The next step was to draw a proposal for the Ministry of Petroleum Resources, the department that oversees Nigeria’s considerable fossil-fuel reserves. Nigeria would pipe in wet gas at no cost to the company. For about a year leading up to the submission of P.&I.D.’s proposal, Quinn and Cahill sent Taiga and one of her daughters just a bit more than $25,000 in incremental payments. Quinn also took Taiga’s colleague, a Ministry employee named Taofiq Tijani, to dinner at Chopsticks, a Chinese restaurant in Abuja. Then, shortly before the contract was signed, Cahill sent another $5,000 from a bank in Cyprus to Taiga’s daughter’s account, which was coded as a “commission payment.”

NEW YORK (AP) — Former New York Mets general manager Billy Eppler was suspended through the 2024 World Series on Friday by baseball Commissioner Rob Manfred, who concluded he directed team staff to fabricate injuries to create open roster spots. “I cooperated fully and transparently with MLB’s investigation, and I accept their decision,” Eppler said in a statement. No other Mets personnel were disciplined by the commissioner's office, a second person familiar with the investigation said, also on condition of anonymity. Eppler, 48, was the Mets general manager from November 2021 until he quit last Oct. 5, three days after owner Steven Cohen hired David Stearns as president of baseball operations. Hinch and general manager Jeff Luhnow were suspended in January 2020 through that year’s World Series for their roles in the team using a video camera to steal signs.

Campaign posters for Nawaz Sharif, Pakistan's former prime minister, along a street ahead of Pakistan's national election in Lahore, Pakistan, on Friday, Feb. 2, 2024. Pakistan's former Prime Minister Nawaz Sharif declared victory on Friday in the country's 2024 General Election, one that many Pakistanis and human rights groups are decrying as neither free nor fair. Sharif, 74, cited the Election Commission of Pakistan in saying that his party, the Pakistan Muslim League-Nawaz (PML-N), had won the largest share of the national vote. "Former Prime Minister Nawaz Sharif will almost certainly win," Chaudhuri said as the polls opened. A lifetime ban from partaking in politics and multiple corruption convictions for Sharif were overturned by Pakistani courts last year.

ISLAMABAD (Reuters) - Independent candidates contesting Pakistan's national election, most of whom are backed by former Prime Minister Imran Khan, won in 47 of 106 parliamentary seats as counting progressed on Friday, according to projections by broadcaster Geo News. Results have been declared by the Election Commission of Pakistan in a total of 57 seats so far, according to the panel's website. Elections were held to 264 of the 265 seats in the national assembly and a political party needs 133 seats for a simple majority. Former Prime Minister Nawaz Sharif's Pakistan Muslim League (Nawaz)(PML-N), which has won at least 17 seats so far, may form a coalition government with independent candidates, Sharif's aide Ishaq Dar suggested on Friday, Geo reported. "I am confident that we will form a government," Dar said, adding that his party would concede if any other party emerged a clear winner.

Islamabad CNN —Former Pakistani Prime Minister Nawaz Sharif claimed Friday that his party had emerged as the largest in the country’s election even as independents affiliated with jailed leader Imran Khan took the lead and protests broke out over delays to the count. If Sharif’s party forms the new government he would become prime minister for a historic fourth term. Analysts have described the vote as the least credible in the country’s post-independence history, accusing authorities of “pre-poll rigging” amid a wide crackdown on Khan’s party. His longtime foe, 74-year-old Sharif, a scion of the elite Sharif political dynasty, is seeking to make what would be a remarkable political comeback following years of self-exile overseas after he was sentenced to prison on corruption charges. Also standing is Bilawal Bhutto Zardari, the 35-year-old son of slain former leader Benazir Bhutto, hoping to reestablish his Pakistan People’s Party as a major political force.

There's broad agreement that some kind of public comment time management is necessary in Virginia's sessions, which generally run no longer than 60 days. When the opponents' six minutes ran out after only three speakers, Watts attempted to cut the group off. Gilbert also suggested the limited public comment could have been by design in this instance. By the end of the public comment, then-sponsor Sen. Chap Petersen, a Democrat, threw up his hands and said: “Do what you want with the bill. She also questioned why the Senate is not taking online public comment in subcommittees or allowing the submission of written public comments.

The number of monarch butterflies at their overwintering areas in Mexico dropped precipitously this year to the second-lowest level on record, according to an annual survey. The census, considered a benchmark of the species’s health, found that the butterflies occupied only about 2.2 acres of forest in central Mexico, down 59 percent from the prior year. Only the winter of 2013-14 had fewer butterflies. Scientists said the decline appeared to be driven by hot, dry conditions in the United States and Canada that reduced the quality of available milkweed, the only plants monarch caterpillars can eat, as well as the availability of nectar from many kinds of flowers, which they feed on as butterflies. “It’s telling us that we need to intensify conservation and restoration measures,” said Jorge Rickards, the general director of World Wildlife Fund in Mexico, which conducted the survey with the National Commission of Protected Natural Areas and other partners.

A National Labor Relations Board regional official has decided that Dartmouth basketball players are employees of the school, clearing the way for an election that would create the first-ever labor union for NCAA athletes. “Because Dartmouth has the right to control the work performed by the Dartmouth men’s basketball team, and the players perform that work in exchange for compensation, I find that the petitioned-for basketball players are employees within the meaning of the (National Labor Relations) Act,” NLRB Regional Director Laura Sacks ruled. “At Dartmouth, students’ primary objective is learning,” school attorney Joe McConnell said then. Because anti-smoking groups aren’t just fighting the tobacco companies these days. They have fractured over tobacco harm reduction — the idea that people who cannot or will not quit smoking should be provided with alternatives, notably e-cigarettes, which deliver nicotine without burning tobacco. They argue that e-cigarettes will lead to a new generation addicted to nicotine, even if they are not smoking. It focuses largely, but not entirely, on reduced-risk nicotine products, a category that includes e-cigarettes, oral tobacco, and “heat not burn” products that warm up tobacco without burning it. There are no safe tobacco products; all fall along what’s called a continuum of risk.
