The loosening of the restrictions marks a break from long-standing policy and comes amid growing international pressure from close US allies. But it is limited to the area around Kharkiv, and Ukraine has not requested permission beyond that, the official said, adding that they do not anticipate the US widening the area allowed. Russian forces, ammunitions depots and logistical hubs can now be targeted with US-provided artillery and rockets across the border from Kharkiv in western Russia. But the prohibition has blocked Ukraine from targeting Russian aircraft that are on the ground inside Russia. “Ukrainian soil is being attacked from bases in Russia,” Macron said during a visit to Schloss Meseberg in Brandenburg, Germany.

President Biden is edging toward what may prove to be one of his most consequential decisions in the Ukraine war: whether to reverse his ban on shooting American weapons into Russian territory. He has long resisted authorizing Ukraine to use U.S. weapons inside Russia because of concern it could escalate into a direct American confrontation with a nuclear-armed adversary. Now, after months of complaints about the restrictions from Ukraine’s president, Volodymyr Zelensky, the White House has begun a formal — and apparently rapid — reassessment of whether to take the risk. Approving further uses of U.S. weapons would give Kyiv a way to conduct counterattacks on artillery and missile sites that now enjoy something of a safe haven just inside Russia. On Wednesday, in Moldova, Secretary of State Antony J. Blinken became the first administration official to publicly leave open the possibility that the Biden administration might “adapt and adjust” its stance about attacking inside Russia with American weapons, based on changing battlefield conditions.

In a warehouse off Lyndon B. Johnson Freeway in an industrial area outside Dallas, the future of American military ammunition production is coming online. Here, in the Pentagon’s first new major arms plant built since Russia invaded Ukraine, Turkish workers in orange hard hats are busy unpacking wood crates stenciled with the name Repkon, a defense company based in Istanbul, and assembling computer-controlled robots and lathes. The factory will soon turn out about 30,000 steel shells every month for the 155-millimeter howitzers that have become crucial to Kyiv’s war effort. Ukraine fired between 4,000 and 7,000 such shells daily for several months in 2023, according to NATO’s secretary-general, before infighting among House Republicans held up further funding for Pentagon arms shipments. Large shipments of American artillery ammunition resumed in April after Congress passed an aid package that included $61 billion to Ukraine.

Eastern Ukraine CNN —Ukrainian crews working on US-supplied Abrams tanks have told CNN of a series of the weaknesses and flaws with the armored vehicles, calling into doubt their utility on the war’s ever-changing frontlines. Much of the Ukrainian frontline is now dominated by the use of self-destructing attack drones, tiny and accurate devices that can swarm infantry and even cause significant damage to tanks. Mick Krever/CNNAmmunition is also a problem, like elsewhere on the Ukrainian frontline. NATO “would never” use the Abrams tank the way the Ukrainian military has to use it, a Ukrainian soldier who uses the moniker “Joker” said. And that was despite Russian space experts recently arriving to guide North Korea's space program, South Korean news agency Yonhap reported a day before the failed launch, citing a senior defense official who was not named. It's unclear exactly how many technicians were sent to North Korea, when they might have arrived, or how they might have advised Pyongyang. Yonhap reported that North Korea's space rockets also likely face issues with their second and third-stage engines. South Korea has for months said that North Korea's sole successful satellite launch of 2023 came off the back of Russian assistance. CNN —Munitions made in the United States were used in the deadly Israeli strike on a displacement camp in Rafah on Sunday, a CNN analysis of video from the scene and a review by explosive weapons experts has found. Footage obtained by CNN showed swathes of the camp in Rafah in flames, with scores of men, women and children frantically trying to find cover from the nighttime assault. “The warhead portion [of the munition] is distinct, and the guidance and wing section is extremely unique compared to other munitions. Asked for comment on the munitions used in the Rafah strike at Tuesday’s briefing, Pentagon deputy press secretary Sabrina Singh told reporters: “I do not know what type of munition was used in that airstrike. Hagari said the deadly fire which occurred following the strike was not caused solely by weapons used by the Israeli military.

CNN —Ukraine should be allowed to use French weapons, including long-range missiles, against targets inside Russia from which Moscow attacks Ukraine, French President Emmanuel Macron said Monday. The SCALP missiles have a range of up to 155 kilometers (96 miles) and carry a 400-kilogram (881-pound) high-explosive penetration warhead, according to the Missile Threat project at the Center for Strategic and International Studies. Macron stressed that the French arms are to be used only against targets from which attacks are launched into Ukraine. “We must not allow them to hit other targets in Russia,” including civilian or other military targets, the French leader said. The meeting follows a similar agreement between Ukraine and Spain on Monday, with Spanish Prime Minister Pedro Sánchez announcing a $1.08 billion weapons deal for Ukraine.

At a high point for Ukraine in its war against Russia, when its army was sweeping Russian forces from the country’s northeast, a small-town police chief proudly hung a Ukrainian flag on his newly liberated city hall. A year and a half later, the policeman, Oleksiy Kharkivskyi, was dashing into the burning ruins of the same town, Vovchansk, last week to evacuate its few remaining residents as Russian forces closed in. “Everywhere they come is just razed to the ground,” Mr. Kharkivskyi said of the advance of the Russian troops, who have returned to the region with a scorched-earth ferocity, setting in motion one of the largest displacements of people since the first months of the war. Russian troops punched across the border between Russia and Ukraine this month and pushed toward Ukraine’s second-largest city, Kharkiv, which has a population of about a million people. Military analysts say Russia lacks the troops to capture the city but could advance to within artillery range, touching off a larger flow of refugees.

Russia’s relentless onslaught has a key goal: If they take Lyptsi, then they can position artillery within range of Ukraine’s second city, Kharkiv, 20 minutes down the road. “They’re not sending just anyone into the assaults.”His stare lengthens when asked about what fortifications were in place before the surprise Russian attack. At one position closer to the Russian border, the 92nd Assault Brigade showed CNN a Russian artillery gun, captured in the first days of the war, from which they are now firing French mortar shells. The gun was partially hidden by a wire net, aimed at providing some protection from an attack drone. Attacks persisted in the distance however, keeping the city’s residents awake through violently loud nights, now amplified by the threat of Russian artillery edging closer.

Since the first American shipments of sophisticated weapons to Ukraine, President Biden has never wavered on one prohibition: President Volodymyr Zelensky had to agree to never fire them into Russian territory, insisting that would violate Mr. Biden’s mandate to “avoid World War III.”But the consensus around that policy is fraying. Propelled by the State Department, there is now a vigorous debate inside the administration over relaxing the ban to allow the Ukrainians to hit missile and artillery launch sites just over the border in Russia — targets that Mr. Zelensky says have enabled Moscow’s recent territorial gains. The proposal, pressed by Secretary of State Antony J. Blinken after a sobering visit to Kyiv last week, is still in the formative stages, and it is not clear how many of his colleagues among Mr. Biden’s inner circle have signed on. It has not yet been formally presented to the president, who has traditionally been the most cautious, officials said. The State Department spokesman, Matthew A. Miller, declined to comment on the internal deliberations over Ukraine policy, including Mr. Blinken’s report after his return from Kyiv.
