Hong Kong CNN —A major heat wave is forecast to spread across large swathes of northern China this week, bringing record high temperatures to some areas, according to China’s meteorological authorities. The heat wave, which began on Saturday, has already triggered government weather alerts and follows the country’s hottest spring on record. The national observatory on Monday issued an orange alert for high temperatures – the second most severe warning – as sweltering heat engulfed the country’s north. Beijing on Saturday raised its first yellow alert for high temperatures this summer, warning residents to avoid going outdoors during the hottest parts of the day. Zhong said the high temperatures were linked to El Niño, a natural climate pattern marked by warmer than average ocean temperatures in the equatorial Pacific.

CNN —Hundreds of residents living near Mount Kanlaon in the Philippines were ordered to evacuate Tuesday after the volcano erupted, sending a three-mile tall (five-kilometer) ash column into the sky that caused dozens of flights to be canceled. The Philippine Institute of Volcanology and Seismology (Phivolcs) said Mount Kanlaon erupted for six minutes on Monday evening, causing a “strong earthquake,” as the agency warned that ash fall and sulphuric odor would affect surrounding villages. Forty-three volcanic earthquakes had been recorded in the 24 hours to midnight Monday, according to the agency’s volcano summary. Images on social media showed an ash cloud shooting into the starry night sky. Situated on Negros, the fourth most populous island of the archipelago, Mount Kanlaon is one of 24 seismically active volcanoes in the country.

The Consumer Financial Protection Bureau on Monday finalized a plan to create a public registry of nonbank businesses that have been penalized for violating consumer protection laws, a roster some have called a “rap sheet” for companies. The goal, the consumer bureau said, is to make it easier for consumers, watchdogs and government prosecutors to identify patterns and recurrences. “Too many American families and businesses have been harmed by repeat offenders in a rinse-and-repeat cycle of illegal activity,” Rohit Chopra, the bureau’s director, said at a news conference. “When companies believe that violating the law is more profitable than following it, this totally undermines public trust and harms businesses who are playing by the rules.”The bureau estimates that at least 1,500 and as many as 7,750 companies will be subject to inclusion in the registry. ARPA funds have been used to partially or fully fund most US basic-income pilots so far, but funds are set to expire. While philanthropy and nonprofit work have been central to basic-income pilots, they are not always a long-term or large-scale funding solution. More GBI programs are electing to focus on specific groups of participants, like low-income parents with children and foster youth. The program is funded through the Temporary Aid to Needy Families Program (TANF), an existing federal cash assistance program for low-income families.
