The Ohio General Assembly adjourned on Wednesday without addressing an issue that the state’s top elections official said would prevent President Biden from being placed on the ballot there, escalating a partisan clash that could result in the president not being on the ballot in all 50 states in November. Frank LaRose, the Republican secretary of state, has said that he plans to exclude Mr. Biden from the ballot because he will be officially nominated after a deadline for certifying presidential nominees on the ballot. This is usually a minor procedural issue, and states have almost always offered a quick solution to ensure that major presidential candidates remain on the ballot. The Biden campaign is considering suing the state in order to ensure Mr. Biden is on the ballot, while also searching for some other way to resolve the issue without moving the date of the nominating convention, according to a person with knowledge of the deliberations. But it took six months of legal wrangling before the court put that issue to bed.

Russia sent a pointed reminder on Tuesday that it could use battlefield nuclear weapons in Ukraine, releasing video of its forces beginning exercises to practice their use, two weeks after President Vladimir V. Putin ordered the provocative drills. Video released by the Russian Defense Ministry showed a caravan of military vehicles moving down a wooded road, as well as mobile Iskander missile systems — which can deliver conventional or nuclear explosives — getting into position to launch, with their warheads blurred out. The footage also showed a supersonic strategic bomber armed with missiles and an attack aircraft being prepared for takeoff. In a statement, the Russian Defense Ministry said the exercise, carried out near Ukraine, was aimed at preparing the force for the possibility of using tactical nuclear weapons. The goal is to “unconditionally ensure the territorial integrity and sovereignty of the Russian state in response to provocative statements and threats of individual Western officials,” the ministry said.

Another headline in the video suggests that Mr. Trump in a second term would reject “globalists,” using a term that has been widely adopted on the far right and that scholars say can be used as a signal of antisemitism. The Trump campaign said in a statement that the video had been posted by a staff member while Mr. Trump was in his criminal trial in Manhattan. The video was still up on his account late Monday night, and his campaign did not respond to a question about why it had not been taken down.
