A Canadian court found that Prime Minister Justin Trudeau’s use of the country’s Emergencies Act to end a truck convoy protest that had paralyzed the capital, Ottawa, two years ago was an unjustified infringement of civil rights, including the protection against unreasonable search and seizure, and, in some instances, the freedom of expression as well. The Federal Court of Canada decision also found that the freezing of bank accounts of people linked to the protest was similarly unjustified, but it dismissed arguments that the government had violated a variety of other rights, including those linked to peaceful assembly. The protests in Ottawa, which were initially incited by a Covid vaccine mandate for cross-border truckers, rendered most of the city’s downtown streets impassable, clogging them with parked trucks. Six days after Mr. Trudeau’s government introduced the emergency powers, an enormous force of police officers from across the country finished clearing the streets. About 230 people were arrested during the protest.

In a year with so much political and legal tension, law enforcement is seeing a disturbing trend: targeting public officials with swatting, or false emergency calls intended to draw a heavily armed police response. Recent incidents involving officials who have taken stands seen as hostile to Donald Trump and bomb threats in multiple state capitols are signs of a troubling escalation in political violence. In addition, swatting diverts law enforcement resources from real emergencies. But more insidiously, these tactics are tools of intimidation, designed to silence voices in the political process. The frequency and visibility of these incidents suggest that swatting and political violence require prosecutors to prioritize their efforts to stop it.

MOSCOW (Reuters) - One miner was killed and another injured by a flood at a coal mine in the Russia's Arctic Komi region, Russia's emergencies ministry said on Monday. Groundwater broke through into the Zapolyarnaya mine, flooding parts of it at a depth of 600 metres. Around 60 people were working in the mine at the time, three of whom were at the site where the water broke through, the ministry said. In a statement, VorkutaUgol, the company that operates the mine, said that all miners had been evacuated to the surface and work at the shaft stopped. It said that a special commission was working to establish the causes of the accident.

Diplomats and aid workers say that the army and officials aligned with it have hampered humanitarian access as both sides pursue their military campaigns. They say the RSF does little to protect aid supplies and workers, and that its troops have been implicated in cases of looting.

CHARLESTON, W.Va. (AP) — A West Virginia coalition that helps support a network of anti-abortion pregnancy centers in the state is receiving $1 million in taxpayer dollars to distribute to organizations committed to encouraging people not to end their pregnancies. The West Virginia Pregnancy Center Coalition has been selected to manage the new West Virginia Mothers and Babies Support Program, the state department of health and human resources announced this week. Jim Justice earlier this year, officials said the program is intended to help support pregnant women and families following the passage of the state's near-total abortion ban in September 2022. As the West Virginia program's management agency, the West Virginia Pregnancy Center Coalition will be required by law to establish qualification requirements for organizations to receive funding, advertise the program and contract with organizations for services. The West Virginia Pregnancy Center Coalition will need to establish reporting requirements and an auditing procedure.
