WASHINGTON, July 10 (Reuters) - A judge on Monday ordered Kansas to stop allowing transgender people to change the gender listed on their driver's licenses after a lawsuit filed by the state's Republican attorney general. Shawnee County District Court Judge Teresa Watson issued the temporary restraining order on Monday. Some states have banned teachers of younger children from discussing gender or sexuality, while conservative lawmakers have also proposed or passed laws restricting drag performances. In June, President Joe Biden warned of "ugly" attacks from "hysterical" people who he said were targeting LGBTQ+ Americans, especially transgender youth. Financials (.SPSY) led the gainers after the Federal Reserve's stress test showed U.S. lenders have adequate capital to weather an economic storm. Treasury yields rose, with 10-year yields touching their highest level since early March after economic reports painted a picture of a solid U.S. economy, promoting the "higher for longer" scenario with respect to restrictive monetary policy. The dollar touched a two-week high against a basket of world currencies as upbeat economic data provided cushion to the Fed to continue raising rates. Oil prices posted modest gains as the solid economic data suggested strong demand and a steeper-than-expected drop in U.S. crude inventories.

June 29 (Reuters) - A Florida jury on Thursday acquitted a former sheriff's deputy accused of failing to protect students during the 2018 mass shooting at Parkland's Marjory Stoneman Douglas High School. After the verdict, Peterson told reporters at the courthouse that he would like to talk to the parents of students who lost their lives in the shooting. Peterson was armed but never went inside while the shooting was underway, according to the Broward County Sheriff's Office and surveillance video. A jury in October spared Nikolas Cruz, the gunman in the Parkland shooting, from the death penalty, instead calling for life in prison without possibility of parole. WASHINGTON, June 29 (Reuters) - The International Monetary Fund's executive board on Thursday completed its first review of Ukraine's $15.6 billion loan program, allowing Kyiv to immediately withdraw $890 million for budget support as it mounts a major offensive against Russia's invasion. The IMF said Ukrainian authorities have made "strong progress" toward meeting reform commitments under "challenging conditions," meeting quantitative performance criteria through April and structural benchmarks through June. IMF Ukraine mission chief Gavin Gray told reporters the IMF is continuing to study the social, environmental and economic impacts of the destruction of the Kakhovka Dam earlier this month, which caused widespread flooding in southern Ukraine. The IMF expects to carry out its next review of Ukraine's program in late November or early December, the official added. Gray said Ukrainian authorities also needed to continue work on strengthening governance and fighting corruption, with new legislation passed by the end of September.

REUTERS/Evelyn Hockstein/File PhotoWILMINGTON, Delaware, June 29 (Reuters) - A prominent U.S. lawsuit to ban the abortion pill mifepristone has focused on the drug's safety and approval process. Skop and 10 other doctors submitted their testimony when the case began in November. She said she was harmed by the FDA expanding access to the pill because she has treated dozens of women at her hospital's emergency room with mifepristone complications. Erin Hawley, an attorney with the Alliance Defending Freedom legal organization representing the plaintiffs, said abortion sets the case apart. In the abortion pill case, the two initial court rulings found harm to Skop and other doctors was "impending" because the mifepristone label says the treatment may be unsuccessful in up 7% of women.

June 29 (Reuters) - Ethiopia, one of Africa's fastest-growing economies, has asked to join the BRICS bloc of emerging markets, the foreign ministry said on Thursday. The term BRIC was coined by Goldman Sachs economist Jim O'Neill in 2001 to describe the rise of Brazil, Russia, India and China. South Africa joined in 2010. Ethiopia will continue to work with international institutions that can protect its interests, he said. BRICS countries account for more than 40% of the world's population and about 26% of the global economy.

Banks' commercial real estate portfolios performed better than expected, showing $65 billion in losses or 8.8% of average loan losses, slightly down on last year's 9.8%, the Fed said. "Some may ask how all the banks can get a regulatory thumbs-up when the industry just went through a period of turmoil. The test assesses whether banks would stay above the required minimum 4.5% capital ratio. The average capital ratio for the 23 banks was 10.1%, the Fed said. Banks typically provide research to clients as part of a broader offering of services, but that changed when the European Union introduced the Markets in Financial Instruments Directive (MiFID) II laws in 2018 to improve transparency. "It took about a year for us to become compliant to MiFID II laws -- it was a long, intense process," said Candace Browning, head of BofA Global Research. U.S. financial firms were initially given an exemption by the U.S. Securities and Exchange Commission, which expires on July 3. "Companies continue to face challenges complying with the MiFID II unbundling requirement and U.S. law," said Joe Corcoran, SIFMA's managing director and associate general counsel for capital markets. Oanda analyst Craig Erlam said prices were mainly at the mercy of "the ever-changing expectations for interest rates". European Central Bank President Christine Lagarde said on Tuesday that stubbornly high inflation will require the bank to avoid declaring an end to rate hikes. Higher interest rates can weigh on economic activity and oil demand. But the upbeat data suggested the Federal Reserve will likely have to continue raising interest rates to slow demand in the overall economy. The U.S. central bank, which has raised its policy rate by 500 basis points since March 2022, signaled this month that two additional rate hikes were warranted this year.

The central bank on Wednesday will release the results of its bank "stress tests" which assess how much capital banks would need to withstand a severe economic downturn. The annual exercise, introduced following the 2007-2009 financial crisis, is integral to banks' capital planning, dictating how much cash they can return to shareholders via dividends and share buybacks. Despite the turmoil, and the exam being the hardest in years, bank analysts and executives expect the 23 lenders being tested will show capital in excess of regulatory minimums. While that will not affect capital, it will be used to assess potentially employing multiple scenarios in future stress test exercises. "In an environment of ever-changing risks, stress tests can quickly lose their relevance if their assumptions and scenarios remain static," said Barr in December.

WASHINGTON, June 26 (Reuters) - President Joe Biden on Monday said a brief uprising by Russian mercenaries against the Kremlin was part of a struggle within the Russian system and that the United States and its allies were not involved in it. "We made clear we were not involved, we had nothing to do with this," Biden said in his first comments on the uprising by Wagner mercenaries that fizzled over the weekend. The Biden administration would not address a widely held perception in Washington that the uprising showed that Russian President Vladimir Putin has been weakened by his 16-month war against Ukraine. The White House said Biden also consulted on Monday with Italian Prime Minister Giorgia Meloni about the situation. Kirby said the United States does not know the parameters of the deal reached between Putin and Prigozhin that ended the uprising.

Pfizer CEO Albert Bourla has said an obesity pill could eventually be a $10-billion-a-year product for Pfizer. Truist Securities analyst Robyn Karnauskas said Lilly is now ahead in the race for a once-a-day obesity pill. Pfizer said last month that danuglipron helped patients lose weight on par with Novo Nordisk's (NOVOb.CO) Ozempic in a mid-stage study that tested it in patients with Type 2 diabetes. None of the patients in the lotiglipron trials reported liver-related symptoms or side effects, there was no evidence of liver failure and none required treatment, Pfizer said. Standing in the way are strict U.S. rules governing export of defense technology, including International Traffic in Arms Regulations (ITAR). Ely Ratner, assistant secretary of defense for Indo-Pacific affairs, has stressed the need to break down barriers to technology sharing with allies and partners, including India. But one congressional aide said efforts to speed technology sharing with India would face "an uphill battle" both in the U.S. Congress and at the U.S. State Department, where officials have a specific obligation to protect U.S. technology. "There are concerns about (technology sharing) in the Australia context and there would be more concerns in the India context," he said. Asian markets will be waking up to a jolt of central bank rate hikes and looking ahead to a big round of macro data on Friday. The Bank of England surprised many investors on Thursday by raising interest rates by a bigger-than-expected half a percentage point, lifting its main interest rate to 5%, the highest since 2008. England wasn't alone: The Swiss National Bank raised its policy rate and signaled more tightening was likely, while Norway's central bank raised its key policy rate to a 15-year high. In the U.S., Federal Reserve Chair Jerome Powell told a Congressional hearing that the central bank would move interest rates at a "careful pace" from here after pausing hikes at its last meeting. The mood could shift on Friday, as data will give a glimpse into how much central bank tightening is weighing on global growth.
