CNN —President Joe Biden will meet with Ukrainian President Volodymyr Zelensky while he is in Normandy, France, according to White House national security adviser Jake Sullivan. CNN previously reported that Russian President Vladimir Putin was not extended an invitation, according to a French presidential source. Sullivan added that Biden is also expected to meet with Zelensky during the G7 in Italy next week. “In the course of a little more than a week, the president will have two substantive engagements with President Zelensky,” Sullivan said. The two leaders last met in person when Zelensky was in Washington, DC, in December 2023 to make an in-person plea for military and economic aid.

Berlin CNN —Pavlo Kushnirov was among Ukrainian soldiers fighting in the eastern city of Bakhmut with114th territorial defence brigade on a sunny day last winter when Russian shelling changed his life forever. German officials estimate there are between 30,000 and 50,000 Ukrainian amputees as a result of the conflict. Now a German non-governmental organization is working to bring wounded Ukrainian soldiers to Berlin so they can be fitted with custom-made artificial limbs and given treatment that will allow them to lead as normal a life as possible. Kushnirov and Sayko-Kazakov are among the first of 60 severely wounded Ukrainian soldiers who will receive treatment in Germany, thanks to the Berlin-based NGO “Life Bridge Ukraine.” They hope to start what they see as a new life soon. Battlefield conditions in Ukraine mean limbs must often be amputated quickly to save soldiers’ lives.

CNN —Ukraine’s largest hydroelectric dam, the Dnipro Hydroelectric Power Plant (HPP), is in “critical condition” after it was hit in a Russian strike on Ukraine’s key energy facilities, authorities say. The head of the Zaporizhzhia region military administration, Ivan Fedorov, told Ukrainian television that the power plant can no longer produce electricity. Russia has continued its tactic of striking key energy facilities this week, with the Ukrainian Ministry of Energy warning Sunday of a “significant power shortage” as a knock-on effect of the strikes. Last year, the Nova Kakhovka dam, a major dam and hydro-electric power plant in Russian-occupied southern Ukraine collapsed. Gen. Oleksandr Syrsky, Ukraine’s commander in chief, said on Thursday that Moscow was redeploying troops toward Vovchansk and Lyptsi, two villages near the city of Kharkiv that Russian forces have been trying to capture for more than two weeks. Other officials have also said that Russia has massed troops further north, across from the Ukrainian region of Sumy, in preparation for a possible ground offensive in that area. “These forces are not enough to launch a full-scale offensive and break through our defenses,” General Syrsky wrote on Facebook on Thursday. Still, he said, a reorganization of Ukrainian defenses in the area was underway to be prepared to repel assaults. Commanders have been forced to move troops to the north to shore up defenses while waiting for Western weapons in numbers big enough to have an impact.

President Biden is edging toward what may prove to be one of his most consequential decisions in the Ukraine war: whether to reverse his ban on shooting American weapons into Russian territory. He has long resisted authorizing Ukraine to use U.S. weapons inside Russia because of concern it could escalate into a direct American confrontation with a nuclear-armed adversary. Now, after months of complaints about the restrictions from Ukraine’s president, Volodymyr Zelensky, the White House has begun a formal — and apparently rapid — reassessment of whether to take the risk. CNN —Ukraine should be allowed to use French weapons, including long-range missiles, against targets inside Russia from which Moscow attacks Ukraine, French President Emmanuel Macron said Monday. The SCALP missiles have a range of up to 155 kilometers (96 miles) and carry a 400-kilogram (881-pound) high-explosive penetration warhead, according to the Missile Threat project at the Center for Strategic and International Studies. Macron stressed that the French arms are to be used only against targets from which attacks are launched into Ukraine. “We must not allow them to hit other targets in Russia,” including civilian or other military targets, the French leader said. The meeting follows a similar agreement between Ukraine and Spain on Monday, with Spanish Prime Minister Pedro Sánchez announcing a $1.08 billion weapons deal for Ukraine.

CNN —Eighteen people, including a 12-year-old girl, are among those killed in a Russian strike that hit a large store in Kharkiv on Saturday, regional officials have said, making it the deadliest attack Ukraine has endured in several weeks. He said that 48 people were injured in the strike that hit the megastore building while nearly 200 people were inside.
