ISLAMABAD (AP) — Afghan women feel scared or unsafe leaving their home alone because of Taliban decrees and enforcement campaigns on clothing and male guardians, according to a report from the U.N. mission in Afghanistan. The U.N. mission’s report, published Friday, said the decrees are being enforced through arrest, harassment and intimidation. Photos You Should See View All 33 ImagesOver half of the women interviewed for the report felt unsafe leaving the house without a male guardian, or mahram. Some women said that male relatives were also afraid and reluctant to leave the home with female relatives, as this would expose them to Taliban harassment. It seemed to be a specific goal of the Taliban to frighten women and girls out of leaving their homes, Barr said.

In January 2023, it was cheaper to dine out, with food prices up 8.2% compared to the prior year. CNN —When Super Bowl Sunday rolls around each year — whether it’s in Miami, New Orleans, Los Angeles or Minneapolis — Las Vegas still draws the crowds. It took years — and a Supreme Court ruling legalizing sports betting — for the National Football League to view Las Vegas in a different light. “We’re sold out, have been for the last month,” said Paul Hobson, general manager of the Sahara Las Vegas hotel-casino. “Las Vegas has a lot of people going there for Super Bowl weekend anyway,” Stephenson said. But Finland's national carrier Finnair said Friday that it started asking passengers this week voluntarily and anonymously hop onto a scale with their hand luggage at the country's main airport in Helsinki, the airline said Friday. Passengers boarding onto European and long-haul flights won't be “penalized for their weight,” and “the numbers are kept discreet, away from prying eyes,” she added. Finnair has chosen the latter, but safety authorities require that the survey is renewed every five years. The last time Finnair weighed passengers was in 2018. In June, New Zealand’s national airline also weighed passengers before boarding.

How did streets, from the East to the West Village, once home to the urbanist Jane Jacobs, a champion of the city’s neighborhoods, become so hollow? But behind the scenes, an important, largely overlooked factor is New York City’s zoning code, enacted in 1961. The code also reflected an anachronistic, and at times elitist, view that limited where and how small businesses could operate. Today, over half a century later, the Department of City Planning is finally trying to overhaul the 1961 code and revive much of the mixed-use character and serendipitous storefront activity that gives New York its soul. CNBC's Jim Cramer on Monday unpacked Federal Reserve Chairman Jerome Powell's comments on inflation, saying that even though it's unclear when rates will come down, there is money to be made in the interim. He encouraged investors to buy stocks and not just keep money in lower-risk investments. "I'm beginning to believe that the biggest money will be made between this period where the Fed's holding pat and the moment where we get the first rate cuts," Cramer said. After the Federal Reserve's meeting last week, Powell said the central bank would cut rates sometime this year, but not likely in March, when many on Wall Street expected. Cramer conceded that some investors think stocks are a reckless option until the Fed starts cutting.

To the Editor:Re “A Chestnut Stuck in Time: Nostalgia Stymies Fusion,” by Ethan Iverson (Arts & Leisure, Jan. 28), about “Rhapsody in Blue” at 100:Mr. Iverson’s article saddles Gershwin’s “Rhapsody in Blue” with the task of not only changing music history (which it did) but also singularly overhauling Western music pedagogy. No artist in any medium could accomplish this, so I’m not sure why Mr. Iverson is holding poor Gershwin to this unrealistic standard. What the article did do was make me listen to “Rhapsody in Blue,” twice, for the first time in about 20 years. Mr. Iverson finds the work “naïve and corny” — points he does not elaborate upon — but I was struck by what a formal miracle the piece is. Like Stravinsky’s “Rite of Spring,” written 11 years earlier, Gershwin’s “Rhapsody” holds together through the savvy repetition of varied and memorable material.

New York CNN —The first jobs report for 2024, set to be released at 8:30 am ET Friday, is expected to underscore the strength of the US economy despite 11 rate hikes from the Federal Reserve. That can make the January jobs report among the trickiest to forecast, said Sarah House, a senior economist with Wells Fargo. Friday’s jobs report also will include the final annual benchmark review of payroll data for the 12 months that ended in March 2023. However, excluding January 2023, last month’s job cuts were the highest seen in January since 2009, according to Challenger. A 7-Eleven convenience store has a sign in the window reading "Now Hiring" in Cambridge, Massachusetts, U.S., July 8, 2022. Private payroll growth declined sharply in January, a possible sign that the U.S. labor market is heading for a slowdown this year, ADP reported Wednesday. Only one sector — information services (-9,000) — reported a decline, but hiring was slow across virtually all sectors. While the ADP data can provide a barometer for private sector hiring, the two reports often differ, with ADP often undershooting the Labor Department's numbers. On wage gains, ADP reported a 5.2% annual rise, a number that has run above the government's measure of average hourly earnings.

Further, there are signs within the consumer discretionary sector that recent underperformance compared to the rest of the 'growth trade' may persist.
