Haiti’s future is being planned on two tracks — one involving traditional political power, the other focused on the power of gangs. Photos You Should See View All 60 ImagesPrime Minister Ariel Henry announced Tuesday that he would resign once the transitional presidential council was created. Guyana President Irfaan Ali said the transitional council would have seven voting members and two nonvoting ones. The transitional council includes a role for civil society alongside the Montana one, but some observers say that is far from enough. Specifically, outside actors have undermined civil society and failed to punish bad elements, he said, making the work of constructing a functional society infinitely more difficult.

In Henry’s place, a transitional council will be established and endowed with some powers of the presidency – including the ability to name a new interim prime minister. It is unclear how long it could take to establish a transitional council to begin the transfer of power, though Haiti’s former PM Claude Joseph told CNN that it could be created within 24 hours. The big question is whether these changes can bring calm to Haiti, and put a stop to the terrible violence tearing apart Haiti’s capital Port-au-Prince. Talks with regional leaders continued, leading into the emergency CARICOM meeting on Monday. The United States will contribute $300 million to the Kenyan-led multinational security mission, Blinken said after attending the CARICOM meeting on Monday.

Romanian prosecutors formally indicted all four in June last year and they have denied the allegations. The session follows a 23-page U.N. report, released on March 4, written by a team led by Pramila Patten, a special envoy on sexual violence and conflict. The report said it was reasonable to believe sexual violence against hostages could be ongoing. Diplomats from the 15-member council uniformly condemned sexual violence against Israeli women. Ms. Patten and her team also visited the West Bank to hear reports of sexual violence against Palestinians by Israeli security forces and settlers. The full report addressed the accusations, but did not focus on them because other U.N. bodies were working on that.

The event, held largely without Covid restrictions for the first time in years, is a rare chance for the world to glimpse into an increasingly opaque political system under Xi. Here are the major takeaways from the gathering:Tightening controlThe closing day of the National People’s Congress legislature on Monday was missing a key event – a press conference conducted by the Chinese premier. High-tech pushAn overarching theme of the gathering was a push to focus China’s economic model on technology innovation and transform the country into a high-tech powerhouse. That included a boost to China’s annual budget for science and technology by 10% to an unprecedented 370.8 billion yuan ($51.6 billion). BEIJING (AP) — China’s national congress is wrapping up its annual session Monday with the usual show of near-unanimous support for plans designed to carry out ruling Communist Party leader Xi Jinping's vision for the nation. This year's weeklong event, replete with meetings carefully scripted to allow no surprises, has highlighted how China’s politics have become ever more calibrated to elevate Xi. A key item due to be put for a ritual vote on Monday are revisions of the “Organic Law of the State Council,” China's version of a cabinet, that direct it to follow Xi's vision. The Organic Law of the State Council is being revised for the first time since it was adopted in 1982. The revision calls for the State Council, above all, to “uphold the leadership of the Communist Party of China."

Henry submitted his resignation, officials of the regional bloc CARICOM announced Monday night. “We acknowledge the resignation of Prime Minister Ariel Henry upon the establishment of a transitional presidential council and the naming of an interim prime minister,” Guyana leader and current CARICOM President Irfaan Ali said. Henry was under pressure from the US to secure a political settlement, but it is far from clear who will step in. One named touted is Guy Philippe, a rebel leader recently deported from the US to Haiti after serving time for money laundering. But his decision only further enraged protesters who had for months demanded he stand down as Haiti slid further into poverty and rampant gang violence.

Dajabon, Dominican Republic CNN —The United States and other diplomatic missions have begun evacuating personnel from Haiti, as gang violence in the Caribbean nation’s capital Port-au-Prince continues to spiral. US Southern Command said the move was consistent with “standard practice for Embassy security augmentation worldwide.” No Haitians were on board the military aircraft, it added. Another source with knowledge of the operations told CNN there have been at least 12 helicopter evacuation flights into Port-au-Prince over the past three days, all evacuating diplomatic and humanitarian staff. However, shots fired nearby after the last flight’s take off on Sunday have called into question the viability of continuing the evacuation flights, the source said. The World Food Programme suspended its maritime transport services in Port-au-Prince from distributing aid across Haiti due to the instability.

"This airlift of personnel into and out of the Embassy is consistent with our standard practice for Embassy security augmentation worldwide, and no Haitians were on board the military aircraft," according to the Southcom statement. In many cases, nonessential personnel can include the families of diplomats, but the embassy had already ordered departure for nonessential staff and all family members in July. CNN —For more than two weeks, a cyberattack has disrupted business at health care providers across the United States, forcing small clinics to scramble to stay in business and exposing the fragility of the billing system that underpins American health care. It prevented some insurance payments on prescription drugs from processing, leaving many care providers effectively footing the bill without reimbursement. Health care groups have pleaded with the Department of Health and Human Services (HHS) to offer medical practices a financial lifeline. A week ago, Change Healthcare announced plans for a temporary loan program to get money flowing to health care providers affected by the outage. Tyler Mason, a spokesperson for Change Healthcare, declined to comment when asked if the company had paid off the hackers.

Gang violence has plunged Haiti, a Caribbean nation with a long history of upheaval, into one of its worst periods of chaos. The country’s embattled prime minister, Ariel Henry, has been stranded for days in Puerto Rico as the gang takeover has made it impossible for him to return. Mr. Henry had traveled to Kenya last week to make final arrangements for the East African country to deploy 1,000 police officers in a U.N.-sanctioned mission to quell the violence. But the deepening chaos is raising doubts about whether the plan can move forward. The Biden administration is increasing pressure on Mr. Henry to establish what Linda Thomas-Greenfield, the U.S. ambassador to the United Nations, called “a presidential transitional council that will lead to elections.”

Others work for the gangs, tasked with dangerous jobs such as spying on rival groups or the gory work of disposing of bodies. Meanwhile, across the country, many more children are going hungry, according to UNICEF, as food prices spike amid the insecurity.

Unfortunately for Apple, that task could be complicated as signs emerge that its workhorse gadget needs a revamp. China, Apple's most important international market, has started to sour on iPhones, bucking a trend of growth in other regions.
