He said the EU had to show "more empathy" for the loss of Palestinian civilian lives in Israel's war against Hamas, launched in response to the deadly Oct. 7 cross-border assault by the Palestinian militant group. On the trip, which ended on Monday evening, Borrell heard Arab leaders and Palestinian civil society activists complain that the 27-nation EU was not applying the same standards to Israel's war in Gaza that it applies to Russia's war in Ukraine. EUROPE STRUGGLESAs High Representative for foreign policy, Borrell is charged with crafting common positions among EU members. It has largely limited itself to support for Israel's right to defend itself within international law and calls for pauses in fighting. Borrell, a veteran Spanish Socialist politician, last month declared that some of Israel's actions contravened international law - to the annoyance of some EU member countries.

BAGHDAD, Nov 21 (Reuters) - U.S. forces were attacked at an airbase west of Baghdad early on Tuesday and a U.S. military aircraft responded in self-defence, U.S. officials said, in the first U.S. retaliation on Iraqi territory to dozens of recent militant drone and missile attacks. Ain al-Asad airbase was attacked by a close-range ballistic missile which resulted in eight injuries and minor damage to infrastructure, two U.S. officials said. The U.S. had so far limited its response to numerous recent attacks against its forces in Iraq and neighbouring Syria, claimed by Iran-aligned Iraqi militia groups, to three separate sets of strikes in Syria. U.S. and international forces that make up the global coalition to fight the remnants of Islamic State have been targeted more than 60 times in Iraq and Syria since Oct. 17, U.S. officials say. Dozens of U.S. servicemen suffered minor injuries in the attacks but have all returned to duty, U.S. officials say.

"This Protocol is not comparable to the agreement between the United Kingdom and Rwanda," Tajani said, rejecting comparisons between the Italian initiative and Britain's, which UK's top judges have declared unlawful. The protocol, seen by Reuters, says the camps will operate under Italian jurisdiction, and should open in spring 2024. Tajani told lawmakers Italy would bear all the costs, including building and policing the centres, and would pay 16.5 million euros ($18.00 million) for the initial expenses. Urban rivers, lakes, and parks can also be the key to making cities more resilient to climate change. The 1,200 tons of sand near Greenwich Village along the Hudson river would have to do. But there's no public pool nearby, and no sanctioned river swim spots in the city. The sandy bluff on Gansevoort peninsula is part of the much larger Hudson River park and looks out over Little Island, a whimsical, highly instagrammable transformation of Pier 55. Tayyip Erdogan's first visit to Germany since 2020 comes ahead of municipal elections at which he hopes to win back the cities of Ankara and Istanbul. Erdogan will also need Chancellor Olaf Scholz's blessing if he is to buy the 40 Eurofighter Typhoon warplanes Turkey said on Thursday it wanted. In a sign of the visit's importance, Scholz took pains not to respond directly to Erdogan's loud condemnation of Israel's war against Hamas, in which many thousands of Palestinians have been killed. The response was decidedly mild given the fierce condemnation that far more muted criticisms of Israel typically draw in Germany, traditionally one of Israel's closest allies. Germany has expressed strong solidarity with Israel, while urging a focus on limiting the impact of the war on Gaza's civilians.

When she goes through the snow to the shops, she inspects the prices to search for bargains. Prices for disposable nappies and baby food have at least doubled, she said. While many families across the world are grappling with price rises, the peculiarities of Russia's wartime economy have spurred high inflation for millions of Russian voters ahead of the 2024 election. Putin is expected to run in next year's election, a move that would keep him in power until least 2030. Igor Lipits, a Russian economist, said official Russian data on levels of poverty were poor - as was the overall picture for the Russian economy - despite often rosy announcements aimed at pleasing the Kremlin leadership.

By Rami AmichayGEZER, Israel (Reuters) - Family and friends of Vivian Silver, a prominent Canadian Israeli peace activist, commemorated her life on Thursday, two days after authorities confirmed she had been killed by Hamas militants on Oct. 7. She had moved to Israel from Canada in 1974 and was a founding member of Women Wage Peace that campaigns for peace between Israel and Palestinians. "Not only I ... was orphaned, your many friends were orphaned, the country that you adopted at a young age, and a movement was orphaned, the movement of peace," her son Yonatan Zeigen told mourners at the outdoor ceremony. Militants killed around 1,200 people on Oct. 7 and kidnapped around 240 others, according to an Israeli tally. Women Wage Peace said Silver was a pivotal member of the group and had pushed the Israeli government to seek a political solution to its long-standing conflict with Palestinians.

More than 2,000 children Yale identified were transported to the Dubrava children's centre in Belarus' Minsk region between September 2022 and May 2023, it said, while 392 children were taken to 12 other facilities. "Russia's federal government and Belarus' regime have been working together to coordinate and fund the movement of children from Russia-occupied Ukraine through Russia to Belarus." Transports to Belarus through Russia were "ultimately coordinated" between Russian President Vladimir Putin and Belarus leader Alexander Lukashenko, it added. Lukashenko approved the use of state organizations to transport children from Ukraine to Belarus and finance their transportation, the Yale report said. Once in Belarus, children have been subjected to military training and re-education, it said.

Underscoring the frustration, Economy Minister Robert Habeck, a member of the pro-spending Greens, called the verdict "a huge blow to industrial policy". Speaking to parliament, Habeck warned the court ruling put at risk support for the steel sector, which is counting on subsidies to decarbonise and stay competitive. Finance Minister Christian Lindner meanwhile said it was too early to discuss the consequences of the court ruling. "The steel industry alone can contribute to reducing a third of total industrial emissions - and thus has enormous leverage to save millions of tons of CO2 in the coming years." "The political bottom line is that many coalition disputes will reopen as serious budget constraints kick in.

On Monday night, about 500 people gathered in the Hudson Yards neighborhood of Manhattan for the fourth-annual gala for the Shed, the $475 million arts center that opened in 2019. It has since hosted a concert series by the director Steve McQueen and Quincy Jones and is currently staging Stephen Sondheim’s final musical, “Here We Are.”For the gala, the Shed’s colossal main hall was transformed into a carpeted room with tables spread among low, blobby couches. “I feel like I’m in NASA,” one guest said, adding that the venue felt big enough to accommodate a rocket launch. The evening honored M&T Bank, which has partnered with the center since it began, and the Santo Domingo family, who are longtime supporters. The crowd included the ballerina Misty Copeland, who is also a board member; the designer Wes Gordon; and the hip-hop duo the Dragon Sisters, who are part of the Shed’s Open Call program, which commissions projects from emerging artists in New York.

U.S. crude stocks rose by 3.6 million barrels in the last week to 421.9 million barrels, according to the U.S. Energy Information Administration (EIA), far exceeding analysts' expectations in a Reuters poll for a 1.8 million-barrel rise. U.S. domestic crude production stayed at a record 13.2 million barrels per day, the data showed. In an indication of strong demand, gasoline stocks saw a surprise draw of 1.5 million barrels, while diesel stocks drew more than expected at 1.4 million barrels. American Petroleum Institute figures on Tuesday had showed rising crude oil and gasoline inventories last week, according to market sources. Downward pressure on oil prices may come from the supply side, with the United States "likely at peak production for crude," while the delayed release of its oil data makes the investment situation more opaque, Evans said.

JOHANNESBURG/LONDON, Nov 15 (Reuters) - Zambia's official creditors including China rejected a deal the country struck with its international bondholders because they believed its "base case" scenario did not deliver debt relief comparable to what they offered in a separate deal, two sources familiar with the talks said. Official creditors said the agreement in principle, which the International Monetary Fund (IMF) also rejected, did not comply with "Comparability of Treatment", said the sources, who declined to be identified as the discussions are private. Both bondholders and official creditors had proposed extending the maturity of Zambia's debt and that it be paid back quicker if the country's economy performs better than expected. The bondholder deal proposed they would be paid more than $700 million before 2026 in the base case, while official creditors had offered a longer three-year grace period. Bondholders would need to offer more debt relief in the base case scenario for the deal to be acceptable to official creditors and the IMF, one of the sources said.
