The average daily illegal crossings have for years surpassed that threshold, peaking at over 8,000 in December, according to Department of Homeland Security data analyzed by CNN. Under a pandemic-era restriction, which was lifted last year, federal authorities swiftly expelled hundreds of thousands of migrants encountered at the US southern border. A CNN analysis found the last time average daily encounters between migrants and US Border Patrol at the southwestern land border were less than 2,500 was in January 2021. To lift the new policy, the daily average needs to drop even lower — to less than 1,500 average daily encounters for seven consecutive days between ports of entry. The last time illegal crossings at the southwestern land border were that low was in July 2020, the records show.

Here is a breakdown of how the aid crisis has deepened in the territory after 245 days of war. Crossing closures nearly halt all aidIsrael’s restrictions on land routes into Gaza meant aid was barely trickling into the strip. Aid workers say they can barely meet humanitarian demands on the ground. Israeli attacks on aid convoys have sparked fierce condemnation from rights groups, drawing attention to growing Western skepticism of Israel’s war in Gaza. The attacks “reveal fundamental flaws with the so-called deconfliction system, meant to protect aid workers,” according to the report.

CNN —With an election looming, President Biden’s new executive action on the border aims to send a loud and clear message about his approach to immigration. The president’s proclamation, announced Tuesday, still allows for the normal flow of commerce and legal immigration across the border. But it bars migrants who cross the border illegally from seeking asylum once a daily threshold is met. Border authorities encountered around 3,500 migrants crossing the border unlawfully on Monday, according to a Homeland Security official, above the threshold needed for the executive action to take effect. And immigrant rights advocates warn that closing the border to asylum seekers will endanger vulnerable people and ultimately make the border less safe.

Fabiola Yépez, a 20-year-old mother from Venezuela, was sheltering under a bridge in Ciudad Juárez, Mexico, with her toddler son when she first learned of President Biden’s new executive order restricting asylum seekers. Despite witnessing U.S. soldiers on the other side of the border firing nonlethal projectiles at migrants the day before, she planned to attempt crossing into the United States on Wednesday, just hours after the order took effect. “Maybe it’s not like what they’re saying, and they won’t turn us back,” Ms. Yépez said. “I’m afraid, especially with my child in my arms.”In the wake of the new order, migrants scattered along the U.S.-Mexico border are trying to understand how they will be affected by the measure, the most restrictive border policy instituted by Mr. Biden. The directive allows the United States to temporarily close the border to asylum-seekers when the seven-day average for daily illegal crossings hits 2,500.

CNN —It’s the recurring threat President Joe Biden’s reelection bid will never be able to fully outrun. Democrats accused Republicans quoted or referred to in the account of making false claims and contradicting previous statements to damage Biden politically. But all it takes is one halting on-camera moment or media report to revive the frenzy over Biden’s age. Biden’s team habitually dismisses any concern over his capacity, and his doctors have certified him fit for duty. But they are concerned about Biden’s age.

The House voted mostly along party lines on Tuesday to impose sweeping sanctions on officials at the International Criminal Court in a rebuke of efforts by the court’s top prosecutor to charge top Israeli leaders with war crimes in connection with the offensive against Hamas. The bill would compel President Biden to restrict entry into the United States, revoke visas and impose financial restrictions on anyone at the court involved in trying to investigate, arrest, detain or prosecute “protected persons,” or allies of the United States. It would also target anyone who provides “financial, material or technological support” to those efforts. Mr. Biden’s advisers said he was “strongly opposed” to the measure because it would impose sanctions on such a broad swath of officials, including court staff members and any witnesses involved in a potential case. The G.O.P.-written bill passed by a vote of 247 to 155, with two Republicans voting present and 42 Democrats crossing party lines in support.

Immigration Measure Added to the Ballot in Arizona

Republican lawmakers in Arizona voted on Tuesday to put a ballot measure before voters in November that would make unlawfully crossing the border from Mexico a state crime. While immigration is the focus of campaigns across the country, the measure in Arizona is significant because it places the border crisis directly onto the ballot in a swing state that is seen as crucial in the presidential race. And it could sit on a potentially crowded ballot, along with another measure protecting abortion rights, which Democrats hope will draw out more voters on their side. In floor speeches, Democrats called it an ineffective and racially biased measure that would break up immigrant families and hurt the state’s economy and reputation. Republicans focused on overdose deaths and migrants accused of murders, and called the ballot measure a necessary response to an unchecked “invasion.”

Biden unveiled the sweeping executive action Tuesday afternoon at the White House, attempting to use executive action to affect the situation on the border after a bipartisan measure failed earlier this year. The new executive action bars migrants who cross the border illegally from seeking asylum – a departure from decades-long protocol – once a daily threshold is met. Senior administration officials told reporters Tuesday it would be lifted when there’s a daily average of less than 1,500 encounters in between ports of entry. Senior administration officials acknowledged that federal resources are strained, which could pose a challenge, but they maintain that the measure will help them remove people more quickly. Senior administration officials Tuesday cited the measure as a tool to help head off that potential increase.

Mike Blake | ReutersSince 2019, immigration has added 2 million workers to the U.S. labor supply, according to an April analysis by Tedeschi. Without immigrants, Tedeschi estimated that the size of the U.S. labor supply would have shrunk by 1.2 million during that period. The short answer is that this executive order will probably not increase inflation. Some experts say the executive order could bring down costs by smoothing out the U.S.-Mexico supply chain. Biden's executive order could help clear some of these supply chain bottlenecks.

CNN —Joe Biden is pushing progressives who are already sour on his presidency to the limit with a tough new executive action barring most asylum applications from migrants crossing the US-Mexico border illegally. Of all issues tested, Biden recorded his lowest approval rating on immigration in a CNN poll in February — just 30%. Progressives face their own dilemmaBiden would never say it bluntly in public, but his gamble with progressives carries an implicit question — where else are they going to go? Some Haley supporters on Tuesday welcomed Biden’s immigration actions, CNN’s Kit Maher reported. “While many Haley voters continue to have policy differences, this common-sense action is a clear step in the right direction to address one of the top priorities of many Haley voters,” the Haley Voters Working Group, a coalition of approximately 25 conservative Haley supporters, posted on X.

That would deal a further blow to a relationship that Israel’s military offensive in southern Gaza had already brought to its lowest point in decades. For Israel, too, more than four decades of a so-called “cold peace” with Egypt has proved to be an essential pillar of national security. Egypt’s patience with Israel’s military moves is wearing dangerously thin, as it has repeatedly made clear. That border point, the main conduit for aid and other supplies during the war, lies between Egypt and Gaza but was recently occupied by Israel, drawing public outrage in Egypt. Egypt has refrained from taking more serious steps to respond to Israel’s moves, such as withdrawing its ambassador from Tel Aviv.

On Saturday, CCTV publicly endorsed Taiwanese celebrities who shared its post, sharing the screenshots of 36 such reposts – fueling a further backlash against those who hadn’t. On Monday, Taiwan’s Mainland Affairs Council weighed in, accusing the Chinese Communist Party of requiring Taiwanese artists to express a political stance. The remarks and retweets by Taiwanese artists of the CCTV unification post came against the backdrop of China’s largest show of force around the island in more than a year. “This is not the first time, and probably not the last, that Taiwanese artists are forced to make a political stand in China,” said the leader.

New Delhi CNN —India’s relentless heat wave killed 33 poll workers as the country concluded its final day of voting in the world’s largest general election, officials said, underscoring the impact of searing temperatures in recent days. Voters and election workers have endured an extended period of unusually high temperatures across much of the country’s north as India voted in a seven-phase election that began on April 19. Of that number, at least 43 were election workers, authorities said. The capital territory of Delhi sweltered to its highest-ever temperature of 49.9 degrees Celsius (121.8 degrees Fahrenheit) last week, as the oppressive heat wave forced authorities to impose water rationing. “Heat wave conditions over Northwest, Central & East India are likely to continue with reduced intensity during next 3 days,” the Indian Meteorological Department said on Sunday.
