounties on eight prominent democracy activists in self-imposed exile overseas, offering HK$1 million ($127,603) rewards each for information leading to their arrests. After leaving Hong Kong in recent years, many of the activists have continued to speak out against what they say is Beijing’s crackdown on their home city’s freedoms and autonomy. The sweeping law was imposed by Beijing on Hong Kong in 2020, after huge pro-democracy protests roiled the semi-autonomous city in the previous year. The Hong Kong government has repeatedly denied the national security law is suppressing freedoms. “I feel no joy over this, but feel sad for Hong Kong that people now see things this way, because it is an indication of how low Hong Kong has gone in the eyes of many,” he told CNN from Australia.

CNN —What was supposed to be a 10-hour journey to the Titanic shipwreck ended in tragedy, with all five passengers on the missing submersible killed in a catastrophic implosion. An underwater implosion refers to the sudden inward collapse of the vessel, which would have been under immense pressure at the depths it was diving toward. It’s unclear where or how deep the Titan was when the implosion occurred, but the Titanic wreck sits nearly 13,000 feet (almost 4,000 meters) below sea level. The submersible was about 1 hour and 45 minutes into the roughly 2 hour descent when it lost contact. But the submersible had only been equipped with 96 hours of oxygen, setting Thursday as a key target to locate and retrieve the submersible.

From OceanGate/FILEThe missing submersible is a small vessel designed to only hold five people for a day — two hours down, several hours exploring the Titanic and two hours back to the surface. Last year, the founder of tour operator OceanGate Expeditions showed a CBS team the inside of a submersible used to visit the Titanic's wreckage. The CBS video shows a small chamber, with about as much space as a minivan. There's only one small toilet in the vessel's front, which "doubles as the best seat in the house," according to an OceanGate webpage that's no longer available. It added that when the toilet is being used, they install a privacy curtain "and turn the music up loud."

☆ 31 dead after gas explosion at barbecue restaurant in China

CNN —At least 31 people are dead and seven injured in the Chinese city of Yinchuan, in northwest Ningxia region, after a gas explosion at a barbecue restaurant Wednesday night, according to state media. The explosion was caused by a leak of a liquified gas tank inside the restaurant, and took place around 8:40 p.m., according to state broadcaster CCTV. Among the seven injured, one person is still in critical condition. Photos posted by state media show the damaged building, with blackened exteriors, debris on the ground and smoke in the air. The restaurant is located on a busy street, state media reported.

A submersible, such as the missing Titan vessel, is a type of watercraft — but it has some key differences from the better-known submarine. Unlike submarines, a submersible needs a mother ship to launch it. The Titan's support ship was the Polar Prince, a former Canadian Coast Guard icebreaking ship, according to the ship's co-owner Horizon Maritime. A submarine can also stay underwater much longer, while submersibles have much fewer power reserves, according to OceanGate, the company operating the Titan expedition, in a webpage seen by CNN that is no longer available. The Titan has 96 hours of life support, and its dives down to the Titanic wreckage usually last 10 to 11 hours, according to the site — compared to submarines that can stay underwater for months.

It’s still not clear what happened to the submersible, why it lost contact, and how close to the Titanic it was when it went missing. According to OceanGate, Titan is a 23,000-pound submersible made of carbon fiber and titanium. On Pogue’s trip, communications broke down during a dive and the submersible was lost for over two hours, he said. Seoul, South Korea CNN —Scuffles broke out in the South Korean city of Daegu on Saturday as local officials led by the mayor clashed with police during a protest against an LGBTQ festival. Tensions came to a head on Saturday when local government officials gathered to protest at the festival site. A video posted by the event organizers shows festival vehicles stuck on the road, unable to enter due to the protesters. South Korean news agency Yonhap estimated that about 500 protesters and 1,500 police officers were at the scene. Hong, the Daegu mayor, has previously made headlines for anti-LGBTQ statements, such as claiming that gay men would weaken the South Korean military, according to local media.

CNN —Chinese carrier Hainan Airlines has defended imposing weight requirements on flight attendants after reports of the new policy went viral on social media and sparked a public backlash. “I just need the flight attendant to be fully qualified in professional knowledge, well-practiced in safety procedures, and wear the most suitable shoes and clothes for emergencies. Alaska Airlines also launched gender-neutral uniform guidelines for flight attendants last year; Virgin Atlantic and British Airways have adopted similar policies for greater inclusivity. Other Asian airlines have made headlines in recent years for imposing weight rules on cabin crew. In 2015, Air India asked 125 flight attendants to lose weight, while Pakistan’s national airline ordered cabin crew to abide by weight limits or face being grounded in 2019.

New York CNN —US Treasury Secretary Janet Yellen is set to ask Congress to lend more money to developing countries to counter China’s growing influence, according to a copy of her prepared remarks viewed by CNN. In addition to increasing lending to other International Monetary Fund programs, Yellen intends to tell lawmakers that the Biden Administration wants to boost involvement in the Inter-American Development Bank group’s private-sector investment fund and the African Development Fund. “These investments will bolster our engagement in these regions at a time of geopolitical competition,” Yellen intends to say in her testimony before the House Financial Services Committee on Tuesday. Such last-minute action “hurts our global leadership and credibility on the world stage,” Yellen is set to tell lawmakers on Tuesday. Fitch Ratings warned that it is still considering downgrading US debt despite the last-minute deal that Congress passed.

Hong Kong CNN —For days, images of New York choking in smoke have stunned the United States, as residents struggle to deal with the unfamiliar challenge of severe air pollution. That means its people are exposed to high levels of fine particulate matter, or PM2.5, a widely used indicator of harmful air pollution. It culminated in the infamous 2013 “air-pocalypse,” when the air quality index hit 755, smashing what was supposed to be the top of the scale at 500, according to the US Embassy in Beijing that kept a daily air quality monitor. In 2021, Beijing recorded its best monthly air quality since records began in 2013; photos now show mostly blue skies in the city. It’s an encouraging sign, and evidence that the right policies and investment can help fix air quality.
