Russian disinformation peddlers are producing videos targeting the Harris-Walz campaign with false and disparaging claims, Microsoft said Tuesday. At least three Russian disinformation actors have been working to denigrate the Harris-Walz campaign, Microsoft said. Some of the disinformation comes in the form of two videos that have been disseminated since late August, Microsoft said. NBC News has viewed an upload of that video posted to X, which Microsoft confirmed is the alleged Russian disinformation. The report comes after the U.S. accused the Kremlin of running a multifaceted disinformation campaign to boost former President Donald Trump and disparage Harris.

The Kremlin said Tuesday that an order by President Vladimir Putin to transform Russia’s army into the second largest in the world was needed to address growing threats on Russia’s western borders and instability to the east. Putin on Monday ordered the regular size of the Russian army to be increased by 180,000 troops to 1.5 million active servicemen in a move that would make it the second largest in the world after China’s. “This is due to the number of threats that exist to our country along the perimeter of our borders,” Kremlin spokesman Dmitry Peskov told reporters on a conference call. Putin since 2022 had previously ordered two official increases in the number of combat troops — by 137,000 and 170,000 respectively. Dara Massicot, an expert in the Russian military at the Carnegie Endowment for International Peace think tank, questioned whether Moscow was ready to foot the bill for the increase in active servicemen.

China sent several warships and 15 aircraft to waters off Russia’s Far East coast for Ocean-2024, according to the Russian military. The latest Russia-China military drills fit a pattern of more than a decade of enhanced military coordination between the two countries, experts say. The joint drills also raise questions about whether the two nuclear-armed powers, which are not treaty allies, could act together in any potential future conflict. Last week, Russia stepped up its efforts to expel Ukrainian troops from Kursk and is inching forward toward the crucial Ukrainian town of Pokrovsk in the eastern Donbas region. In August 2022, Putin ordered an increase of 137,000 troops by the start of the new year, which put the military’s staffing at just over 2 million personnel, including 1.15 million troops. Then in December, Putin ordered another official expansion of 170,000 troops, bringing the total to 1.32 million. In an update published this month, the General Staff of Ukraine’s military said Russia has lost 616,300 troops.

Rome CNN —Hundreds of posters have appeared on billboards across Italy this summer, bearing the slogan: “Russia is not our enemy” and depicting a handshake in the colors of the Italian and Russian flags. In Rome, the posters drew ire from the mayor’s office because they featured both the city’s name and its official symbol. In a decree to local police and the advertising company that owns the billboards in Rome, it ordered the removal of all posters. Earlier this month, they met at the European House’s Ambrosetti Forum in Cernobbio, northern Italy. The Russian propaganda posters have not caused notable outcry among the Italian public, in part because they started appearing during the summer months, when most Italians take their vacations.

Russia has launched a major counterattack in its Kursk border region, more than a month after a surprise invasion by Kyiv’s forces that turned the tables in the two-and-a-half-year war. Ukraine has claimed to hold some 500 square miles of Russian territory in Kursk after sweeping across the border on Aug. 6 and taking Moscow by surprise. NBC News was able to geolocate a video purporting to show a column of what appears to be Russian military vehicles moving toward the settlement of Snagost in the Kursk region. Ukrainian forces were also trying to break through the border in other areas of the Kursk region, the ministry said. Zelenskyy told NBC News last week that he planned to hold the territory his forces had seized in Kursk indefinitely.

CNN —Russia has launched a counter-attack in the Kursk border region where Ukrainian forces last month launched a surprise cross-border incursion. Ukraine has been anticipating a Russian reaction and a counteroffensive is in line with the ‘Ukrainian plan,’ Zelensky said. Zelensky has previously said that the surprise attack on Russia’s Kursk region was the initial step in a four-part “victory plan.”The Russian Ministry of Defense said in a statement Thursday that Russian forces had “penetrated” into the Kursk region, capturing 10 settlements. On August 6, Ukrainian forces stormed into the Kursk region in a shock, lightning strike that caught even American officials by surprise. Last week, Zelensky said Ukraine had captured around 100 settlements in the Kursk region, and around 1,300 square kilometers (500 square miles) of territory.

On Tuesday, the Russian military launched large-scale naval and air drills in the Sea of Japan alongside China. It's the second time in only three months that the powers have held joint military exercises, with drills held near the southern Chinese port of Guangdong in July. The joint exercises are taking place in the Sea of Japan and Sea of Japan and the Sea of Okhotsk. Some analysts, though, are pointing to tensions between Russia and China that could weaken the alliance. But for now, the alliance is growing closer, and Thomson said that the US will be watching the latest military exercises between Russia and China closely.

US officials have expressed concerns that allowing Ukraine to strike deep inside Russia could escalate the conflict and cause Russia to further accuse the US of being part of the war. Blinken said he discussed the restrictions with Ukrainian President Volodymyr Zelensky and would report back to President Biden. On Tuesday, the bipartisan congressional Ukraine caucus called on Biden to allow Ukraine to strike targets inside Russia with the long-range weapons. The United States already does provide intelligence to Ukraine, and has previously assisted in the targeting, although not with the long-range systems currently being considered.

Russia said it has launched a major counteroffensive to retake large areas of its Kursk region that were seized by Ukrainian forces in the border incursion that began last month. Russian Major General Apti Alaudinov, who commands special forces fighting in Kursk, said that Russian troops took back control of about 10 settlements in Kursk, which borders northeastern Ukraine. "Russian forces began counterattacks along the western edge of the Ukrainian salient in Kursk Oblast and reportedly seized several settlements northeast and south of Korenevo on September 10 and 11. The ISW noted that visual evidence suggested that Russian forces deployed in Kursk were operating in company-sized units of 100-250 soldiers and may be using more combat-experienced units to conduct the counteroffensive. The incursion prompted regional authorities to evacuate 150,000 people living in the region, as well as neighboring Belgorod.
