European markets were higher on Wednesday as global markets digested data out of the U.S. and China. The October consumer price index was flat month over month, while the core CPI — which excludes volatile food and energy prices — rose 0.2%. Economists surveyed by Dow Jones were expecting a 0.1% monthly rise in CPI, and 0.3% in core CPI. Ukraine reported Tuesday that its forces had established a foothold on the eastern bank of the river. The announcement could herald the start of an advance toward Russian-occupied Crimea, with Ukraine saying on Wednesday that it was starting to push back Russian forces. The Kherson area, in southern Ukraine, is partially occupied by Russian forces after an offensive to take the city of Kherson last year prompted Russian forces to withdraw to the eastern bank of the river. Russian forces are pummeling Ukrainian units that have have crossed over the Dnipro river to the Russian-occupied left (or eastern) bank of the river in Kherson, a Russian-installed official said Wednesday. "Additional forces have now been brought up," he said, claiming that Ukrainian forces were blocked in the village of Krynki where "a fiery hell" awaited them.

Ukraine’s Ministry of Defense is considering dismissing three commanders of the armed forces, Ukrainian news outlet Ukrainska Pravda reported Tuesday, citing unnamed sources in Ukraine’s military and political leadership. According to the sources, Ukraine's Defense Minister Rustem Umerov is preparing to dismiss Oleksandr Tarnavskyi, who is in charge of one of the fronts of the Ukrainian counteroffensive, and Serhii Naiev, commander of Joint Forces of the Armed Forces of Ukraine, along with another army chief. Ukraine's presidential office did not confirm or deny the report to the outlet. If the dismissals do take place, they are likely to partly reflect criticism of Ukraine's counteroffensive, which has seen few gains since it was launched in June.

"We are almost halfway through November and we must be prepared for the possibility that the enemy may increase the number of drone or missile strikes against our infrastructure," Zelenskyy said in his nightly address Sunday. Ukraine's President Volodymyr Zelenskyy said the country must brace itself for more attacks on national infrastructure as winter approaches. Firefighters work to put out a fire at energy infrastructure facilities damaged by Russian missile strike, as Russia's attack on Ukraine continues, in Kyiv region, Ukraine. Russia pummelled Ukrainian energy infrastructure last winter, putting pressure on much of the civilian population by depriving them of heating and power. The Kyiv School of Economics estimated last January that damage to the country's energy sector had already totaled $6.8 billion.

The Kremlin says it's confident that Russian President Vladimir Putin will win the 2024 presidential election if he decides to run for another term in office. Neither Putin, 71, nor the Kremlin has confirmed he will run for another six-year term in office, taking his presidency up to 2030 and potentially beyond. But I have no doubt that if he puts forward his candidacy, he will win confidently," Peskov said in emailed comments to CNBC. "Society is consolidated around the president," Peskov added. Since then, he has alternated the roles of prime minister and president with other senior officials while always remaining the senior party.

U.S. Secretary of State Antony Blinken speaks during a press conference after participating in G7 ministerial meetings in Tokyo, Japan, November 8, 2023. U.S. Secretary of State Antony Blinken said on Thursday he shared South Korean concerns about growing military cooperation between North Korea and Russia, which he called a "two-way street" involving arms flows and technical support. "We have real concerns about any support for North Korea's ballistic missile programs, for its nuclear technology, for its space launch capacity," Blinken told a press conference in the South Korean capital. North Korean weapons have reportedly appeared in use in Gaza, and the United States and allies have condemned what they say is the flow of arms and military equipment from North Korea to Russia for use in Ukraine. North Korea and Russia have denied any arms deals though their leaders pledged closer military cooperation when they met in September in Russia's far east.

It's "irresponsible" to talk of holding elections during wartime, Ukraine's President Volodymyr Zelenskyy said Monday, saying discussions around holding a vote in March 2024 were inappropriate when Ukraine is focused on fighting Russia's invasion. "We all understand that now, in wartime, when there are so many challenges, it is absolutely irresponsible to throw the topic of elections into society in a lighthearted and playful way," Zelenskyy said in his nightly address. There has been some talk around whether Ukraine, which is operating under martial law, should hold a presidential vote next spring. "I believe that now is not the right time for elections. So that there is no room left for conflicts and someone else's game against Ukraine."

U.K. retail sales rose by 2.5% in October, higher than the 1.6% growth of a year ago but below the three-month and twelve-month averages of 3.1% and 4.2%, respectively. The British Retail Consortium, which published the figures, said sales likely declined by volume because of the impact of inflation. Paul Martin, U.K. head of retail at KPMG, said sales "remained weak." As a result, the strong demand that has kept some retailers afloat over the last 18 months is now falling away."

Ukrainian President Volodymyr Zelenskyy commented on the deaths of a group of soldiers in the Zaporizhzhia region after a Russian strike on an awards ceremony last week. Unofficial reports suggest at least 20 soldiers and officers died in the attack as they gathered for the ceremony on Artillery and Missile Forces Day. It's unusual for Zelenskyy to comment on specific losses, but those remarks came after public anger at the incident. The ceremony was seen as an easy target for Russian forces. "The main thing is to establish the complete truth about what happened and prevent such incidents from happening again.

Valery Zaluzhnyi, commander-in-chief of the Armed Forces of Ukraine, at an event commemorating Ukraine's Independence Day, on Aug. 24, 2023, in Kyiv, Ukraine. Ukraine's commander-in-chief has conceded that there have been few gains in Ukraine's five-month long counteroffensive to retake Russian-occupied territory. Likening the current state of conflict to World War I, in which battles were often fought over a few miles of territory at the expense of huge numbers of men, Ukraine's General Valery Zaluzhny said the war had reached an impasse. "There will most likely be no deep and beautiful breakthrough," he told The Economist magazine in an interview published Thursday. Novo Nordisk on Thursday reported record profits and sales for the third quarter, but said supplies of its hugely popular weight loss drug Wegovy would continue to be restricted. The Danish pharmaceutical giant posted third-quarter sales of 58.73 billion Danish krone ($8.34 billion), a 29% increase from the same period last year, driven by demand for its flagship Ozempic and Wegovy drugs in the U.S. The company has struggled to keep up with demand for Wegovy, an appetite-suppressing anti-obesity drug, forcing it to limit the number of patients able to begin treatment.

European markets are heading for a higher open, with investors awaiting the next interest rate decision from the U.S. Federal Reserve on Wednesday. Central bankers are largely expected to hold rates steady, with fed funds futures pricing suggesting a more than 97% probability that rates will remain at current levels, according to the CME FedWatch Tool. European markets traded higher Tuesday after data showed euro zone inflation fell to a two-year low of 2.9% in October, preliminary data showed Tuesday. Meanwhile, statistics agency Eurostat said the euro zone economy contracted by 0.1% in the third quarter, below a forecast of stagnation. The readings come after the European Central Bank paused its record run of 10 consecutive interest rate hikes when it met last week.

Dutch Prime Minister Mark Rutte and Ukraine's President Volodymyr Zelenskyy visit the Transfiguration Cathedral damaged during summer by a Russian missile strike, amid Russia's attack on Ukraine, in Odesa, Ukraine October 13, 2023. Ukraine's President Volodymyr Zelenskyy said there will be no easy victories in the counteroffensive to retake Russian-occupied territory, amid concerns over the relatively slow progress it has made to recapture land. "Now the colossal things that our people, all our warriors are doing, are taken for granted," he added. Ukraine is under pressure to deliver tangible results in its counteroffensive, which it launched in June, but its the front line spanning from southern to eastern Ukraine has not changed substantially. There are also concerns that military aid for Kyiv could decline, particularly given rising disaffection and war fatigue among Western publics and some politicians, and as the Israel-Hamas war continues.
