Refiner Indian Oil Corp (IOC.NS) also is looking to work in Guyana in collaboration with ONGC Videsh, two people close to the talks told Reuters. Guyana is offering three deepwater and 11 shallow-water blocks, each averaging 2,000 square kilometers (722 sq miles). Exxon is considering bids on the blocks, said the company's Guyana country chief, Alistair Routledge. To bring more companies into the auction, Guyana did not restrict the amount of blocks companies can bid for, but will limit the awards to three per company. Last year, Exxon, Hess Corp (HES.N) and China's CNOOC (0883.HK) ramped up oil output and exports with their second production vessel.
Jan 13 (Reuters) - The Russian Anti-Doping Agency (RUSADA) investigation into figure skater Kamila Valieva's failed drug test has ruled that the teenager was not guilty of any doping infraction, the World Anti-Doping Agency (WADA) said on Friday. WADA said in a statement that RUSADA had determined that although Valieva had committed an anti-doping rule violation, she bore "no fault or negligence" for it. In her defence, Valieva said the positive test was the result of a mix-up with her grandfather's heart medication. CAS had cleared Valieva to continue competing at the Beijing Games in the women's singles, upholding an earlier decision by RUSADA to lift a ban on the skater. CAS had cited the fact that Valieva was a "protected person" under WADA rules as one of the "exceptional circumstances" underpinning its decision.
Reuters reported last month about India's plans for a green hydrogen incentive programme. "Our aim is to establish India as a global hub of green hydrogen," Thakur said. India also plans to build electrolyser capacity of 60 gigawatts to 100 gigawatts to help produce green hydrogen, Thakur said. To promote the use of green hydrogen, Thakur said obligations - such as mandatory targets for green hydrogen consumption - would be required of fertiliser units, petroleum refineries and city gas distribution networks. The United States and the European Union have already approved incentives worth billions of dollars for green hydrogen projects.
NEW DELHI, Dec 28 (Reuters) - India is "seriously" considering a bid to host the 2036 Olympic Games, sports minister Anurag Thakur said. The world's second-most populous nation has previously hosted the Asian Games and the Commonwealth Games, and Thakur told the Times of India newspaper it was the "right time" to host the Olympics. "India is looking very seriously at bidding for the 2036 Olympics," Thakur added. Germany is considering whether to launch another Olympic bid despite strong domestic opposition. New Delhi hosted the Asian Games in 1951 and 1982 and the Commonwealth Games in 2010.
NEW DELHI, Dec 27 (Reuters) - India is planning a $2 billion incentive programme for the green hydrogen industry, three sources told Reuters, in a bid to cut emissions and become a major export player in the field. The United States and the European Union have already approved incentives worth billions of dollars for green hydrogen projects. GREEN AMMONIA, TOOThe Indian government expects industry to invest 8 trillion rupees in green hydrogen and its derivative green ammonia by 2030, said the industry manager and another government official. The green hydrogen proposal is likely to be called "Strategic Intervention for Green Hydrogen Transition (SIGHT)" and will be split into 45 billion rupees for electrolyser manufacturing for five years and the 135 billion rupees for green hydrogen and green ammonia production for three years, the manager and second official said. The incentive for making green hydrogen is likely to be 50 rupees per kg for three years, they said.
TOKYO, Dec 20 (Reuters) - The city of Sapporo and the Japan Olympic Committee will be pausing active promotion of Sapporo's bid for the 2030 Winter Olympics for "a while", Kyodo news agency reported on Tuesday. A widening scandal regarding corruption during the Tokyo 2020 Olympics has prompted several arrests in connection with suspected bid-rigging, and Sapporo's mayor was quoted last week as saying it might be difficult to carry out promotional activities under current conditions. Earlier this month, the International Olympic Committee (IOC) decided to postpone its decision on the host city for 2030, citing concerns about climate change. REUTERS/Dado Ruvic/Illustration/FilesNEW DELHI, Dec 15 (Reuters) - India is considering building several refineries instead of a single mega plant planned with Saudi Aramco (2222.SE) and Abu Dhabi National Oil Company (ADNOC), due to challenges in acquiring land, three sources familiar with the matter said. Aramco and ADNOC own 25% each in the joint venture Ratnagiri Refinery & Petrochemicals Ltd (RRPCL), a company named after the region where the refinery was initially planned. "The role of Maharashtra government is crucial in acquiring the land," the source said. Another source said ADNOC and Aramco were aware of the plan for several refineries.
Flag bearers Olga Fatkulina and Vadim Shipachyov of Team ROC carry their flag during the opening ceremony of the Beijing 2022 Olympics. The U.S. Olympic & Paralympic Committee backs the idea to include Russian and Belarusian athletes at the 2024 Paris Summer Olympics, as long as they don’t compete under their nations’ flags or in their colors, said Susanne Lyons , chair of the USOPC board of directors. International Olympic Committee president Thomas Bach said last week that he wants Russian and Belarusian athletes to be able to participate at the Paris Games, even if the Russian war in Ukraine continues.

International Olympic Committee president Thomas Bach said he wants Russian and Belarusian athletes to participate in the 2024 Paris Olympics despite Russia’s invasion of Ukraine, his strongest remarks to date on the debate that has divided international sport. “Participation must happen on sporting merits,” Bach said in a Wednesday news conference.
LAUSANNE, Switzerland, Dec 5 (Reuters) - The International Olympic Committee (IOC) has no immediate plans to lift sanctions on Russia and Belarus even though the qualifying process for the Paris 2024 Summer Olympics goes into full swing next year, the Olympic body said on Monday. The IOC issued guidance to sports governing bodies in February to remove from competition athletes from Russia and Belarus, which Moscow used as a key staging area for the Feb. 24 invasion of Ukraine that Russia calls a 'special operation'. While events that count towards qualification in some sports for the Paris Olympics have already been held, most sports will stage their continental or global qualification events in the coming 18 months. I would not want to comment on the state of qualification of athletes for Paris." While the IOC's position could change in the future, some federations have been clear that the only way to reinstate Russia and Belarus in their sport would be the removal of Russian troops from Ukraine.
ATHENS, Nov 17 (Reuters) - A Greek court has acquitted three activists detained in October 2021 after unfurling banners at the Athens Acropolis opposing the Beijing 2022 Winter Olympics, their lawyer and activists said on Thursday. Those acquitted were 19-year-old Tibetan student Tsela Zoksang, 22-year-old Hong Kongese-American Joey Siu and a 35-year old Vietnamese-American activist. They had staged a brief protest at the Acropolis in the Greek capital, holding up a Tibetan flag and a banner reading "Free Hong Kong - Revolution" at a scaffolding surrounding part of the monument. The protest took place hours before a dress rehearsal of the torch-lighting ceremony for the Games in Greece's Olympia, site of the ancient Olympics. "Today's result is a huge victory for the right to peaceful protest and for the Tibetan and Hong Kongese people, said Michael Polak, director of the group."

CNN —The World Anti-Doping Agency (WADA) has referred the case of Russian figure skater Kamila Valieva to the Court of Arbitration for Sport (CAS) after deeming the Russian Anti-Doping Agency (RUSADA) has made no progress on the skater’s Winter Olympics doping case. In a statement on Tuesday, WADA President Witold Bańka said: “Despite putting RUSADA under formal notice to resolve the Kamila Valieva case promptly, no progress was made. She had tested positive for a banned substance – the heart medication trimetazidine, which can enhance endurance – in December 2021. In October, RUSADA said in a statement that it had completed its investigation but was keeping the final resolution of a case involving a figure skater, who is a member of the Russian Olympic Committee and a “protected person,” confidential. Team USA finished second in the team event, Japan third and Canada in fourth.

The Group of Seven richest economies (G7) has been trying to enforce a price-capping mechanism on Russian oil exports by Dec. 5, when European Union sanctions banning seaborne imports of Russian crude come into force. Moscow has said it would not supply oil to any country that agrees to the price cap. The price cap plan calls for G7 countries to deny insurance, finance, brokering, navigation and other services to oil cargoes priced above a yet-to-be-determined price cap on crude and oil products. "We get Russian oil on a delivered basis, let the contours of the price cap mechanism be finalised. Another source said a halt of Russian oil purchases by India will create a 'huge energy imbalance', which will not be affordable to some economies.

Oct 18 (Reuters) - Delegations from Russia and Belarus will be permitted to attend the Association of National Olympic Committees' (ANOC) General Assembly, the organisation's Executive Council said in a statement on Tuesday. The International Olympic Committee (IOC) issued guidance to sports governing bodies in February to remove Russian and Belarusian athletes from competition after Russia's invasion of Ukraine. "The NOCs of Russia and Belarus are still recognised by the IOC and are therefore entitled to attend the ANOC General Assembly as any other recognised NOC," the statement read. The Latvian Olympic Committee (LOK) said on Monday it would not participate in the General Assembly, which runs from Wednesday to Friday in South Korean capital Seoul, if Russia and Belarus attended. The LOK and the NOCs of Denmark, Estonia, Finland, Iceland, Latvia, Lithuania, Poland, Norway and Sweden appealed in a letter to acting ANOC president Robin Mitchell to reconsider the involvement of Russia and Belarus at the General Assembly.
