India increases windfall tax on petroleum crude

The windfall tax on petroleum crude will be raised to 12,100 rupees ($145.65) per ton from 10,000 rupees ($120.37), effective Sept. 30. The levy has been cut on aviation turbine fuel to 2.50 rupees per litre from 3.50 rupees per litre, while on diesel to 5 rupees per litre from 5.50 rupees. On Sept. 16, the government had raised the windfall tax on petroleum crude to 10,000 rupees per ton from 6,700 rupees. India imposed the windfall tax on crude oil producers in July last year and extended the levy on exports of gasoline, diesel and aviation fuel after private refiners wanted to make gains from robust refining margins in overseas markets, instead of selling at home.

"Sometimes high oil prices can become a self-fulfilling prophecy," Indian Energy Minister Hardeep Singh Puri warned in August. The oil price hike has benefitted Moscow despite sanctions.

HAVANA, Sept 28 (Reuters) - Power blackouts in Cuba are expected to increase significantly due to a lack of fuel, officials warned in a nationwide TV broadcast, worsening the country's plight as it deals with food and medicine shortages. The Communist-run island has been mired in crisis and plagued by blackouts and shortages of food, medicine and fuel since the pandemic. Cuba says U.S. sanctions are largely to blame for the crisis, depriving the country of foreign exchange to import most of its fuel, food and other supplies. Aluminum producer Alcoa announced Monday that the company has named William Oplinger as its new president and CEO, effective immediately. Oplinger had served as Alcoa's executive vice president and chief operations officer since February. "Our Board believes Bill's extensive experience with Alcoa makes him well-positioned to carry the company forward." The Pittsburgh-based producer split into two publicly traded companies and created the current iteration of Alcoa in 2016. Macron wants fuel industry to sell at cost price

PARIS, Sept 24 (Reuters) - French President Emmanuel Macron said on Sunday the government would ask the fuel industry to sell at cost price and would grant 100 euros ($106.52) in aid to the poorest workers who drive to work, to stem the impact of inflation on households. "There is something we can work on, is to avoid that there are abusive margins done on refining," he said. Macron's government had initially planned to encourage retailers to sell fuel below cost by temporarily lifting a ban on doing so, which the industry strongly rejected as being unaffordable. On food prices Macron said the government wanted an "agreement to moderate margins", accusing large groups of having maintained high prices despite a decline in inflation. The number of low-emission hydrogen projects continues to grow rapidly, but installed capacity remains low as developers delay or put off plans due to increasing manufacturing, construction and installation costs, the Paris-based organization said in its latest hydrogen report. In recent years, policy makers have rolled out financial tools such as tax credits or funding programs to support developers. “Governments need stronger policy action on multiple fronts to tap in to the opportunity that low-emission hydrogen offers,” the IEA said.

A pilot plant to test the refining process is about to be launched at Eramet's research centre near Paris, they added. Several gigafactories are due to produce batteries in the Dunkirk area as the French government encourages the emergence of a "battery valley" to support EV manufacturing. Eramet and Suez's battery dismantling plant will have a processing capacity of 50,000 tons of battery modules per year, the equivalent of 200,000 EV batteries, they said.

"The single most important skill that everybody has pointed to is these two words: prompt engineering," Agarwal, the chief platform officer of multimillion-dollar education technology company 2U, tells CNBC Make It. Prompt engineering is essentially the skill of refining and inputting text commands for generative AI programs like ChatGPT. "How you ask for something [from a generative AI tool] is very critical," says Agarwal, the founder of online educational platform edX, which was acquired by 2U in 2021. Prompt engineering can particularly help prevent generative AI's biggest current drawback: regular occurrences of mistakes, fabricated information and other errors, all known as "hallucinations." A well-trained engineer "can stop [AI] from hallucinating by providing constraints," creating more accurate and efficient results, Agarwal says.
