For the second consecutive night, the Rays rallied past the Rockies on Wednesday. Lowe, who went 1-for-5, lashed a liner to right that scored Osleivis Basabe with the game-winning run from second base. Colorado's Peter Lambert will make the start in Florida before the club stays in the AL East and heads to Baltimore for a series beginning Friday. He matched his career high with seven innings pitched, allowing just one run -- a homer by Elvis Andrus on the game's first offering -- and four hits. Since returning to a starting role, he sports a 2-3 record and a 3.34 ERA over seven starts.

CNN —Some leaves in tropical forests from South America to South East Asia are getting so hot they may no longer be able to photosynthesize, with big potential consequences for the world’s forests, according to a new study. They found that average forest canopy temperatures peaked at 34 degrees Celsius (93 Fahrenheit) but some exceeded 40 degrees Celsius (104 Fahrenheit). This level of warming is not expected under current climate policies, which are estimated to bring 2.7 degrees Celsius of warming above pre-industrial levels. While these figures may seem small, the risk is significant given how critical tropical trees are for life, the climate system and the planet. But, he added, there are more immediate concerns for tropical forests, including deforestation, wildfires and droughts.

A total of 119 defendants pleaded guilty or were convicted at trial during the sweep, according to the Justice Department. Last year, the U.S. Justice Department tapped federal prosecutor Kevin Chambers to lead its efforts to investigate alleged fraud schemes targeting pandemic assistance programs. Over $200 billion from the U.S. government's COVID-19 relief programs were potentially stolen, a federal watchdog said in late June, adding that the U.S. Small Business Administration (SBA) had weakened its controls in a rush to disburse the funds. Earlier this year, a separate watchdog report said the U.S. government likely awarded about $5.4 billion in COVID-19 aid to people with questionable Social Security numbers.

Median basic pay deals in the three months to the end of July fell to 5.7% following six consecutive quarters at a record 6%, human resources publication and data provider XpertHR said. Pay awards remained below the rate of inflation. Sheila Attwood, senior content manager at XpertHR, said pay awards had likely hit their peak and expects the gap between pay deals and inflation to narrow. However, official figures from the Office for National Statistics showed annual wage growth excluding bonuses rose to 7.8% in the three months to June, the highest in records going back to 2001. XpertHR said median pay awards for the public sector stood at 5% in the year to July, up from 3.2% in the year before.

Even though supply-chain challenges are easing, prices of certain parts remain high, denting profits. The company said the "real challenge" is in obtaining chips, whose prices have risen 25% to 30%, while supply chains remain tight. The Dublin-based company said demand for new vehicles remains strong in North America and Europe, but flagged concerns around underlying GDP growth in China. It would also limit the need for environmental reviews for projects that federal agencies deem to have significant and long-lasting positive impacts. NEPA is a bedrock environmental law that requires environmental reviews for major projects, and is a frequent focus of litigation that can delay projects for years. The White House said the proposed rule "would fully implement and build upon new permitting efficiencies" directed by Congress in this year's debt ceiling law. The rule would build on initial work to reform the NEPA process finalized last year, when the White House reversed a Trump administration overhaul of the process. Last year's changes required federal agencies to consider the “direct,” “indirect,” and “cumulative” impacts of proposed projects or actions, including a full evaluation of climate impacts.

WASHINGTON, July 26 (Reuters) - Four Republican U.S. senators on Wednesday sought to reverse a Biden administration decision to waive "Buy America" requirements for government-funded electric vehicle (EV) charging stations. Senators Marco Rubio, Roger Marshall, Rick Scott and Kevin Cramer said the Federal Highway Administration waiver of U.S. content requirements for steel, iron and construction materials would result in U.S. taxpayers subsidizing Chinese-made products. It said in February that the short-term waiver would enable "EV charger acquisition and installation to immediately proceed." EV chargers require iron and steel for some of their most crucial parts, including the internal structural frame, heating and cooling fans and the power transformer. U.S. states and companies had warned that global demand for EV chargers is straining the supply chain, making it difficult, if not impossible, to meet made-in-America standards and expedite construction of new chargers.
