Elon Musk's startup Neuralink streamed a live video on Wednesday that showed a patient using the company's brain implant to move a mouse and play chess on a computer. A BCI is a system that deciphers brain signals and translates them into commands for external technologies. Dr. Nader Pouratian, chair of the Department of Neurological Surgery at UT Southwestern Medical Center, said researchers have been developing and studying BCI technology for years. It is not clear how many patients are participating in Neuralink's trial, or what the trial is trying to demonstrate. There is reason to be hopeful about Neuralink's technology, said Dr. Marco Baptista, chief scientific officer of the Christopher & Dana Reeve Foundation, which provides resources to people who have become paralyzed.

BRUSSELS (AP) — The European Union is pressing ahead with a plan to use the profits generated from billions of euros of Russian assets frozen in Europe to help provide weapons and other funds for Ukraine, a senior official said Tuesday. The move comes as Ukraine runs dangerously low on munitions, and U.S. efforts to get new funds for weapons have stalled in Congress. A small group of member countries, notably Hungary, refuse to supply weapons to Ukraine, so these windfall profits would be divided up. The European Central Bank, or ECB, has warned in the past against seizing Russian assets as this could undermine confidence in the euro currency and EU markets. But Borrell said that no assets would be taken, only the windfall profits they make.

CAIRO (AP) — The European Union on Sunday announced a $8 billion aid package for cash-strapped Egypt amid concerns that economic pressure and conflicts and chaos in neighboring countries could drive more migrants to European shores. The package includes both grants and loans over the next three years for the Arab world’s most populous country, according to the European Union Mission in Cairo. The package drew criticism from international rights groups over Egypt’s human rights record. Amnesty International decried the deal and urged European leaders not to be complicit with human rights violations taking place in Egypt. “EU leaders must ensure that the Egyptian authorities adopt clear benchmarks for human rights, said Amnesty International’s Head of the European Institutions Office, Eve Geddie in a statement.

The EU has already watered down some environmental policies in response to the sometimes violent protests, but with farmers still taking to the streets this week in Belgium and France, Brussels is under pressure to do more. Draft conclusions for an EU summit on 21-22 March, seen by Reuters, showed EU country leaders plan to ask the European Commission to work without delay on "all possible short-term measures, including those to reduce the administrative burden and achieve simplification for farmers". The EU should also take action to strengthen the position of farmers in the food supply chain, and ensure they can earn a fair income, the draft said. The EU Environment Agency this week said current EU food policies are failing to address climate change risks.

Here are some of the ideas that have been suggested:CONFISCATIONSome international policymakers and lawyers say the immobilised Russian reserves can simply be confiscated under a doctrine of international law known as "countermeasures". Some in the bloc are still wary, though, and the European Central Bank has warned that claiming the trapped Russian assets should only be done in tandem with G7 powers. The bondholders would not have a contractual claim on the Kremlin’s frozen reserves. Ukraine would have a plausible way to collect on any damages awarded up to the value of the reserves. If Moscow refused to pay the damages, the allies could then use Russia’s frozen assets to pay off the loan.

CNN —An alleged bribery scheme in the Philippines has thrown a potential lifeline to Fox News and other right-wing media outlets that are battling massive defamation lawsuits from the voting technology company Smartmatic for their promotion of 2020 election lies. The overseas scandal washed ashore last year when the Justice Department charged the Philippines’ former election commissioner with money laundering. Since then, Fox News, Newsmax and OAN have seized on the allegations, attempting to obtain new documents about potential wrongdoing by Smartmatic that could boost their defense. None of the allegations levied by US prosecutors in court filings pertain to vote-flipping or alleged rigging of election results. Last year, Fox paid a historic $787 million settlement with another election technology company, Dominion Voting Systems, for its promotion of similar election lies.

"The maritime corridor can make a real difference ... but, in parallel, our efforts to provide assistance to Palestinians through all possible routes of course will continue," Von der Leyen said. Cyprus tested an on-island screening mechanism in January, when British and Cypriot aid for Gaza was dispatched to Egypt.

CNN —It’s about to get easier for some foreign travelers to visit China, with the government announcing plans to extend its visa exemption policy to six additional European countries. The exemption will take effect on March 14, Chinese Foreign Minister Wang Yi announced on Thursday during a press conference on the sidelines of the National People’s Congress meeting in Beijing. “I wish to share with you that starting from March 14, China will further extend, on a pilot basis, visa exemption to six countries, including Switzerland, Ireland, Hungary, Austria, Belgium and Luxembourg,” Wang said. In January, China signed a reciprocal agreement with Thailand and Singapore to permanently waive tourist visa requirements for each other’s citizens from March. In November last year, China announced a trial program to allow visitors from France, Germany, Italy, the Netherlands, Spain and Malaysia to enter visa-free for 15 days.
