Ukraine's attack on the Sevastopol shipyard last week left a Russian submarine in rough shape. New photos leaked to social media indicate the submarine may be beyond repair, a naval expert says. The attack damaged two vessels, including the Kilo-class attack submarine Rostov-on-Don, and was the latest in a string of assaults on the peninsula, which Kyiv has vowed to liberate from Moscow. It also published satellite imagery showing the damaged Sevastopol shipyard, with a zoomed-in view of the submarine. Britain's defense ministry cited open-source evidence in suggesting that the Minsk had "almost certainly been functionally destroyed."

NYC hotel rates to go upNew York City has more than enough hotels to meet traveler demand, Davis said, citing an unprecedented supply of new hotel rooms in the city. "Since 2020, 10,000 new hotel rooms have been delivered, and over the next couple of years, another 10,000 new hotel rooms will be delivered to the city," he said. "So there's absolutely more than enough supply of hotel rooms to accommodate all the tourists that want to come to New York City." The octogenarian president is increasingly coming under scrutiny over his ability to serve a full second term if he wins in November 2024. But the trauma seizing Washington will soon intrude, transfixing the nation in a tumultuous 2024 election. The turmoil in the Republican Party is creating the kind of dysfunction and extremism that could turn off general election voters next year. In more placid times, the auto strike would be a dominant national issue defining a fraught political moment. But it’s just one of many crises threatening to overwhelm a political system that appears on the verge of a serious malfunction.

The vote capped a legislative session in California that once again showed the strength of organized labor in the nation's most populous state. They could get unemployment benefits starting in January, which could benefit actors, writers and Southern California hotel workers who have been on strike for months. Organized labor's influence is easily explained by their prolific campaign donations, as they are some of the most reliable source of funds for the Democrats who control the state Legislature. In the spring, lawmakers agreed to Newsom's request to authorize state regulators to punish oil companies for price gouging. But California lawmakers passed bills this year to expand protections for young LGBTQ+ people.

Illinois' Pretrial Fairness Act, which abolishes cash bail as a condition of pretrial release, will take effect Sept. 18, making Illinois the first state to end cash bail and a testing ground for whether — and how — it works on a large scale. Critics say cash bail policies are especially unfair to Black people and other people of color. In 2017, New Jersey essentially replaced its cash bail system with a risk assessment process that gauged the potential danger a released defendant could pose to the community. But cash bail is still allowed in some instances in that state and others that have curtailed the practice, such as New York and Alaska. California has made several efforts to reform its cash bail system, but lawmakers balked at sweeping reform.

The mandatory raise would apply to all fast food restaurants in California that are part of a chain with at least 60 locations nationwide. The agreement ends an tense standoff between labor unions and the fast food industry that started last year when Democratic Gov. Gavin Newsom signed a law creating a Fast Food Council with the authority to raise wages of fast food workers up to $22 per hour. In exchange for a $20 minimum wage, labor unions have withdrawn their legislation to make fast food companies liable for their franchise operators' labor violations and lawmakers have stripped funding for the Industrial Welfare Commission. The Fast Food Council created in the original legislation would still exist, but it would only have the authority to set wages, not workplace standards.

watch nowIndia's relationship with the United States is the strongest it's been in years. Despite warming ties — with both leaders sharing a hug during Modi's state visit to Washington in May — a "traditional alliance" between the two nations remains off the table, according to the Council on Foreign Relations. "Obviously, this is an area where American foreign policy leaders would like to see something different given American concerns about Russia's war in Ukraine," Ayres highlighted. In May, Biden and Modi announced a slew of technology and defense deals, ranging from collaborating on diversifying supply chains to working together across space and artificial intelligence. "Technology generally has really been in the lead in improving this relationship," said Evan Feigenbaum, vice president for studies at the Carnegie Endowment for International Peace.

In 2021, the clothing brand teamed up with the carbon-accounting startup Watershed to track carbon emissions, mostly from Everlane's supply chain, using data collection. Everlane is one of several companies using carbon-accounting startups to track emissions and put a dollar amount on their carbon footprints. Investment by venture-capital firms in carbon-accounting startups surged from $60 million in 2020 to $767 million in 2022, according to PitchBook. But it's challenging to precisely monitor this since companies' emissions are not the same, and they often overlap. Abortions After Dobbs

After the Supreme Court struck down Roe v. Wade last year, it looked like the number of abortions would soon plummet across the country. The number of legal abortions has held steady, if not increased, nationwide since 2020, our colleagues Amy Schoenfeld Walker and Allison McCann reported today. The increase in use of those options has offset the decrease in abortions resulting from new state bans, Amy and Allison found. As you can see, states bordering those with bans largely saw increases in the number of abortions in the first half of 2023 compared with the same period in 2020. In Illinois, for example, estimated abortions rose 69 percent.

Moderna 's new Covid vaccine produced a strong immune response against BA.2.86, a highly mutated omicron variant that health officials are watching closely, according to clinical trial data the biotech company released Wednesday. The updated shot produced an 8.7-fold increase in protective antibodies against BA.2.86, which has been detected in small numbers nationwide. Moderna is the first out of the companies producing updated Covid jabs to release data on how its shot fares against BA.2.86. Last month, Moderna also released clinical trial data suggesting that its new shot provides protection against the now-dominant EG.5, or "Eris," variant and another rapidly spreading strain called FL.1.5.1. New vaccines are set to arrive as Eris and other Covid variants fuel a rise in cases and hospitalizations across the country.

CNN —There are two Republican primaries as an election season that defies conventional metrics and campaign trail traditions crashes into its fall stretch. Trump has already convinced millions of his supporters that he is the current legitimate president after his false claims of fraud in the 2020 election. Many of the candidates in the second tier appear to be running for the nomination of a Republican Party that may not even exist anymore. Given these numbers, why would Trump drop his boycott and attend the second GOP presidential debate at the Ronald Reagan library in California later this month? “We need to narrow it down to find a leader who can get the Republican Party back on the right track and that could get us back to winning elections again,” Hogan said.
